5 Market principles the primal mechanism is the supply and demand law; Cap and trade, i.e. limit the well (allowances) allowing their trade. The limit is defined knowing the environmental objective that wants to be achieved; Evaluation of emissions reduction costs versus allowances costs on the market. Proper management, from operators, of free allocated allowances (efficiency increase, use of cleaner fuels and materials, etc.) and costs internalization. 5

7 The ETS operation is based on a set of strict rules of cyclical nature, namely: 1. Allowences issue 2. Emissions Monitoring 3. Verification and Communication 4. Allowences surrender 7
8 1 - Allowences issue Covered operators receive allowances that give them the right to a certain level of emissions CO 2 /year (1 allowance = 1 ton CO2) and : amount to be allocated defined by National Allocation Plan (NAP I and II) After 2012 and aviation: single European CAP in replacement of 27 nationals CAP, and auction and benchmark allocation 8
9 2 - Emissions Monitoring Operator with activity listed in annex I submites to CA a request for the issue of a GHG permit that includes a monitoring plan, in accordance with Commission Decision 2007/589/CE, of 18 July 2007 (amended by Commission Decision 2009/339/CE, of 16 April 2009, regarding the inclusion of monitoring and reporting guidelines for emissions and tonne-kilometre data from aviation activities); CA issues the GHG permit that includes a monitoring plan with the monitoring methodology to be followed by the operator; Operator monitoring emissions during each calendar year. Note: Aviation will not have a GHG permit, but only a monitoring plan. 9
10 3 - Verification and Communication Operator prepares report of GHG emissions from previous calendar year; The report is submitted to a verification process by independent qualified; Operator submits verified emissions report to CA until 31 of March. 4 - Allowences surrender Operator shall annually, by April 30, surrender allowances in an equal amount to the verified emissions; Operator must have an account in the Portuguese Registry. 10
11 New entrant reserve Amount of allowances designed exclusively for allocation to new entrants or existing operators that make changes in the installation; Operator can submit to CA a request for free allowances in the scope of new entrants; The rules are defined by national legislation in accordance to NAP; Aviation: rules to be defined at community level. 11
