DISCLAIMER The Department of Infrastructure ( Department ) has prepared this document to give potentially interested parties background information on the proposed development of a Front End Engineering Design ( FEED ) for: a tram depot using the existing Preston Workshop site; changes to the depot at Glenhuntly; and Track Links to the new depot at Preston (together being the Project ). Whilst the Department has taken care in the preparation of the information contained herein and believes it to be accurate, neither the Department nor the State, nor any of their officers, advisers, or agents, gives any warranty, or makes any representations, express or implied as to the completeness or accuracy of the information contained in this document or any information which may be provided in association with it. The information contained in this document is not intended to be exhaustive. Interested parties are required to make their own enquiries and parties which submit expressions of interest in the Project (being Respondents ) will be required to confirm in writing that they have done so and that they do not rely upon the information contained in this document or on any other information provided by persons referred to above in submitting an Expression of Interest or taking other action in response to this document. INTRODUCTION The Department of Infrastructure ( Department ) invites organizations with the necessary financial, management and technical capability to lodge Expressions of Interest ( EOI ) for the Front End Engineering Design ( FEED ) of a tram depot reusing the existing Preston Workshop site, changes to the depot at Glenhuntly and Track Links to the new depot at Preston (being the Project ), Expression of Interest No This document provides information about the proposed Project and sets out the requirements for submissions by Respondents interested in seeking to be short listed to tender for the Project. 6 3. PROJECT OVERVIEW 3.1. Background The Victorian Government has reserved funding for the purchase of some 100 new trams to replace part of Melbourne s ageing fleet of high floor trams. The Department is considering complementary development of Melbourne s tram depot infrastructure to provide additional stabling and maintenance bays for new trams and to otherwise increase depot capacity. Works under consideration include the construction of: a new and large tram depot on the existing heritage listed Preston Tramways Workshop site. If constructed, this new depot would be used for stabling and light maintenance of some 100 new trams and eventually for heavy maintenance of some 160 trams. The depot must be designed and implemented in a manner that respects the heritage nature of the site but which nonetheless provides a modern and highly effective tram depot. extended stabling and elevated car-parking at the existing Glenhuntly tram depot which would be used to accommodate a larger fleet length at that depot. new track links to the new depot at Preston to enable four tram routes to be operated from that site with minimal dead-running. These track links would extend between Nicholson Street and St Georges Road, and Lygon and Nicholson Streets. Other stages in the tram strategy anticipate works at two other depot sites, which may be the subject of further separate expressions of interest Purpose The purpose of the Project is to enable the Department to better understand the costs and timing of the works 3.3. Overall Scope of Work Preston Depot The general arrangement of the design work for Preston Depot is set out in the brief attached as Appendix A. It includes the optimal arrangement of: a) Stabling tracks b) Renovations to existing workshops to cover stabling tracks and provide new storage building c) Maintenance building, reusing some of the existing stores building d) Specialist tram maintenance and operation equipment e) New Starter s Office f) Renovations and adaptation of existing Administration Building and Dining and Recreation Building g) Utility Services h) Trackwork i) Traction Power Overhead j) Traction Power Supply Tram Depot & Track Link Development Revision A Draft 10 September

7 k) Communications and upgrades to Maintenance Management System l) Car Parks and Roads m) Lighting n) Fencing o) Landscaping p) Security and Surveillance Glenhuntly Depot The scope of works at Glenhuntly Depot is as set out in Appendix D. It includes a new car park, additional trackwork and a new configuration for the overhead system Track Links The proposed track layout is shown in Appendix E. The design shall cover all necessary works to implement the new links including, but not limited to, identification of planning constraints and required permissions, utility removals and remodelling, property acquisition requirements, road changes, traffic control and the tram track and overhead Design Requirements The design will be required to be compatible with relevant regulatory requirements, Australian Standards and the Department s and the Operators design standards for tram infrastructure and in conformance with their safety management system. The design must be created by the designer such that it is suitable to meet all of the Department