4 CTC IN BRIEF Establishment CTC has been established in accordance with the law No.8. in1976.as per the new law No.26 for 2005,CTC is responsible for tendering,auctioning and awarding on behalf of any governmental entities governed by tenders law for all procurements over QR 200, Below QR.200,000,governments entities may procure directly without referring to CTC. In the time being there are about 31 entities procure through CTC, and about 14 other entities procure Independently from CTC.(article No 18 of the tender law allows ministers cabinet to exempt some entities).

6 GOVERNMENT PROCUREMENT Public (open )Tenders Announcements are published in all local news papers, and CTC website. All local and non local companies may participate if the value exceeds QR 5,000,000. Below QR 5,000,000 are preserved to locally registered companies. Limited Tenders Where government entities carried out a prequalification before inviting companies. Also, entities may suggest list of companies according to its market s reputation and performance. Procurement through practices It is used in necessary or urgent orders. minimum of (3) companies are invited. Direct awards It is used for sole source of items, works or services.

7 CTC MAIN TASKS Ensuring fairness, neutrality and transparency. CTC is a neutral party in the procuring process, where it reserves the whole rights of both, bidders and governmental entities. Ensuring that no bid is excluded without technical or legal reasons. All necessary information are provided to all bidders before tender s submission date. Bidders may attend the opening of tenders, and they have the right to request reasons of exclusion. All submitted prices are published on CTC website. CTC publishes the award of tenders on CTC website including bidder s name and award value. CTC request bids to be submitted in two separate envelops (Technical and Financial) to ensure that all offers are evaluated purely on technical grounds without being affected by prices.

8 CTC PROCEDURES 1. Government entities request for tendering should include the followings Budget estimate of the tender and approval of budget by Ministry of Economy and Finance. Bill of quantities and drawings. Contract draft. Bidders instructions. special and general Tender s conditions. Legal approval by Legal Opinion and Contracts Dept. at Ministry of Justice and State Audit Bureau.

9 2. The committee approval for tendering, after studying tenders document. 3. Announcement or sending invitations to the bidders. 4. Receiving submissions at the exact closing date and time. late bids are rejected. 5. Opening all submissions and send them all to the concerned entity for evaluation. 6. Receiving the technical or financial reports, Prepared by the concerned entity and reviewed by CTC, and reports are prepared 7. The committee takes the right decision according to the final reports prepared by CTC. Considering technical, financial and legal conditions. 8. Issuing letters of the award to the concerned department and the awarded company, prior to submitting performance bond and signing of the contract.

10 Inspection and Evaluation committee Task: inspect the articles intended to be sold and estimate their value before offering them for sale Articles whose value is estimated to be QR 300,000 or more shall be conducted through CTC, and those whose value is less than that, shall be conducted through LTC. Sales shall be in all cases, be conducted by way of public auction or by sealed envelopes.

11 Contractors Classification Committee Task: Classify local and registered contracting companies into grades according to their capabilities(capital,manpower,equipment, previous experience,etc..)at the following specializations: Building works/maintenance. Road works. Drainage works. Water works. Landscaping works.

13 SUPPLIES DEPARTMENT ESTABLISHMENT Has been established in 1962 as apart of Ministry of Economy.& Finance. Joined to the Government Procurements Dept.(CTC later )on Since then, supplies department carried out the whole responsibilities about supplying food stuff items, storing and distributing to all citizens with subsidized prices.

15 PURPOSE OF ESTABLISHMENT Supplying food stuff items with subsidized prices to citizens,avoiding them from the market high prices. To make market prices stability Make strategic stock of food stuff items in emergency cases or if necessary. Protection of live stock wealth through providing feeds and avoiding market prices changes.

16 SUPPLIES DEPARTMENT QUANTITIES PROSPECTION BEFORE TENDERING prospecting the needs of food stuff items through statistics from our records with considering the population growth. Obtaining statistics from Ministry of Environment and Live stock Wealth Department about the accurate numbers of animals owned by people and taking in consideration of the imported animals as well. Obtaining the financial approval to provide funds.

17 Obtaining legal approval from Legal Opinion & Contracts Dept. (Ministry of Justice) and State Audit Bureau. Preparing technical specifications with international standards to provide the best quality. Sending documents to CTC for tendering. All submitted samples should be analyzed at government lab, assuring the quality standards with considering the country of origin previous inspection.

18 STORAGE PROCESS The awarded companies supply the food stuff items on sequence shipments. Samples are taken to be analyzed at labs before entry permission. Storage system is on basis of first in, first out according to expiry dates. All warehouses are safety and healthy through fire alarm systems and continuous cleaning with pesticides control by experts. Some warehouses are air conditioned All food stuff items are stored on pallets to move easily and to avoid rottenness.
