3 DECEMBER 2013 The political mandate for the dialogue The governing parties CDU/CSU and SPD outline their intentions in 2013: in light of the outcome of the Paris Climate Change Conference in 2015, the German government will draw up a Climate Action Plan containing further reduction steps up to the target of an 80 to 95 percent reduction by 2050 compared with It will be underpinned with measures in a broad dialogue process. BEGINNING OF 2015 The contractors The Federal Environment Ministry has lead responsibility for the participation process and for drawing up the Climate Action Plan. At the start of 2015 it awards two contracts for the participation of stakeholders and the public. A contract is also awarded for scientific support for this participation process, and for drafting and updating the Climate Action Plan JUNE 2015 The launch conference At the beginning of June 2015, the BMUB publishes a discussion paper defining the tasks and framework of the Climate Action Plan 2050 to be drawn up by the German government. In the same month, stakeholder representatives meet in Berlin to launch the participation process. They discuss robust strategies and transformative paths to achieving the 2050 target. The German government is merely an observer throughout the entire participation process. SEPTEMBER/OCTOBER 2015 The first round of dialogue forums Three dialogue forums are held in September and October one for the federal Länder, one for municipalities and one for associations. The aim is to draw up strategic measures for the Climate Action Plan The proposed measures will be geared towards implementing a transformative path up to They will be directed at the German government for implementation at national, EU and international level. 4 SEPTEMBER/OCTOBER 2015 The election of delegates In the three forums, participants elect delegates to act on their behalf as rapporteurs in the delegates committee - two from the federal Länder, three from the municipalities and four each from major groups and industry associations. For a short period after the forums all participants can submit written proposals for measures. OCTOBER 2015 The first meeting of delegates The stakeholder delegates meet for the first time on 28 October Prior to the meeting they receive a list from the scientists supporting the process of the 400 proposals for measures that have been submitted. The delegates committee approves the establishment of action area-specific working groups to process the list of proposals. These groups meet at the end of November / beginning of December 2015 for half a day. All steps in the participation process are documented on the website BMUB, Max Höllwarth NOVEMBER 2015 The public dialogue The public dialogue takes place in five German cities on 14 November A total of 472 members of the public meet for discussions in Essen, Frankfurt/M, Hamburg, Leipzig and Nuremberg, and develop 77 proposals for measures for the Climate Action Plan Around 550 people register for the dialogues and over 2000 express their interest. In total over 70,000 people in and around the five cities are contacted by phone and invited to participate. In each city, lots are drawn to designate one male participant and one female participant as public delegates. Over half the participants are interested in becoming public delegates. Of course public participation makes no claim to be representative. Page 4
5 NOVEMBER 2015 TO JANUARY 2016 The proposals from the public The proposals from the public dialogue are now discussed online - everyone can join in. Two further public delegates are selected from the participants in the online dialogue. The public delegates meet for the first time on 16 January 2016 in Kassel to get to know each other, formulate a report and prepare for the first joint meeting with the stakeholder delegates. In parallel, the scientists accompanying the process consolidate the proposals from both processes and the comments from the working groups and online dialogue in a package totalling 97 proposals for measures (the set of measures 2.1). BMUB NOVEMBER 2015 TO JANUARY 2016 Information for the ministries Six events are held with other ministries from November 2015 to January 2016 to provide information about the ongoing participation process. The ministries point out individual aspects of the proposals that are already being implemented or are planned. FEBRUARY 2016 The second dialogue forum for the municipalities At the second meeting of the delegates committee, stakeholder delegates and public delegates meet for the first time. They explain their proposals to each other and hold joint discussions on the entire catalogue of proposals for measures (set of measures 2.1). In February 2016, the federal Länder, municipalities and associations meet again in three separate dialogue forums to vote on proposals for measures drawn up by the participants. Even this far on in the process there is a great degree of flexibility - the associations and municipalities that were not involved in drawing up the proposals for measures are also able to discuss them and vote on whether to recommend to the German government that they be included in the Climate Action Plan The sole restriction is that participation is limited to one person per area of action and organisation. 6 FEBRUARY 2016 The second dialogue forum for the federal Länder While the municipalities discuss four areas of action and the associations address five areas of action in workshops, the federal Länder address all merged proposals during a oneday plenary process. The federal Länder vote on the purely public measures after the plenary in writing. All participants are well prepared for the discussions. As is the case with the members of the public, the documented positions of the federal Länder are not coordinated in all Land governments and are therefore not representative. Nevertheless, they give an overview of the level of acceptance for certain proposals. FEBRUARY 2016 The second dialogue forum for the associations At the forum for the associations, more time is given to discussion at the request of some participants. Six hours are available in workshops per area of action with eight to 21 merged proposals for measures. This timeframe is used almost in full for just one area of action. Municipalities and associations vote on the eleven crosssectoral proposals for measures and the unchanged, non-merged purely public measures by attaching stickers to boards. Each institution is allowed to put one sticker per measure on the board. As requested by several associations, the names of their associations are published with the results of the vote if they so wish. BMUB, Thomas Köhler MARCH 2016 The third meeting of the delegates committee The delegates meet on 18/19 March 2016 in Berlin to finalise the catalogue of measures. On the afternoon of the second day, they discuss the consequences of the Paris Agreement, and next steps, with Federal Environment Minister Barbara Hendricks before presenting the minister with the catalogue of measures. 7 Tobias Koch, CC-0-Lizenz SINCE APRIL 2016 Drawing up the Climate Action Plan Following the participation process, the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety is drawing up a ministerial draft of the Climate Action Plan This will be forwarded to the other ministries for inter-ministerial coordination and, in line with the decision by the Conference of Länder Environment Ministers in November 2015, will also be forwarded to the federal Länder to give them the opportunity to submit an opinion. The plan is to be adopted by Cabinet in tonda55/fotolia.com NOVEMBER 2016 The concluding conference After adoption by Cabinet, the German government will explain its public statement on the proposals contained in the catalogue of measures to the delegates in the participation process. This will take place at the fourth meeting of the delegates committee. The public participation process will be evaluated by the Bertelsmann Stiftung.