s, Operators, Councils, Vic Roads and other authority requirements including planning approvals, safety accreditation etc. and be supported by documentation created by the designer to achieve this outcome The design of the systems used must be compatible with the existing tram infrastructure and must be capable of being fully integrated into the Operator s communications and control and supervisory systems Project History The project has been developed by the Passenger Transport Division of the Department and is now project managed by the Department s Infrastructure Projects Division ( IPD ). The requirement briefs for the depots and plan information for the projects are incorporated in Appendices A, D and E. IPD s project manager for the FEED phase is Brendan Kavanagh. Brendan is the nominated Contact Person for the EOI. The Team Leader Engineering for the project is Giles Dallaway who is on secondment to the Department from Halcrow Pacific Pty Ltd. Giles has previously worked on rolling stock maintenance and the design of rolling stock maintenance facilities. Additional operations and maintenance advice has been provided by Yarra Trams led by Andrew Wood, Manager - Network Strategy and Development. Andrew has previously worked on tramway maintenance and system development in the UK. The design of Preston depot has been reviewed by Thomas Fluegge who is the managing director of VerkehrsConsult Dresden Berlin a consultancy company jointly owned by the Dresden and Berlin tramway operators. Thomas has been closely involved in the development of tram depot designs in Germany. Tram Depot & Track Link Development Revision A Draft 10 September

8 The SKM Melbourne office have provided consultancy and drafting services in the development of the initial layout drawings for the depot. Lovell Chen Architects have provided heritage and design consultancy services in the development of the architectural concept for all changes to the Preston tram depot building fabric. The intellectual property associated with all consultancies and secondee works resides with the Department. The relevant outcomes of the works undertaken to date are incorporated in this EOI. No direct contact with the consultants mentioned is allowed All of the works relating to the Tram Depots to date produced by the consultants for the Departments has been shared with the Respondents, herein. 9 4. CONTRACT OVERVIEW 4.1. Form of Contract Were the works to proceed it is envisaged that the contract will be a lump sum contract for completion of design using General Conditions of Contract for Engagement of Consultants AS (as amended). Intellectual Property, namely all design work, which might be produced by the successful tenderer would belong to the Department on termination of the contract or completion of the Project Contract Period The presently proposed contract period is 7 months Tram Depot & Track Link Development Revision A Draft 10 September

EOI PROGRAM The following schedule outlines the proposed program of activities associated with EOI No Issue Invitations for Expressions of Interest 12 September 2007 Information Session and/or Site Visits for Tenderers 19 September 2007 Close of applications for registration of Expression of Interest 2pm on 9 October 2007 Lodgement of Expression of Interest Tender Box, Level 7, 80 Collins Street, Melbourne, Inform Selected Respondent(s) not later than 16 October 2007 Were the EOI to lead to an RFT, the following are indicative dates for Issue, Close and Award Issue Tender Documents not later than 31 October 2007 Tenders Close 19 November 2007 Award Contract 3 December 2007 The Site Visit for Tenderers will be held at the Preston Workshop site on 19 September All interested parties are required to pre-register with the Department prior to attending by contacting Brendan Kavanagh, by at the address provided, by 14 September For each respondent ideally 2 persons, but no more than three persons, will be able to attend. Persons attending site will receive a safety briefing and are required to come to site wearing their own reflective safety vest and stout, closed footwear. It is noted that the required Completion Date for the Design works is designated as 30 June 2008 If requested, de-briefs may be provided for unsuccessful Respondents upon written application. CONDITIONS FOR LODGING EXPRESSIONS OF INTEREST The Department reserves the right not to proceed with the Project, to alter the timetable reflected in this document and to change the process or procedures to be applied. The Department also reserves the right to decline to discuss the Project further with any party registering interest. No reimbursement of costs will be paid to persons or organizations registering interest DOI Conditions The Department is committed to providing a fair and open short listing and Tender process that will obtain the best value for money. All information submitted as part of an Expression of Interest will be treated as confidential. The Department reserves the right to publish the names of Respondents and of Respondents which have been short listed. The Department may: a) Change any details relating to the EOI process or the description of the work; b) Extend the closing