BCS Survey 04/05/19 The Corporation advised the Union that the RFP has been extended, pending the review of the sites by the committee. The Corporation provided the Union with the 3 sites proposed by the process owner. The 3 sites are Toronto South, Edmonton and Halifax. The Union suggested that Vancouver and Victoria could be the sites the ergonomic study be done in since the supplier is based in Vancouver. The Union will review the Corporation s proposal of sites and respond. The Corporation will speak with the process owner to see if Vancouver and Victoria are possible sites for the study. 2. Appendix 7 (DD) Health & Safety Training 04/05/19 The supplier is developing the content of the training modules. The Union agreed with the train-the-trainer (lead facilitators) delivery methodology. It also agreed that the duration of the LJH&SC training is 24 hours, which includes breaks and lunch. The Union is to make a decision whether the content of the Union s 4-hour breakout session which will be shared with Canada Post. It will inform the Corporation of their position in the near future. 1
3 The parties agreed that this item can be removed from the minutes until content development is completed. 3. Process Mapping Initiative WCB Process 04/05/19 The Corporation indicated that the wording of the challenge letter should be available in the next few days. The suggestion for the pre-arbitration process is a bit more complicated than expected. The Corporation has asked the regions for feedback and at the moment the regions are concerned that this will become a very cumbersome process. Rather than having a formal process, the regions prefer to keep the process informal. The Corporation suggested the local Union s return to the regions to discuss this suggestion further with local management. The Corporation will send the Union the wording for the challenge letter once all corporate parties have agreed on the wording. The Union is to provide the Corporation with its requirements for the appeal process. 4. Bird Wings and Parts 04/05/19 The Union indicated they agree with the regions response to this issue. Both parties agreed that the work done by the London LJH&SC was excellent work. The Corporation will provide the information to the process owner to see if the regions recommendation is feasible. The Corporation will advise the Union of the process owner s response. 2

McMaster Study 04/05/19 Both parties have not heard from McMaster as to whether or not they have been successful seeking funding from the Worker s Safety Insurance Board and the Canadian Institute of Health Research for the next phase of the study. The Union will look at the report and prepare a priorities list, which it will share with the Corporation. 6. Work Place Hazards Prevention Program (WHPP) 04/05/19 A presentation by the Corporation outlining an overview of common areas for improvement identified by the surveys conducted by both parties was delivered to the Union. The Corporation provided the Union with a draft WHPP Example Report and a WHPP Guide. The Corporation asked the Union to provide its feedback on these documents within two weeks. The Union suggested that any information sharing be done jointly to avoid any problems in the regions that management is working alone, as this is the only prevention program that has been agreed upon at the National Joint Health and Safety Committee. WHPP forms part of the General Manager s scorecard. The Corporation indicated they wanted to share the presentation with the General Managers at an upcoming meeting. NB. The Corporation supplied the French version of the presentation electronically to the Union on May 20, The Union will review the documents distributed at the meeting and respond to the Corporation. 3
5 7. Terms of Reference and Training Program for Health and Safety Committee Members 04/05/19 The Union will respond to this item through correspondence. 8. Working Alone 04/05/19 The Union supplied the committee with a comparison of both reports. The Union indicated they would like to go ahead with a pilot in the locations that participated in the survey whether it is an alarm, a panic button, etc. for those employees working alone. The Corporation will review the comparison report and respond to the Union. 9. Safe Metrics 04/05/19 The Union stated they would like to roll out safe metrics in Montreal on a larger scale, as there has been excellent work done by the Local Joint Health and Safety Committee (LJH&SC), which resulted in the success of Safe Metrics in this location. The Union suggested that it would like the roll out to also involve the WHPP and the ergonomic checklist that was developed for Cell Design. The Union expressed reservations with management using the tool while committee pilots are underway. The Corporation indicated that the tool was designed for management, but that it also has an application for LJH&SC. Consequently, management will be using the tool as well. The Union indicated that it did not agree with this being rolled out to LJH&SCs at this time. 4
