4 Japanese Policy for SSL Standardization How do we ensure consumer confidence to LED products? Show reliable specifications LED lamps and luminaires must assure the performances required for lighting. Luminous flux(lm/w),cct,cri,life We have to show specifications of LED products in an easily understandable means to consumer. Guide line,pamphlets It is necessary to develop the international standards and performance evaluation methods. 4

7 Japanese Government Policy New Growth Strategy & the Strategic Energy Plan New Growth Strategy -Basic Policy- was decided by the Cabinet on December 2009 and revised on June This strategy defined realization of the next generation lighting, including LED and OLED, by Japan declared to be a leading nation in environment protection and energy conservation by promoting the Green Innovation initiatives which are the core concept in the New Growth Strategy and the the Strategic Energy Plan. Japan aims to increase solid state lighting and up to 100% in their flow by 2020, and up to 100% in their stock by Government of Japan, in collaboration with industries and related organizations, has launched the actions to realize this target. 7

12 Law on Promoting Green Purchasing Evaluation Criteria for LED lamp(self-ballasted) 1.Energy consumption efficiency must meet the standard of the lamp efficiency of the applicable category in Table 1. However, for reflective(directional) lamps whose divergence is less than 90 degrees, the energy consumption efficiency (lamp efficiency) is no less than 45lm/W. 2. Average color rendering index Ra of 70 or more. 3. Rated life of at least 30,000 hours. 13 Law on Promoting Green Purchasing Evaluation Criteria for LED Luminaires 1.Intrinsic energy consumption efficiency shall meet the standard of the applicable category in Table 2. 2.Average color rendering index Ra 70 or more. 3.LED module rated life is 40,000 hours or longer. 4.Specified chemical substances does not exceed standard content ratio. Technical requirement criteria 1 The optical output dose not cause a flicker(stroboscopic effect) [interpretation] The cycle frequency must be 100Hz or higher and the light output shape shall not show zero period. The light output with cyclic frequency above 500Hz is considered to be conformity 2 To be designed not to occur the trouble such as the fire during the life time [interpretation] If it passes the test of the excessive electric input condition and the fireproof-related test of the outer fence, it is considered to be conformity 14
