4 4 1. Introduction The CASCADE national seminar in the UK was part of Scotland s low carbon future: Energy master-planning and smart energy infrastructure, organised by MacKay Hannah. The seminar took place on 28 April 2014 in Glasgow. The CASCADE participation was organised by the thematic leader City of Malmö. Present at the seminar were representatives from thematic leader Wuppertal Institut and the stakeholders from the CASCADE city of Gateshead. They gave one presentation each, on CASCADE in general and on the specific experiences made by Gateshead Housing Company. 2. Structure of the workshop The seminar was a full-day event, opened by Jonathan Gutrie, project investment advisor form the Scottish government. Then the following presentations were made: Keynote address. Fergus Ewing MSP, Minister for energy, enterprise and tourism, Scottish Government. Policy and regulatory developments in relation to heat networks. Charles Smith, Partner, Brodies LLP. Energy mapping and master-planning. George Kirk, cities director, ScottishPower Energy networks. Developing energy master-planning in Scotland Lessons and approaches. Euan Dobson, team leader, infrastructure, Scottish Enterprise. Developing the Glasgow energy and carbon masterplan. Graham Pinfield, project manager, Glasgow City Council. Bridging the gap from strategy to practice. Dr Andy Kerr, executive director, Edinburgh centre for carbon innovation. Low carbon development and smart sustainable cities. Andy Mace, associate director, Arup. District sized heat-pumps. How we did it in Drammen. Andy Pearson, group engineering director, Star Refrigeration Ltd. Learning methodologies on energy best practices experiences from the CASCADE project. Anja Bierwirth, research fellow, Wuppertal Institut and Jon Mallen-Beadle, managing director, The Gateshead housing company. In between the presentations, and after the last one, there was room for questions from the audience. There was also a panel discussion on the initial steps of developing a master plan. 3. Information about the audience According to the list of participants for the seminar, there were 72 expected participants. Since it was not possible to hand out a list for signing during the seminar, the number of actual participants is not certain. The participants represented Scottish cities, the Scottish government and companies.

Identified hinders for implementation of climate and energy policies Presentations and discussions during the seminar showed that there are some obstacles to overcome for the implementation of climate and energy policies. The main points on which it would be need further information about the current situation in Scotland are: energy use and energy performance of Scottish buildings land use and potential for low-carbon energy plants investment plans of energy related stakeholders (e.g. utilities). 5. Identified solutions for implementation of climate and energy policies An important instrument used in Scotland to overcome information lacks is energy masterplanning. Currently, an energy map for Scotland is under development that shall match land use, energy performance of buildings and other information and, thus, helping utilities and other stakeholders to make decisions on low-carbon energy investments. Furthermore, several solutions from other countries were presented and their applicability for Scotland was discussed. In this context, the experiences from CASCADE were of interest for the participants. 6. Usefulness of the CASCADE benchmark/toolkit The CASCADE methods of peer-to-peer learning, and the benchmark used within these methods, were described in detail in the presentation made by the representative from Wuppertal Institute. The representative from Glasgow Housing Company then described how the methods and benchmark were used in practicality. The audience showed interest, but there was not much time planned for questions after the presentations. Four of participants showed a deeper interest in further exchange and the results from the project. 7. Results/Impact of the seminar During the seminar, the audience gained deeper knowledge on energy master planning. They were also presented with ways to learn more from others dealing with similar issues: the CASCADE peer learning methods and benchmark. 8. Conclusions Energy-efficient master-planning and smart and reliable energy infrastructure is key for cities to decrease their carbon footprint. Cities could help each other to advance in this field by sharing experiences and solutions. The CASCADE peer-to-peer methodology could help them share knowledge and experience effectively, following a well-defined procedure.
