8 What is Citizen Engagement? Citizen Engagement = Two-way interaction between citizens and governments or the private sector, which give citizens a stake in decisionmaking with the objective to improve intermediate and final development outcomes CE is about creating feedback loops between citizens and governments, to determine if citizen voices have been taken into account 8

11 What is Citizen Engagement (CE) at the World Bank? The CE Strategic Framework embodies 3 goals and 6 principles To systematically mainstream CE in WBG-supported policies, programs, projects, and knowledge and advisory services to improve development results To improve the quality and outcomes of mandatory engagement mechanisms. To improve CE monitoring and results reporting Focus on results Engagement through operational cycle Strengthening country systems Context specific Gradual, iterative and scalable Partnership and collaboration 11
12 The corporate commitment is to achieve 100% beneficiary feedback schools By FY18*, the WBG has committed to incorporating citizen engagement (referred to as beneficiary feedback ) in 100% of IPF operations with clearly identified beneficiaries. Beneficiary feedback refers to engagement (consultation, collaboration, and empowerment) with those citizens who are clearly identifiable (direct) project beneficiaries during IPF preparation, implementation, and evaluation.
