1 Potential of Wind Energy The National Institute of Wind Energy (NIWE) has recently launched Wind Energy Resource Map of India at 100 meter above ground level (AGL) on online Geographic Information System platform. This Wind Atlas is available online in the NIWE website The wind energy potential in the country at 100 m AGL is over 302 GW. The wind power is being installed in the country under three different modes, viz. i) Sale to Discoms under Feed-in-Tariff mode; ii) Captive use; and iii) Third party sale under Independent Power Producer (IPP) mode. The Government is promoting all three modes of installation, the Minister added.

2 The Central Electricity Regulatory Commission on 7 August 2015 has notified forecasting and scheduling regulations and also Deviation Settlement Mechanism for inter-state transmission of solar and wind energy. Further, the Forum of Regulators has also issued model regulations on forecasting, scheduling & deviation settlement of wind & solar generators for intra-state transmission, the Minister added.

3 Waiving of Transmission Charges in Renewable Energy Electricity Act, 2003 mandates Central Electricity Regulatory Commission (CERC) to determine tariffs including transmission tariffs. The Central Electricity Regulatory Commission, vide CERC (Sharing of Inter State Transmission Charges and Losses) (Third Amendment) Regulations, 2015 notified that no transmission charges for the use of ISTS network shall be charged to solar based generation for the useful life of the projects commissioned upto This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy (IC) in a written reply to a question in the Rajya Sabha today. The Minister further stated that in addition, these regulations have also specified that no transmission losses for the use of ISTS network shall be attributed to solar based generation for the useful life of the projects commissioned up to However, these charges would be socialized among all Designated ISTS Customers (DICs). The Minister further stated that Cabinet Committee of Economic Affairs (CCEA) approved creation of intra-state transmission system in the state of Andhra Pradesh, Gujarat, Himachal Pradesh, Karnataka, Madhya Pradesh, Maharashtra and Rajasthan at an estimated cost of Rs Cr with Government of India contribution from National Clean Energy fund (NCEF) of Rs crore as recommended by IMG in its 12th meeting held on 30th April, For the state of Tamil Nadu, CCEA in its meeting held on 10 December 2014 approved the proposal of Tamil Nadu for providing NCEF support of Rs crore. The award of contract through competitive bidding of projects is at various stages with the respective state governments, the Minister added.

4 Subsidy for Solar Panels Ministry of New & Renewable Energy is implementing two National level programmes (i) Grid Connected Rooftop and Small Solar Power Plants Programme and (ii) Off-Grid & Decentralized Solar Applications to promote installation of solar rooftop systems on the roofs of residential and other buildings in the country. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy (IC) in a written reply to a question in the Rajya Sabha today. The Minister further said that there is a provision for subsidy of 30% for general category States/UTs, 70% for grid connected solar rooftop and 90% for off-grid solar applications for special category States and Islands of Andaman & Nicobar and Lakshadweep in the country. The large and major industries do require large utilization of power, however, there is no provision of subsidy to the industries by the Government for reducing power requirement to half. Government is, however, encouraging power saving through energy efficiency and conservation measures, the Minister added.

5 Solar Power to Farmers The Ministry has been implementing Solar Pumping programme through States, NABARD & other Government departments for setting up of Solar Power plants to pump water for irrigation purpose. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy (IC) in a written reply to a question in the Lok Sabha today. Shri Goyal further said that the programme is demand driven. State Governments send proposals to the Ministry based on the requirements in their respective States. Ministry is providing 30% capital subsidy equivalent (Rs/Hp) for setting up of solar water pumping systems, limited to maximum 5 HP, the Minister added. The subsidy pattern is given as follows: Central Financial Assistance (CFA) pattern for Off-Grid Solar PV Pumps Sno. 6 Solar Power Systems on Railway Stations Government is encouraging installation of solar power systems particularly on rooftops all over the country including on railway stations and airports as well. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy (IC) in a written reply to a question in the Lok Sabha today. The Minster further stated that so far as aggregate capacity of MWp solar power systems have been installed at airports and 1.5 MWp in railway stations. Other railway stations Total The Minister further stated that the Government is promoting use of renewable energy systems all over the country which includes airports and railway stations and other public places in the country for which the following steps are being taken: Ministry of Railways has set a target for setting upof 1,000MWp solar power plants on railway/private land and railway buildings in next 5 years. Financial support in the form of generation based incentives and viability gap funding for solar power projects. Subsidy for grid connected rooftop solar systems, solar pumping systems, concentrated solar thermal and other off-grid solar applications. Fiscal incentives such as accelerated depreciation, concessional custom duty, excise duty exemptions, income tax holiday for 10 years Concessional loans from Indian Renewable Energy Development Agency Loans under Priority Sector Lending uptors. 15 crore for renewable energy projects. Bank loans as a part of home loan/ home improvement loan for solar rooftop systems Capacity building and public awareness through electronic and print media.

