1 ANNUAL WORK PROGRAMME FOR GRANTS 2015 of the Delegation of the European Union to Sri Lanka & the Maldives I. Developmental Housing Reconstruction Support to Sri Lankan Internally Displaced People II. III. IV. Enhancing Civil Society Organizations (CSOs) Contributions to Governance and Development Processes Support to Integrated Rural Development in Central and Uva Provinces, Sri Lanka (Indicative) European Instrument for Democracy and Human Rights, CBSS, Sri Lanka (Indicative) I. Developmental Housing Reconstruction Support to Sri Lankan Internally Displaced People Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014, establishing a Financing Instrument for Development Cooperation (DCI) for the period 2014 Budget line: The global objective the programme is to ensure the link between relief, rehabilitation and development in crises involving uprooted people. The specific objective is that returnees and host communities afford human and financial investments for sustaining livelihoods through developmental permanent housing. The actions indicative results should involve: 1. A Facilitated access to developmental permanent housing for the most vulnerable: At least direct beneficiaries (benefiting from housing) and indirect (benefiting from flanking measures but not necessarily housing); At least 'full-house equivalents'; people benefiting from reduced inflation of local construction costs (through improvements in the local supply chain); 1. B Improved tenure security of beneficiaries: About families (over people); 2. Improved access to reliable local income opportunities: Durable entrepreneurship initiatives in the local construction supply chain; man days of labour provided by trained beneficiaries during the programme; 300 construction workers trained and certified in appropriate technologies; 2014 Page 1 of 5
2 3. Improved community access to social infrastructure: 20 villages and beneficiaries. 3. Eligibility conditions The EU contribution rate will be up to 100% of the total eligible costs of the action. The Call for Proposals is expected to be launched in the first trimester of EUR 14 million. II. Enhancing CSOs' Contributions to Governance and Development Processes Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing Instrument for Development Cooperation (DCI) for the period Budget line: The global objective of the programme is to enhance contribution of civil society organisations (CSOs) to governance and development processes. The specific objectives are: 1. To strengthen CSOs actors in governance and accountability. 2. To strengthen CSOs as partners in promoting social development. 3. To strengthen CSOs as stakeholders in promoting inclusive and sustainable growth Page 2 of 5
3 3. Eligibility conditions The Call for Proposals is expected to be launched the first semester of EUR 3 million. III. Support to Integrated Rural Development in Central and Uva Provinces Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing Instrument for Development Cooperation (DCI) for the period Budget line: The overall objective to support integrated and inclusive rural development in the Central and Uva Provinces, that will contribute towards improvement of the quality of life and incomes of the poorest populations in the Uva and Central Provinces of Sri Lanka. The programme will focus on interventions on poverty alleviation, economic development, and support to local governance. Priorities: 1. Support to Rural Infrastructure and Local Business Development 2. Support to Water and Minor Irrigation 2014 Page 3 of 5
4 3. Support to Institutional Strengthening 3. Eligibility conditions The Call for Proposals is expected to be launched in the third trimester of EUR 26 million. IV. European Instrument for Democracy and Human Rights (EIDHR) Sri Lanka Regulation (EU) No 235/2014 of the European Parliament and of the Council of 11 March 2014 establishing an instrument for the promotion of Democracy and Human rights worldwide (EIDHR). Budget line: The overall objective of the programme is to contribute to the development and consolidation of democracy, the rule of law and respect for fundamental rights and freedoms in Sri Lanka. Action is this field would involve of promoting human rights and democratic reforms building consensus, enhancing political representation and participation, enhancing inclusiveness and pluralism of civil society and supporting the implementation of the EU guidelines on human rights at a local level Page 4 of 5
