Objectives 2.1 Overall objectives: Assistance to both governments of Bulgaria and Romania in fulfilling the EU environmental requirements. Improve and foster the co-operation between Bulgaria and Romania border regions in the field of environment. 2.2 Purpose of the project Preparation of Bulgarian project on Wetland Park in the Silistra District and implementation of the measures for the nature conservation and restoration in conjunction with the local industrial development. Development of a Joint Control System for Emissions of VOC, PAH and Heavy Metals from stationary sources in the Boundary Bulgarian-Romanian regions on the Lower Danube. 2.3 Accession Partnership and NPAA priority AP (medium-term priority): Integrate sustainable development principles into the definition and implementation of all other sectoral policies. NPAA (short-term priority): Elaboration of a National Programme on protection of Black Sea from Pollution. NPAA (medium-term priority): Promotion of cross-border co-operation. Ensure effective application of specific project directives and regulations focused on protected areas, biodiversity, clean air, local self-government, social policy and private sector improvement.

2 2.4 Cross Border Impact The project will provide some assistance to prepare a Bulgarian mirror project to the Romanian project Protection of wetlands of the Danube - a pilot project for Cama Dinu islet area Phare CBC The project will prepare a future joint control system for emissions for Bulgaria and Romania. The integrated trans-boundary Wetland Park management framework will ensure the preservation of habitats and of the large network of wetlands on both sides of the border, recognising their complex relations. The joint control system for emissions will produce information and specific data in order to resolve the disputes between both countries for the origin of the pollutants and based on these data and information in the form of daily, quarterly and annual reports the Regional Inspectorates for Environment and the Municipalities along with both Ministries of Environment will elaborate programmes for air quality evaluation, control and reduction of the air pollution in order to improve the air quality. 3. Description 3.1 Background and justification: Generally speaking, the project is in line with the priorities that are indicated in the Joint Programming Document (JPD). The JPD constitutes the general framework for the cooperation between the two countries and was agreed between the Romanian and Bulgarian authorities in early Under the priority 2 Environmental Protection, the JPD stress the importance of the protection for the natural resources of the areas ( ) Wetland Park The Lower Danube with its lowlands is one of the most important European regions that possesses exclusive biodiversity, partially threatened with extinction. The lowlands, most of them being drained during the last fifty years, are very important ecosystems with vital functions in the territories such as supporting the biological diversity, providing local people with natural resources from the wetlands, feeding the underground waters, selfpurifying the surface waters and reducing the risk of floods. Joint control system for emissions There are long lasting ecological problems with the poor ambient air quality at the air basins of the couples of towns, situated at the territory of the two countries, Nikopol - Turnu Magurele, Svistov - Zimnitch, Ruse - Gurgevo and Silistra - Kalarash. This is result of the local emissions sources and Trans - boundary air pollution. The first step for solving these problems is the development of a joint air quality monitoring system, which is being realising through the Phare CBC 1999 Programme. The second step is the development of a joint emissions monitoring system. The project will develop a Joint Control System for Emissions of VOC, PAH and Heavy Metals from stationary sources in the Boundary Bulgarian-Romanian regions on the 2

3 Lower Danube and for application of the Framework Directive 96/62/EC on ambient air assessment and management- drawing up programmes for the improvement of the air quality, Directive 88/609/EC amended by 94/66/EC on the reduction of the emissions of pollution discharged from large combustion plants, Directive 94/63/EC on the control of VOC emissions and IPPC Directive 96/61/EC Linked activities Joint Wetland Park: EU PHARE Partnership Programme/WW International Danube Carpathian Programme. Activities Through this project, the status report, the technical specification and the tender documentation will be prepared for the following two projects: Wetland Park and Joint control system for emissions. These two projects will be proposed for financing under future Phare CBC programmes. 3

4 Concerning the Wetland Park, the project will provide some assistance to prepare the Bulgarian mirror project to the Romanian project Protection of wetlands of the Danube - a pilot project for Cama Dinu islet area Phare CBC Concerning the Joint Control system for emissions the project will provide support for preparation of both Bulgarian and Romanian mirror projects. 4. Institutional Framework The involved institutions are the following: Ministry of Environment and Water (MEW) Regional Inspectorates for Environment and Water in the Region (RIs) Local Municipalities in the Region The Ministry of Environment and Water will prepare the ToR for the TA with close cooperation with the Regional Inspectorates. In addition, the RIs will be involved strongly in the specific monitoring, and in making the inventory of the existing pollution sources. The Municipalities will draw up municipal programmes for reducing the pollution levels and achieving the emission limit values, based on these data and on the Monitoring Programmes. The municipal monitoring programmes will be subject of agreement with the RIs. Close co-operation between the Bulgarian Ministry of Environment and Waters and the Romanian Ministry of Water and Environment Protection will be established. 5 The Project shall be managed under the Decentralised Implementation System (DIS). The Bulgarian CBC Implementing Agency is the Ministry of Regional Development and Public Works (MRDPW), which retains overall responsibility for the implementation of the project. This includes approval of terms of reference and of tender documents The project beneficiary institutions is the Ministry of Environment and Water. It is responsible towards the CBC Implementing Agency for the operational management of the project: preparation of terms of reference, and of tender documents Non-standard aspects There are no non-standards aspects. The Practical Guide to Phare, Ispa and Sapard contract procedures will strictly be followed Contracts One or two contracts are expected. The total amount will be of MEUR. 7.
