3 Definitions : A framework is a description of steps and components necessary to achieve some desired goals. An Ecosystem Management seeks to place planning procedures within a proactive process that considers the social, economic and biophysical components of ecosystems. 3

4 Ecosystem Management: A System of making, implementing, and evaluating decisions based on the ecosystems approach, which recognizes that ecosystems and society are always changing. Ecosystem Approach: A strategy for the integrated Management of land, water and living resources that promotes conservation and sustainable use in an equitable way. The CBD has adopted a set of useful principles that define it. 4

11 The Lacing Model An Ecosystem Management System External Context Management System A model that focuses on carefully defining objectives by interactively lacing together social values with knowledge of the ecological capacity of the ecosystems, and openly and effectively passing information between different geographic scales. 11

13 Ecosystem Management Problems 1. Problem: Connection between science, society and policy are so faint. Recommendation: Cooperative management. Change relationship between scientist and local managers or decision makers. 1. Problem: Prediction of future conditions of ecosystem. (natural events, human needs.) Recommendation: Maintaining options. Managers must recognize that they cannot manage for a specific desired condition; they can only manage for a range of future conditions. 13

14 3. Problem: Recognize Boundaries. Measurement of what comes in and what comes out. Recommendation: Modeling the behavior of ecosystem. Redrawing the system not by its parts but in redefining services and functions to meet your goal. 1. Problem: The need to address complex problems. e.g. The character of natural ecosystems may be difficult to establish where there has been a disturbance, so it is difficult to agree what conservation or land restoration should aim for. Recommendation: Research on the true value of ecosystems. 14

15 1. Problem: Commitment of the national, regional and local policy or authorities. Recommendation: That is our task. 6. Problem: Ecosystem Management in developing countries. Inappropriate institutional and governance arrangements, including corruption and weak systems. Social and behavioral factors (lack of political and economic power.) underinvestment in the development and diffusion of technologies. Insufficient knowledge. 15

16 Conclusions An ecosystem approach recognizes that gains in one part of the system are often offset by losses in other parts of the system. It is in the interactions among societal processes, both natural and social sciences, and management that Ecosystem management problems will be resolved. 16
