4 1 The Austrian Biogas Congress Every year the Austrian Compost & Biogas Association organizes the Austrian Biogas Congress, supported by klima:aktiv, the climate protection initiative of the Ministry of Life. About 500 participants have joined the two-day event, thereof 350 at the first day. Venue: WIFI St. Pölten, Mariazeller Straße 97, A-3100 St. Pölten. Date: 4-5 December Biogas13 is a unique conference and the biggest biogas business meeting in Austria offering the possibility to meet policy makers, researchers, manufacturers and further stakeholders. The detailed programme can be found in the Annex section. On the first day 7 sessions were available. Session I: Feedstock Session II: Small Biogas Plants Session III: Biomethane Regions Session IV: FABiogas Session V: Biomethane Session VI: Biogenic Wastes Session VII: Heat use On the second day selected topics were presented about following topics: Economic key figures in biogas Low temperature heat use for electricity production Accident prevention Efficiency checks of biogas plants The list of participants is not public available. However, 350 people have joined the congress at the very first day. Participants could freely decide which session they would like to join. Speakers and participants came from following institutions/fields: Austrian Agency for Health and Food Safety Austrian Energy Agency Austrian Ministry of Agriculture Banking Biogas Associations Chamber of Agriculture Chamber of Commerce Consulting Energie-Control Austria Member of Parliament November
5 Regional energy institutes Universities from Austria, Germany, Denmark, UK Utilities Waste management 2 Session VII: Heat use and digestate e7 as conference partner e7 participated the Austrian Biogas Congress as a conference partner and carried out common marketing activities, e.g. distribution of two newsletters, twitter messages and announcement of the congress on the e7 and project webpage. The newsletter can be found in the Annex. The Association especially published a press release concerning energy generation in CHP plants (see Annex). Duration The session about heat use was part of the Biogas13 congress, which was a great idea in order to use synergies. The session lasted for 3 hours officially and was hold in German language. However, e7 was involved the whole afternoon from 1 pm until 5 pm, as e7 has chaired the heat use session as well. Adequate preparation and a wrap-up was required. November
6 Participants Approximately 80 people by average joined the session. Predominantly participants were biogas plant operators and employees at municipal and regional agencies. This was the aimed and desired target group in order to talk about heat use opportunities of existing biogas plants. Aim of the session Aim of the session was the active involvement of biogas plant operators in the discussion about heat use possibilities. In Austria, e7 has focused on potentials of existing biogas plants. About 290 are running at the moment and have a contract with OeMAG. Most of them use heat only partly and heat up the fermenter. Common heat use options are district heating and drying of agricultural commodities, like grains or hay (see pictures below). November
7 Dissemination material We have distributed about 50 leaflets about the BigoasHeat project and 50 handbooks in German language. Actually we have not expected 80 participants as our session had to compete with a session about biomethane and a session about biogenic wastes. However, we have referred to the webpage where the handbook can be downloaded. Also we left our contact details in order to send the handbook to interested parties upon request. Presentations 4 presentations were given during 1.5 hours. Afterwards a very active discussion took place. Presentation 1: Wärmevermarktungsstrategien: Verschwenden? Verschenken? Verkaufen? Herausforderungen am Wärmemarkt. by Christof Amann, e7 Energie Markt Analyse GmbH. First, Christof Amann introduced the BiogasHeat project very briefly and presented a general overview on EU framework policies and challenges in the heat market. Afterwards he was talking about seasonal fluctuation of heat demand and the role of agricultural biogas plants. Concluding some strategies and recommendations were given. The audience was rather critical with respect to his comment about availability of the CHP-bonus. This led to a very active discussion after the whole session, which was highly appreciated by us. Please see the discussion paragraph very below. The presentation can be found in the Annex. Presentation 2: Europäische Beispiele zur Nutzung der Abwärme von Biogasanlagen in einem integrierten Energiekonzept. by Stefan Amann, e7 Energie Markt Analyse GmbH. Stefan Amann concentrated more on concrete issues and was talking about the BiogasHeat project and its first achievements (handbook, expert interviews, feasibility checks). Also first results from expert interviews were shown. Afterwards two good practice examples (DK und CZ) were debated. The response from the audience was very positive. The presentation about good practice examples was appreciated. Stefan Amann highlighted the future challenge of finding an November
8 optimal location for new plants with respect to feedstock (availability, mix, minimum transport costs), size of the plant (with respect to feedstock and heat demand) and heat sinks (which heat use business model might be applied). The presentation can be found in the Annex. Presentation 3: Effizienzsteigerung bei der Nahwärme. by Christian Engel, Thermaflex-Flexalen Rohr- und Isoliersysteme GmbH. Christian Engel was talking about district heating grids and opportunities for biogas plant operators. He mainly focused on optimal grid planning and investment costs. Also the location of heat producers was taken in consideration. After his presentation a discussion about heat buffer opportunities started. District heating is a very common heat use model in Austria and favoured. Presentation 4: Wirkung von Biogasgülle und Gärrückständen auf die Bodenqualität. by Georg Dersch, Austrian Agency for Health and Food Safety. Georg Derschs presentation was about impacts of digestate use as fertilizer on soils. They have carried out broad research if ecosystems change if manured with digestate form biogas in comparison with conventional fertilizers. The topic of his presentation did not 100% fit to the session. However, the moderator has linked the discussion towards the opportunity of digestate drying which was very well discussed. Plant operators agreed that digestate drying is no interesting heat use model in Austria as agriculture is very extensive compared with the Danish case for instance. There is no need to spread nutrient over long distances. All manure can be put out on own fields after production of biogas. Discussion From the discussion we received very fruitful feedback about good practice examples. However, the whole session was dominated by the discussion about the CHP-bonus. In Austria there is a CHP bonus available. But only 30 plant operators approximately receive the bonus as the criteria are very difficult to reach. A rather complicated calculation formula is required in order to calculate November
9 the efficiency criterion. Plant operators were a bit upset about this fact as information level concerning CHP-bonus is rather low and expectations are very high. A person from OeMAG (a company which deals with green electricity clearing and CHP-bonus payout) was present and discussed more about one hour with about 20 interested biogas plant operators (see picture). Benefit An overall added-value from the first national workshop about heat use from biogas plants was given. Participants could learn about good practise examples and could wipe out various questions during a comprehensive discussion round, which was also led by e7. November
