1 Consultation on MBC Pre Submission Local Plan POSTER 1 Housing Objectives 1. Help provide a stock of housing accommodation that meets the needs of the community, including the need for affordable housing 2. Create a mixed economy with increased knowledge-based jobs and wages 8. Provide better training opportunities and increase educational attainment Accessibility and Transport Objectives 9. Reduce the need to travel by car and improve access to public transport 10. Reduce traffic congestion in Melton Mowbray Safety and Protection Objectives 11. To improve community safety, reduce crime and the fear of crime Community Development Objectives 12. Improve access to services and facilities, including health, schools, social care, jobs, recreation, sport and education, broadband 13. Promote sustainable communities 14. Improve facilities for all the community 15. Improve the health of the Borough and reduce health inequalities within the community Environment Objectives 16. Promote high quality and innovative design which is visually attractive, reflects local context and distinctiveness, and, contributes to a safe and accessible environment, to make places better for people 17. Conserve the historic environment and Melton Borough s heritage assets 18. Protect the rural character of the Borough 19. Reduce the risk of flooding and avoid development in areas prone to flooding 20. Protect and enhance the natural environment and biodiversity 21. Reduce pollution 22. Protect and manage the use of natural resources and mitigate activities that cause their loss or degradation 23. Prepare for, limit, and adapt to climate change and promote low carbon development 24. Minimise the use of energy and promote forms of renewable energy in the correct locations 25. Ensure that the reuse and recycling of waste is maximised
2 POSTER Development Strategy Policy SS2 Guidance: 1. The Plan period is There are 21,490 households in Melton Borough in 2011 and the projected growth in household number is 6125 (245 per year) 3. Melton Borough Council have a duty to co-operate with Leicester and Leicestershire Strategic Plan when developing the Melton Local Plan 4. Melton Mowbray is classed as the urban area and the current household split is 50% urban/ 50% Rural 5. Previous Development - between , 70% of the population growth was in urban area. This is 62% of the increase in household numbers Melton Local Plan Proposes: 1. Presumption in favour of sustainable Development 2. For the New Households to be Distributed 65% in the urban area/ 35% in the rural area. 3. The development within Melton Mowbray to be associated with town extensions and improvements to the highway network to relieve congestion in the town. 4. Although there are 70 villages in the Borough the plan proposes that the development within the rural areas is to be distributed between 19 (Service Centres and Rural Hubs).
3 POSTER 3 Leicester& Leicestershire Strategic Housing Market Assessment 2016 Objective 4: We will support the City of Leicester, Loughborough, Hinckley and the other market towns across the County as accessible business, service and cultural centres 4.12 We recognise the benefits that derive from having strong urban centres that provide a mix of uses, appropriate to their scale, and act as a focus for the rural areas. By locating much of the area s development requirements in the principal settlements we can make the most of existing urban infrastructure and improve accessibility to jobs and services, reduce resource consumption and the need to travel by car. We will therefore consider how we can strengthen the critical mass of key settlements so that they serve as major economic drivers supporting a more competitive, strong and stable economy for the area and become vibrant centres for commerce, learning, leisure and living. This builds upon the recent work by the local authorities and the LLEP to deliver growth in these locations We will consider how we can deliver these aspirations, assessing the potential of land within urban areas the extent to which limited development elsewhere might accommodate local need. It is essential that new development is integrated with existing community infrastructure or makes new provision. Objective 5: We will promote prosperous and sustainable rural communities 4.14 Our rural communities play an important role in our economy and as places where people live. Increasingly, however, the local authorities are aware of their ageing population, strained local services, limited public transport and the need for affordable housing. Most rural areas are under significant pressure for development but there is often a mismatch between the type, size and tenure of housing that is needed and that which is promoted by developers. Many rural areas make a significant contribution to the local economy in terms of agriculture and food production but local businesses are constrained by the availability of labour and premises, and sometimes also by the quality of infrastructure including high speed broadband Within the rural areas, we will consider how we can provide land for housing and employment growth, proportionate to the needs of local residents and businesses, together with infrastructure, subject to environmental capacity. We will also address other factors that frustrate local growth including the lack of high speed broadband; better access to the internet would allow people in the rural areas to work in, and create businesses in, the countryside, reducing the need to travel.
4 POSTER The role of Villages - Categories Service Centres Must have 4 of the Essential Criteria primary school, access to employment, fast broadband, community building These villages should have all four of the Essential services and a good range of important and other facilities. Rural Hubs - Must have 3 of the 4 criteria Rural Hubs are a village or a group of villages which share a range of essential and important local services which serve the basic needs of people living within them and in nearby settlements, which can be accessed by cycling and walking. Residents will generally travel to nearby towns and cities to meet their retail, leisure and employment needs. Rural Settlements Small villages or hamlets that have little or no local services, where residents are entirely dependent upon travelling to a nearby settlement or town or city for work, recreation and service provision.
5 POSTER Housing Allocations A proportionate approach Information on population has been compiled and an estimate of the number of households in each settlement has been calculated. This allows a clear idea of the size of settlements, with the general approach that development should be commensurate with exiting settlement size. With current planning approvals and shortfall re-distribution this gives: 76 new houses for Croxton Kerrial Based on the actual 167 households/ estimated population is 350 This gives an allocation of 36 new houses, with current planning approvals and shortfall redistribution this gives: 38 new houses for Croxton Kerrial