8 Memorandum of Understanding between India and Indonesia in the field new and renewable energy cooperation The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for a Memorandum of Understanding (MoU) between India and Indonesia in the field of new and renewable energy. The MoU was signed in Jakarta last month during Vice President, Shri M. Hamid Ansari s visit to Indonesia. The objective of the MoU is to establish the basis for a cooperative institutional framework to encourage and promote technical bilateral cooperation on new and renewable energy issues on the basis of mutual benefit, equality and reciprocity. The areas of cooperation will focus on capacity building, exchange of scientific and technological information and data, transfer of technology on non-commercial basis, development of joint research or technical projects on subjects of mutual interest, encouragement and promotion of investment, encouragement of policy dialogue and other areas as may be agreed upon by the two countries.

9 Launching of Indian Wind Resources Atlas The National Institute of Wind Energy (NIWE) has recently launched Wind Energy Resources Map of India at 100 meter above ground level and solar radiation map at ground level on online Geographic Information System (GIS) platform. This online Wind Atlas is available online in the NIWE website This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Minister further stated that the Wind and Solar Resource Maps will not only help and guide the wind and solar power developers and other stakeholders in identifying potential areas for the development of wind & solar power projects in the country but also help the central and state agencies in planning and developing the infrastructure including transmission system, required for installing renewable power projects in these potential areas.

10 Progress of Solar Parks and Ultra Mega Solar Power Projects The Government has approved 27 solar parks having aggregate capacity of 18,418 MW in 21 States/Union Territories till date. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Minister further stated that the total estimated cost allotted by Government for the scheme for Development of Solar Parks and Ultra Mega Solar Power Projects is Rs crore, the Minister added.

11 Encouragement to Domestic Households for Installation of Solar Panels Government has set a target for installation of 100 GW solar power by the year This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Government has taken following steps to promote generation of solar power in the country: Financial support in the form of generation based incentives and viability gap funding for solar power projects. Fiscal incentives such as accelerated depreciation, concessional custom duty, excise duty exemptions, income tax holiday for 10 years Concessional loans from Indian Renewable Energy Development Agency Loans under Priority Sector Lending upto Rs. 15 crore for renewable energy projects. Bank loans as a part of home loan/ home improvement loan for rooftop solar systems Subsidy for grid connected rooftop solar systems, solar pumping systems, concentrated solar thermal and other off-grid solar applications. The Minister further stated that the Central Financial Assistance of 30% of the benchmark cost is provided for general category States/UTs and 70% for special category States/UTs including Andaman & Nicobar, Lakshadweep Islands in the country to defined categories including domestic houses.

12 Increasing Production of Solar Energy The following initiatives have been taken by government to promote Solar Power in the country: Exemption from excise duties and concession on import duties on components and equipment required to set up a solar plant A 10-year tax holiday for Solar Power Projects. Wheeling, banking and third party sales, buy back facilities by states. Guaranted market through solar power purchase obligation to states. GBI schemes for small projects connected to grid below 33 kv. Reduced wheeling charges as compared to those for conventional energy. Special incentives for exports from India in renewable Energy technology under renewable energy sector- specific SEZ. A payment security mechanism to cover the risk of default by state utilities/discoms. A subsidy of 30% of the project cost for off-grid solar thermal projects, subject to availability of funds. In the Budget 2015, Government has announced a target of adding 175 GW of renewable energy, including addition of 100 GW of solar power, by the year This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Lok Sabha today. It is also being planned to increase the Renewable Purchase Obligations to the levels as envisaged under National Action Plan on Climate Change (NAPCC). The Minister further stated that for grid connected Solar Rooftop, subsidy of 30% of the benchmark cost for general category States and 70% for special category states is being provided also under off grid Solar PV programme, subsidy of 30% of the benchmark cost for general category States and 70% for special category States is being provided for defined category and subjected to availability of funds, the Minister added.

