1 STANDARD SUMMARY PROJECT FICHE 1. Basic Information 1.1 Désirée Number: RO Title: Tur River environmental protection 1.3 Sector: Environment 1.4 Location: SATU MARE county Romania 2. Objectives 2.1 Wider Objectives: G the improvement of Tur river water quality between Negreşti Oaş and lake Călineşti, and in the bordering region with the Hungarian territory G the protection of the aquatic ecosystem of surface waters (river Tur and lake Călineşti) 2.2 Immediate Objectives: G G Extension and modernisation of the water cleaning installations for a 114 l/s flow. monitoring of Tur river water quality: -On Tur River, at the upstream margin of Călineşti-Oaş lake -On Tur river, at Turulung bordering area. 2.3 Accession Partnership and NPAA priority The measure is in accordance with the following Community priority sectors: water, urban wastewater and drinking water. It is also in accordance with Directives: Urban Wastewater Treatment (91/271/EEC), Drinking Water Quality (80/778/EEC) and IPPC (96/61/EC). The measure will contribute to the improvement of Tur river water quality, Călineşti-Oaş lake water quality and the drinking water quality in Negreşti-Oaş area, and therefore, will contribute to the enforcement of the environmental programme of the Government 2.4 Cross Border Impact The realisation of this project will lead to direct results concerning the environment on short and long term on both sides of the Romanian-Hungarian border, as it follows: - Prevents and removes the main pollution sources along the Tur river. The improvement of ground water quality and the stabilisation of ecosystems equilibrium of both Tur River and Călineşti-Oaş artificial lake will follow this measure. - It will assure water of first quality both of the Tur river and Călineşti-Oaş artificial lake. These waters could mean a potential water supply for the area concerned. - It will allow the compliance with quality limits in the border region according to Cross-border Waters Convention.
2 3. Description 3.1 Background and justification: a. Prevention of pollution The existing purging station has been designed for a 15 l/s wastewater flow, while the source flow is of 120 l/s. It is obvious that the purging capacity is exceeded. As result used water insufficiently purified is evacuated into the Tur river. This leads to the degradation of the water course quality, to negative effects on the aquatic flora and fauna, to the apparition of eutrophic phenomena in the Călineşti lake, while the water quality indicators in the Hungarian border sector have values well over the accepted limits. b. Monitoring Monitoring of Tur river water quality is realised in the following three sections: 1. Upstream Negreşti-Oaş 2. In Turulung village area (near the Hungarian border) 3. In Micula village area, downstream to the river s confluence with Turţ stream. The monitoring of Călineşti-Oaş lake water quality is realised three times a year for the specific parameters: temperature, transparency, colour, dissolved oxygen, saturation with oxygen, CBO5, CCOMn, NH4, NO2, NO3, total phosphorus, orthophosphates, total mineral nitrogen, conductivity, alkalinity, fixed residues, calcium, magnesium, sodium, Mn, chlorides, detergents, extractable substances, number of phyto-plankton cells, number of zoo-plankton organisms, phytoplankton bio-mass, zoo-plankton bio-mass. 3.2 Linked activities: None 3.3 Results: a. Prevention of pollution The project envisages the extension and modernisation of the water purging installations for a 114 l / s flow, capable of ensuring the purging of the existing water source flow, as well as an increased flow resulting from the next development stage of the habitat and private industry From the technological point of view, the project presents the purging technology and the hydraulic installations of the purging station corresponding to the three purging stages: the mechanic stage, the biological stage, the tertiary stage. The designed outputs are: for M.T.S.: 93,2 % for CBO 5 (B.O.D.): 95,6 % for (N): 78,8 % for (P): 92,1 % The purified flow coming out of the station will be within the accepted limits as decreed by the water authorities for the basin, namely maximum 15 mg/l solid matter in suspension and 8,5 mg / l CBO 5 (B.O.D), so the Tur river water be situated in the first quality class. You will find enclosed "The Designed Technological Line" with its components
3 b. Monitoring The project is also aimed for monitoring of Tur river water quality in the area situated between the Negreşti-Oaş water treatment plant and Hungarian border. In order to achieve this objective two stations for automatic drawing of water samples equipped with remote communication devices are going to be set up, and an intervention car for accidental pollution is going to be purchased. These stations will be situated in the following sites: - on Tur river, at the upstream margin of Călineşti-Oaş lake - on Tur river, at Turulung bordering area. These stations are supposed to analyse the following water indicators: PH, turbidity, conductivity, ammonium, oil petroleum products sensor, chlorophyll A, Zn, Cu, Pb, Mn. 3.4 Activities: For project realisation the following activities will be undertaken: G Design and technical assistance G Preparatory works (cleaning the ground, etc) G Buildings and special constructions G Heating station and sanitary and heating installations G Sewerage network and monitoring works G Equipment acquisition G Vertical systematisation 4. Monitoring Equipment acquisition Vertical systematisation Total The National Co financing will be provided by the following beneficiaries: Negreşti-Oaş Local Council will provide co financing (in cash and in kind) for the extension of the Waste Water Treatment Plant National Company Romanian Waters will provide in kind co financing for Tur river waters monitoring. 6. Implementation Arrangements 6.1 Implementing Agency The project will be managed under the Decentralised Implementation System (DIS). The Implementing Agency is the Central Finance and Contracts Unit (CFCU) in the Ministry of Finance. The Implementing Authority is the National Agency for Regional Development, within which a CBC Programme Co-ordination Unit has been established. Negresti-Oaş Local Council will be responsible for the implementation of the works concerning the extension of the Waste Waters Treatment Plant. The National Company Romanian Waters, Satu Mare Branch, will be responsible for the implementation of the works regarding Tur river monitoring. 6.2 Non-standard aspects The DIS Manual will strictly be followed. 6.3 Contracts PHARE financed contracts shall be signed by the CFCU as PHARE CBC Programme Implementing Agency. Two contracts are expected to be awarded through an open tendering procedure: One contract for the extension of the Waste Water Treatment Plant One contract for Tur river waters monitoring. 7. Implementation Schedule 7.1 Start of tendering/call for proposals September, Start of project activity: January, Project Completion : December 31, Equal Opportunity Equal participation in project by women and men will be ensured. 9. Rates of return Financial rate of return / Economic rate of return: N/A Feasibility study elaborated and approved. The study can be obtained from the beneficiary: Negreşti Oaş City Council Str. Victoriei Nr.97 Tel / Fax Investment criteria 11.1 Catalytic effect: The realisation of this objective from budgetary sources will not be possible in the near future. From the local budget it will be possible to assure only the co-financing of the project Co financing: Negreşti-Oaş Local Council and National Company Romanian Waters will provide the 25% co-financing 11.3 Additionality: Phare grants will not displace other financiers Project readiness and Size: a feasibility study is available, and the total cost of the project is above 2 MEUR 11.5 Sustainability: After project implementation the beneficiaries will assure the functioning of the water treatment plant and exploitation of the monitoring installations Compliance with state aids provisions: For this project, the DIS Manual will be strictly followed. 12. Conditionality and sequencing The extension of the waste water purging station in Negreşti Oaş and the Tur River waters monitoring is necessary to ensure first quality water in the Călineşti lake and down-stream to the Hungarian border.
