3 Introduction- Mandate of PMO RALG Presidential notice The President of the United Republic of Tanzania issued a Notice No. 494, of 17 December, 2010 on assignment of Ministerial responsibilities ( Instrument) In the Instrument: The President created the Prime Minister s Office- Regional Administration and Local (PMO-RALG)
4 Introduction- Mandate of PMO RALG mandated for cont. Formulation, monitoring and evaluation of the Decentralisation by Devolution (D-by-D) process PMO RALG also has mandate in the development and implementation of Rural and Urban policies This is in line with Constitution of the United Republic of Tanzania, Article 8(1), 145 and 146 of 1977 and the amendments that followed from time to time
5 Introduction Mandate of PMO RALG cont. In addition, the Ministry is mandated to oversee, support and guide operations of Regional Administration Management of Local Government Systems, under their local authorities that are empowered to provide quality services to their respective communities and Administration of Social, Economic and Productive Sectors.
6 Introduction cont. Regional Administration Act The Regional Administration Act No.19 of 1997 (Cap 97) establishes the Offices of the Regional Commissioner District Commissioner Divisional Secretary The Regional Secretariat and the Regional and District Consultative Committees.
7 Introduction Mandate of PMO RALG cont. Responsibilities of the Ministry Administering good governance Accountability to ensure there is ; poverty reduction and National economic growth.
8 Introduction Mandate of PMO RALG cont. The Local Government Act No.7 of 1982 (Cap.287 and the Local Government Act No. 8 of 1982 (Cap. 288), mandates the Minister responsible for Local Government to establish District and Urban Councils.
9 HSR,LGR, & HSSP In the health sector reforms, the district were identified as focal points for the operationalization, in the context of the national health systems, while Local Government Reforms aimed at bringing public services under the control of the people, through their LGAs, that are district or urban councils and The emphasis of HSSP III was on council health services, where most of the essential health services have to be provided close to the communities
10 Introduction -Mandate of PMO RALG cont. The Local Government Finances Act No.9 of 1982 (Cap 290) mandates the Minister responsible for Local Government to agree with the Minister of Finance on levels of financial subsidy to Local Government Authorities.
11 Overall objective of the division To provide support, guidance and follow up the distribution and equity of health services Monitor the provision of Health, Social Welfare and Nutrition Services and Guide sectoral Development within the RA and service provision in Local Government System
12 Rationale for changes To ensure there is efficiency and effectiveness, PMORALG has reviewed its functions in line with D-by-D concept to ensure there is compliance by Sectoral Ministries This includes expansion of health facilities network at Regional and Local Government Authorities Increase resources (financial, human resources, infrastructure and equipment)
13 Rationale for changes cont. Creation of the post of the Deputy Permanent Secretary responsible for Health necessitated the need of internal reorganization that lead to establishment of Health, Social Welfare and Nutrition with sections: Regional Health Services District Health Services Social Welfare services and Nutrition Services.
14 Rationale for changes cont. Also the need to address national initiatives such as; The Big Results Now (BRN) lead into the establishment of Economic and Productive Sector Division of which Agriculture,Water and environmental Sectors are inclusive. Thus, the rationale for change of the structure, aims at enabling PMO-RALG to perform its functions effectively and efficiently, and provide equitable, accessible and quality services.
15 Functions of the Division Interpret national policies, strategies and guidelines related to health and social welfare sector development, financing and human resources Provide supportive supervision and mentorship to governance monitoring and evaluation of health services provision in Regions and Local Government System
16 Functions of the division cont. Undertake follow up on implementation of Regions and LGAs for policies and regulations compliance; Capacity building and provide administrative support to RAs and LGAs Update Region and Local Government based data on health, social welfare and nutrition services for RAs and LGAs; Up date National data
17 Functions of the Division cont. (link between the Division and RA,LGA) The health sector in the region is headed by RAS, assisted by Assistant Administrative Secretary Health, who is technically a Regional Medical Officer As per new staffing levels for MOHSW Guideline ( ), health services are coordinated by RHMT under guidance of the RS at Regional level and CHMT under the guidance of Council Management Team (CMT) at the Council Level These RHMTs, CHMTs (core members) have been approved to form governance/ management committees to oversee resource mobilization and utilization and systems management
18 Functions of the Division cont. Will coordinate, monitor and evaluate health, social welfare and nutrition services through technical committees Technically, RHMT and CHMT are advised by Regional, Council Hospital or co-opted members referring to TOR developed by MOHSW & PMORALG The committees are supposed to meet monthly The Division will collaborate with Development Partners,NGOs, CSOs working in different areas to supplement Government effort to provide health services to the community.
19 Community and multisectoral coordination To coordinate and advise RAs and LGAs to enhance community participation and ownership in managing health services; To supervise, inspect, evaluate, monitor environmental cleanliness and hygiene; (Water and sanitation)- water sector (liquid waste management) (Environment and cleanness) environmental sector(solid waste management)
20 Multi-sectoral coordination To collaborate with Development Partners to identify potential projects and programmes based on needs of community LGAs and RAs and the Ministry To undertake studies, research and surveys in collaboration with community Development, Gender and Children sector to monitor and identify factors influencing social crimes among street children, and violence against women and children