13 Solar Energy Corporation of India Solar Energy Corporation of India (SECI) was incorporated in Sept as a company under Section 8 of the Companies Act, Government has granted approval for conversion of the existing Section 8 company into a Section 3 company under the Companies Act, 2013 (No.18 of 2013) and for renaming it as Renewable Energy Corporation of India. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Lok Sabha today. The Minister stated that the organization has to take up commercial activities including trading of power in order to implement various Govt. s Schemes and to become self- sustaining. The organization is also required to take up development of all segments of Renewable Energy viz. geo-thermal, offshore wind, tidal, etc., apart from Solar Energy. The Minister further stated that currently, the organization is engaged in implementation of a number of renewable energy projects and schemes including setting up of 2000 MW solar power projects under VGF scheme, 750 MW of solar power projects under VGF scheme, Solar Park Scheme, roof-top projects and projects in association with other Ministries/ organizations.

14 MoU between India and Iran on visa facilitation The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the signing of the agreement between India and Iran on visa facilitation for Diplomatic, Official/Service and Ordinary passport holders. Salient features of the agreement are as given below: (i) Consequent upon this, upon presentation of an official note by the local Ministry of Foreign Affairs along with the visa application, the resident Diplomatic Missions in the host country would, within 20 working days, issue a gratis visa valid for 90 days for the holders of valid Diplomatic/Official/Service passports, assigned on long-term missions to the Diplomatic Missions or the Consulates General. Appropriate gratis visas of three months' validity for visiting close family members (blood relations such as parents, siblings, adult children as well as in-laws) and visas for other close relatives of the assignees, on payment of visa fees due would be issued. (ii) On presentation of an official note by the Ministry of Foreign Affairs stating the purpose of the visit, a non-extendable gratis entry visa will be issued within three working days, with a validity of up to fifteen days, to political authorities and officials travelling for specific bilateral purposes or to participate in a conference or seminar. (iii) A multiple-entry gratis visa of three months' validity, for stays up to 20 days during each visit, for the audit/financial and IT/computer officials who travel on stated official business to their respective Diplomatic Missions and Consulates General will be issued within 15 working days. (iv) Under special administrative exigencies, a single-entry gratis visa of validity up to three months for temporary deployments to the Diplomatic Missions or Consulates General in the host country will also be issued within 15 working days. (v) Upon presentation of an official note by the local Ministry of Foreign Affairs along with the visa application of the teachers and their dependent spouse and children, a single entry Service/Official gratis visa of three months' validity will be issued, within twenty working days. (vi) This Agreement will come into force upon signing and exchange of official notes confirming that legal formalities on either side have been fulfilled. (vii) This Agreement will be valid for an indefinite period. Each Party may, however, terminate this Agreement by giving a written notice for this purpose through diplomatic channels, at least 60 days in advance. (viii) Either Party reserves the right to prevent the entry, shorten or terminate the stay of the nationals of the other party in accordance with their respective laws and regulations. (ix) This Agreement can be amended at any time as decided and mutually agreed upon in writing by the Parties. Any dispute arising out of the interpretation, implementation or application of any provision of this Agreement shall be settled amicably through consultation or negotiation between the Parties.

15 Generation of Forty Per Cent of Energy Requirement from Renewable Sources The Government of India in its submission to the United Nations Frame Work Convention on Climate Change on Intended Nationally Determined Contribution (INDC) has stated that India will achieve 40% cumulative Electric power capacity from non-fossil fuel based energy resources by 2030 with the help of transfer of technology and low cost International Finance including from Green Climate Fund. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Minister further stated that the Government has up-scaled the target of renewable energy capacity to 175 GW by the year 2022 which includes 100 GW from solar, 60 GW from wind, 10 GW from biopower and 5 GW from small hydro-power. Besides the ongoing policies and programmes of the Government in RE sector, several policy measures initiated recently by the Government to achieve this up-scaled target, inter-alia, include suitable amendments to the Electricity Act and Tariff Policy for strong enforcement of Renewable Purchase Obligation (RPO) and for providing Renewable Generation Obligation (RGO); setting up of exclusive solar parks; development of power transmission network through Green Energy Corridor project; identification of large government complexes/ buildings for rooftop projects; provision of roof top solar and 10 percent renewable energy as mandatory under Mission Statement and Guidelines for development of smart cities; amendments in building bye-laws for mandatory provision of roof top solar for new construction or higher FAR; infrastructure status for solar projects; raising tax free solar bonds; providing long tenor loans; making roof top solar a part of housing loan by banks/ NHB; incorporating measures in Integrated Power Development Scheme (IPDS) for encouraging distribution companies and making net-metering compulsory and raising funds from bilateral and international donors as also the Green Climate Fund to achieve the target, the Minister added.