6 The Corporation indicated that they are open to piloting the Safe Metrics tool in Montreal on a larger scale but can t freeze the program while the pilot occurs, as management needs to use this tool. The Corporation shared with the Union the presentation that is going to the regions as well as the consultation schedule. It was explained that the presentation is being delivered to local committees for information purposes only. NB. See Cell Design for further discussion on Safe Metrics, WHPP and Cell Design. 10. Loading Dock Damage/Trailers BMF 04/05/19 The committee agreed that no further action is required. The parties agreed that this item can be removed from the minutes. 11. Local Health and Safety Committee List of Committees 04/05/19 The Corporation suggested that this item be removed from the minutes, as the list of committees was compiled for a RSMC Transition Committee activity. The Union indicated that this item was not to be removed from the minutes. The Union stated that it took issue with the Corporation going to Human Resources Skills Development Canada (HRSDC) to seek input on the RSMC question. The Union is considering filing a National Grievance. The Union stated that consultation should have occurred before the Corporation was seeking input from HRSDC, The Corporation responded that it consults with outside regulatory bodies all the time. The Union informed Canada Post that HRSDC had provided the Union with the information regarding the consultation between the Corporation and HRSDC. In seeking this information, the Union informed HRSDC that Canada Post had not consulted with the Union on this issue. 5
7 The Union stated that the Corporation has not provided its response to the Union s position on the health and safety reporting structure for RSMCs, and asked when this would be provided? The Corporation responded that this is a transition committee issue and a response will be supplied to the Union through the Transition Committee. 12. Loose Loading in Trailers 04/05/19 The committee agreed that no further action is required. The parties agreed that this item can be removed from the minutes. 13. Voltage Meters 04/05/19 The Union requested that the copies of the communiqués (Appendix A and B) that were sent to the field be translated. The Union inquired about the WHIMS schedule. The Corporation indicated that the WHIMS schedule is presently being prepared and will be shared with the Union shortly. The Corporation to supply the Union with the French version of Appendix A and B. 14. Astro Vans The Corporation to supply the Union with the WHIMS schedule. 04/05/19 The Union will respond through correspondence. The parties agreed that this item can be removed from the minutes. 6
8 15. IDB Pouches 04/05/19 The committee agreed that no further action is required. The parties agreed that this item can be removed from the minutes. 16. Cell Design 04/05/19 The Union indicated that the pilot results and the work of the Committee were good in the Prairie Region. The Union suggested that Safe Metrics, WHPP and Cell Design, as a combined project, be piloted in Montreal. The Corporation indicated that they do not believe Montreal is ready to design a cell, therefore the ergonomic checklist for Cell Design wouldn t have an application in the activities. The Corporation agrees with the Union s proposal to expand the Montreal pilot for Safe Metrics and WHPP but would like to pilot it in two other locations as well. The Union asked for the locations the Corporation would like to expand Safe Metrics to. The Union indicated they wanted to use the ergonomic checklist in Montreal for work other than designing a cell, as it believes it could be used in any work location and that it is not specific to a cell design. The Corporation indicated they need to review the application of the ergonomic checklist. The Corporation needs to determine if it has an application other than Cell Design. The Corporation will review the ergonomic checklist and respond. The Corporation is to provide a list of committees that are working well to the Union. 7
9 17. LJHSC Minutes in Quebec 04/05/19 The parties agreed that they would communicate with their respective representatives regarding employees names appearing in local health and safety committee minutes. As a general rule, employee names should not appear when the committee reviews accidents, etc., due to privacy issues. The parties agreed that this item can be removed from the minutes. 18. Vibox 04/05/19 The Union provided the Corporation with a report from the Vancouver local on the implementation of a Vibox system for deaf and hard of hearing employees. The Corporation will review the document and respond. 19. Edger Facer Machine 04/05/19 The Union shared correspondence between the union and management regarding this equipment with the Corporation. The Corporation will review and respond. Other Issues: 1. Medisys 04/05/19 The Corporation asked the Union for a copy of the survey that was conducted in the regions. The Corporation asked if the results would be shared with Medisys and the Corporation. 8
10 The Union stated it hasn t decided thus far if the results would be shared. The Union will provide a copy to the Corporation. 2. Workplace Behaviour 04/05/19 The Corporation supplied the Union with a copy of the Vancouver Local document on Workplace Behaviour. The Corporation asked the Union if there is any way the committee can use this document and build upon it by issuing a joint communiqué to the regions. The Union will review the document and respond. The meeting adjourned, and the Committee will meet again on June 16, N.B. This meeting has been rescheduled to July 22,