time and/or date; c) Accept late submissions; d) At the conclusion of the EOI stage, invite tenders from successful Respondents and others; or e) At the conclusion of the EOI stage, appoint a contractor without tender. The Department will evaluate EOIs against the evaluation criteria set out in Appendix B. The Department does not warrant the accuracy or completeness of the information it supplies and DOI is not liable for any deficiency therein. The Department does not bind itself to proceed further with any EOI or the EOI process or the subsequent tender stage. The Department is not required to evaluate any EOI s: which are not lodged in the Tender Box by the closing time and date; which do not contain all of the information required by this Invitation for Expressions of Interests; and where the Respondent has not complied with the conditions set out in this Invitation Respondent s Conditions A Respondent agrees, by lodging an EOI, that: a) It is bound by these Conditions; b) Documents lodged for the EOI become the property of DOI upon lodgement; c) It will keep the documents lodged for the EOI succinct and free from elaborate artwork, bindings or other unnecessary forms of presentation; d) It warrants that all information in the EOI is accurate and complete; e) All costs incurred by any Respondent in the preparation and lodgement of any submission will be borne by the Respondent; Tram Depot & Track Link Development Revision A Draft 10 September

12 f) It and its respective officers, employees, agents and advisors must not engage in any collusion, anti-competitive conduct or any other similar conduct with any other Respondent or any other person in relation to the preparation, content or lodgement of its Expression of Interest. Any such collusion, anti-competitive conduct or any other similar conduct may result in a Respondent s submission being excluded from consideration; g) It must keep confidential any confidential information provided by the Department in connection with the EOI including any information marked as confidential or which the Respondent or prospective Respondents know or ought reasonably to know is confidential or should be treated as such; h) It must not copy or reproduce any of the information provided in the Invitation for EOIs or otherwise supplied by the Department in connection with the EOI except as required for the purpose of preparing a submission and then only to the extent reasonably necessary; i) Notwithstanding any copyright or other intellectual property rights that may subsist in the Expression of Interest documents, it licenses the Department to reproduce the whole or any portion of the submission for the purposes of evaluation and discussion with key stakeholders; j) Pursuant to the Information Privacy Act 2000 (Vic), it will be bound by the Information Privacy Principles and any applicable Code of Practice with respect to any act done or practice engaged in by it in connection with this EOI in the same way and to the same extent as the DOI would have been bound in respect of that act or practice had it been directly done or engaged in by the DOI; and k) It must make enquiries of DOI about the Invitation for EOIs only to the Contact Person. l) Respondents may seek clarification of any matter relating to the EOI by written request to the Contact Person at least five clear working days prior to the EOI Closing Date. The Department is not obliged to respond to any such request. The Department may make available to other respondent's details of such a request together with any response, in which event those details shall form part of the EOI Selection Process It is intended that the EOI process will lead to a short list of no more than three Respondents; however, the Department reserves its rights to short list more than three Respondents. One or more short listed Respondents may then be invited to Tender for the work. Submissions will be evaluated on the information provided in accordance with section 7.0 Information to be Submitted and Appendix B Evaluation Criteria. INFORMATION TO BE SUBMITTED Respondents wishing to be considered for selection as Tenderers shall, on a point by point basis, address each of the criteria in Appendix B, as well as providing information under the following headings. Submissions should be limited to twenty pages (excluding curricula vitae which shall be no more than one page per person), and should avoid unnecessarily elaborate responses or presentations Company Details and Project Affiliations The Respondent should provide details of company name, company address, brief resume of what the company does, years trading under that name and if the Respondent is other than a single company, the respective roles and responsibilities of each separate entity, and the financial, contractual and management relationships between the entities are to be clearly defined. The Respondent shall provide, in any event, details of their company structure including relationship to their parent company if affiliated, together with their current annual report including applicable financial indicators Project Management Structure and Resources a) A responsibility chart indicating the names of key