16 Development of Solar Cities The Ministry of New and Renewable Energy has approved 56 solar cities projects against the target of 60 solar cities under the Development of Solar Cities Programme, so far. 20 Status of Green Energy As on , cumulative capacity of about 38 GW of grid-interactive renewable energy capacity has been installed in the country. The Government has up-scaled the target of renewable energy capacity to 175 GW by the year 2022 which includes 100 GW from solar, 60 GW from wind, 10 GW from bio-power and 5 GW from small hydro-power. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Minister stated that Government is seeking cooperation from other countries both on technical and financial side to promote the generation of power from renewable energy sources. On technical side, National Institute of Solar Energy (NISE) is collaborating with premium institutions/ laboratories of USA, Japan and Germany in the fields of performance evaluation, long term operational reliability and indoor-performance testing of different technology modules. Similarly, National Institute of Wind Energy (NIWE) in collaboration with specialized institutions of Denmark; USA, Spain and Germany is working in the areas of wind forecasting, offshore wind, aero-structural design, training on testing inter-laboratory comparisons etc. On the financial side, Indian Renewable Energy Development Agency (IREDA) is also operating Line of Credits from various Bilateral/ Multilateral institutions for further extending the credit to viable renewable energy projects in the country. The Minister further stated that Government has taken a number of initiatives in the past for the development of renewable energy in the country which inter-alia include incentives in the forms of generation based incentives/subsidies, viability gap funding from NCEF, fiscal incentives such as accelerated depreciation, concessional customs duty, excise duty exemptions, income tax holiday for 10 years and preferential tariff for renewable energy power projects. In addition, several major policy measures initiated by the Government recently to promote this source indigenously, inter-alia, include setting up of exclusive solar parks; development of power transmission network through Green Energy Corridor project; identification of large government complexes/ buildings for rooftop projects; provision of roof top solar and 10 percent renewable energy as mandatory under Mission Statement and Guidelines for development of smart cities; amendments in building bye-laws for mandatory provision of roof top solar for new construction or higher floor area ratio (FAR); infrastructure status for solar projects; making roof top solar a part of housing loan by banks/ NHB; incorporating measures in Integrated Power Development Scheme (IPDS) for encouraging distribution companies, making netmetering compulsory and raising funds from bilateral and multilateral finance, development institutions.

21 Funds for Solar Power Plants The Ministry of New and Renewable Energy has released Rs crore and Rs.387 crore have been released to State Governments/implementing agencies for setting up of grid connected solar power plants during the year and respectively. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Minister further stated that the Government monitors the progress of solar power projects regularly. As on , the cumulative installed grid-interactive solar power generation capacity in the country is 4666 MW, the Minister added.

22 Investment Thrust on Renewable Energy The lowest bidder in NTPC Ltd. s tender for setting up 500 MW capacity solar PV power projects in Ghani Solar Park in Andhra Pradesh, has quoted a tariff of Rs per unit. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. The Minister stated that as per the tariff order notified by the Central Electricity Regulatory Commission (CERC) for the year , the tariff for solar power generated from grid connected solar PV power plants, which is the levellised tariff for 25 years, is Rs per unit. Previous lowest tariff for grid connected solar PV power in the country was Rs for solar power projects in Madhya Pradesh. The lowest bid tariff of Rs per unit in NTPC Ltd. s tender for setting up 500 MW capacity solar PV power projects in Ghani Solar Park in Andhra Pradesh is % lower than the CERC tariff and 8.32 % lower than the previous low bid of Rs per unit for solar power tender in Madhya Pradesh. The Minister further stated that it is difficult to predict tariff that will be quoted in an open bid. Moreover, solar tariff varies from State to State depending upon solar irradiation, cost of land, size of projects and other such factors. The target of 175 GW of renewable energy generation capacity is for 2022 and the Government of India is making all efforts to achieve the same.

23 Solar Panels Installed in the Country A total 4565 MW of Solar Power Capacity has been installed in the Country till 30 th October Typically, on an average, 4500 Solar panels of capacity 250 watt (peak) are used for installation of 1 MW Solar Power Plant. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today.
