2 Stakeholder engagement Governments are the primary counterparts of the World Bank. In line with its increased focus on Results, Accountability and Openness, the WBG has also developed its outreach with other key stakeholders: Stakeholders Civil Society Faith-based and Religious Organizations Foundations Parliamentarians Private Sector 2

4 Engaging citizens improves development results Citizen engagement can improve the delivery and quality of public services; enhance the management of public finances; and bring greater transparency, accountability, and social inclusion. As part of its citizen engagement strategy, the WB pledged to increase beneficiary feedback to 100% of projects with clearly identified beneficiaries. Through its engagement with stakeholders, the WBG contributes to meeting the WB Citizen engagement commitments 4

5 What is Citizen Engagement? Citizen Engagement = Two-way interaction between citizens and governments or the private sector, which give citizens a stake in decision-making with the objective to improve intermediate and final development outcomes CE is about creating feedback loops between citizens and governments, to determine if citizen voices have been taken into account 5

7 What is Citizen Engagement (CE) at the World Bank? The CE Strategic Framework embodies 3 goals and 6 principles To systematically mainstream CE in WBG-supported policies, programs, projects, and knowledge and advisory services to improve development results To improve the quality and outcomes of mandatory engagement mechanisms. To improve CE monitoring and results reporting Focus on results Engagement through operational cycle Strengthening country systems Context specific Gradual, iterative and scalable Partnership and collaboration 7

8 The corporate commitment : schools By FY18*, the WBG has committed to incorporating citizen engagement (referred to as beneficiary feedback ) in 100% of IPF operations with clearly identified beneficiaries. Beneficiary feedback refers to engagement (consultation, collaboration, and empowerment) with those citizens who are clearly identifiable (direct) project beneficiaries during IPF preparation, implementation, and evaluation.