personnel for: Project management and senior professional staff; Design and design management staff; and Quality, environmental and safety staff. b) Positions shall be defined as full or part-time; c) Staff should be identified as either directly employed or subcontract resources; and d) Curricula vitae for key staff Consultant and Sub-Contractor Resources a) Proposed consultants to be engaged for: Design of permanent works, temporary works and/or any other design; Geotechnical investigations; Environmental management; Safety and safe working management; Quality management; Architectural and landscape design; and Other key activities. b) Proposed sub-contractors for major work elements; and c) Engineering & Project Design - Control and Reporting. Respondents shall provide details of their systems used for Design Schedule establishment and monitoring; Tram Depot & Track Link Development Revision A Draft 10 September

14 Design hours and cost control; Earned value progress measure; and Weekly and Monthly reporting of progress to Client Innovation and Value for Money Innovation in the areas of Design & Construction Engineers should show innovations in the areas of: a. Design of trackwork construction and installation, including floating track; b. Containment of contamination on site by construction design for installation of track & equipment; c. Construction staging for ongoing operations and construction productivity; d. Design to integrate and upgrade existing buildings into new works; and e. Opportunities and benefits for cost containment and project acceleration Similar Works Details of innovative designs and/or construction methodologies implemented by the Respondent on infrastructure contracts of a comparable or relevant type and magnitude. Details provided should include: a) The nature and location of the work; b) The value and scope of the contract works; c) The months and years of beginning and of completion; d) Design innovations; and e) Construction innovations Proposed Innovations Details of any innovative designs and/or construction methodologies proposed for this contract, including a summary of the benefits or each proposal and an indication of potential cost savings. Particular attention should be paid to any unique approaches proposed in delivering the works that will create positive benefits/outcomes in the following areas: a) Maintenance of use of critical tram maintenance and testing infrastructure whilst work is ongoing on site; b) The re-use and interlinking of the existing buildings to new works; c) Community impacts; d) Traffic management; e) Environmental impacts; and f) Stakeholder impacts including the Cities of Darebin, Glen Eira, Moreland and Yarra, the Tram Operator Yarra Trams, Heritage Victoria. Past and Current Performance Details under the following headings shall be provided for at least five tramway infrastructure projects of a comparable or relevant type or complexity, undertaken or completed in Australia within the past five years, with priority for Victorian contracts Contract Management a) Summary of contract scope; b) Client and referee; c) The months and years of beginning and of completion; d) Summary of significant cost and schedule reductions; e) Summary of construction and tram safety management measures implemented and of safety performance; f) Summary of substantial IR and OHS issues encountered and measures implemented to mitigate against project impact; and g) Summary of project commissioning arrangements and issues Contact Details Name and contact details of a person, and an alternate, responsible for responding to enquiries regarding the EOI. SUBMISSION OF EXPRESSION OF INTEREST Three hard copies and one CD copy of the submission shall be provided, sealed in an envelope which should be endorsed CONFIDENTIAL and marked: Expression of Interest Tram Depot & Track Link Development TRAM DEPOTS AND TRACK LINKS DESIGN PRESTON, GLENHUNTLY AND LINKS EOI No Tender Box Level 7, 80 Collins Street MELBOURNE Vic 3000 Submissions for Expressions of Interest shall be lodged in the Tender box located at Level 7, 80 Collins Street, Melbourne, Vic, Expressions of Interest must be lodged no later than 2 p.m. on 9 October 2007 EOIs lodged after the closing time will be disqualified and will ineligible for consideration except where the Respondent can demonstrate the late lodgement of the EOI resulted from the mishandling of the EOI of Interest by the Department or was hindered by a major incident and the integrity of the EOI process will not be compromised by accepting an EOI after the closing time. 17 9. FURTHER INFORMATION Respondents may seek clarification of any matter relating to the EOI by written request to the Contact Person at least five clear working days prior to the EOI Closing Date. The Department is not obliged to respond to any such request. The Department may make available to other respondent's details of such a request together with any response, in which event those details shall form part of the EOI. All requests for clarification are to be in writing only and should be ed to brendan.kavanagh@doi.vic.gov.au. Only clarifications from the DOI in writing should be considered by the Respondent(s).
