1 Report on measuring noise level near Gnieżdżewo Wind Power Plant Complex Gnieżdżewo, 8-9/2/2007 Prepared by: M. Marzec
2 I. Methodology of measuring Measuring methods specified in the Regulation of the Minister of Environment dated 23 December 2004 on requirements for performing measurements of emission levels were used. Measuring of noise emitted into environment by wind power plants belonging to Dipol Sp. z o.o. were performed with use of integrating sound level meter SON-50 with switched on A frequency characteristics and time constant F (Fast). CE declaration of conformity and legalization certification for the SON-50 meter used during the measurements are shown as appendix no.. In spite of the fact that there are sources of noise influencing the environment, it is assumed that they all operate with similar power, thus generating sound on similar (approximate) level. The measurements were performed with use of sampling method because of high variability of acoustic background level. Points of measurement were situated on the border of housing developments of Gnieżdżewo village (4) and Łebcz () as well as in the vicinity of very frequently used traffic routes. Influence of vehicle traffic, particularly in daytime, is tremendous. This has obvious influence on assuming times of measurements performed with sampling method. Because of difficulties in measuring caused by periodical phenomena generating noise higher than expected, including in particular vehicle traffic and work of farming equipment, 0 seconds time of measurement was assumed. One series of measurement was performed for each point of measurement in daytime; each series included 3 measurements of operating turbines and 3 for measuring background noise when the turbines were not operating (background measurement). Similar measurements were performed at night. The sound level meter probe was located at the height of.5 m a.t.l. II. Noise standards Gnieżdżewo Wind Power Plant Complex is situated on separated plots performing functions in compliance with the applicable zoning plan. The plots are surrounded by arable lands and waste lands, and do not border on any protected areas. Because of possible influence of the wind power plant complex on residential development areas and farmsteads of Gnieżdżewo and Łebcz villages, noise level that prevails at the border of those areas shall be measured. Pursuant to the Regulation of the Minister of 2
3 Environment dated 4 June 2007 on permissible noise levels in environment, maximum permissible noise level is as follows: for residential housing areas (in MN plan): L Aeq =50 db between 6 a.m. and 0 p.m. (daytime) L Aeq =40 db between 0 p.m. and 6 a.m. (night time) for areas of farmsteads (in MR plan): L Aeq =55 db between 6 a.m. and 0 p.m. (daytime) L Aeq =45 db between 0 p.m. and 6 a.m. (night time) III. Results of measurement The measurements were performed on 8 and 9 December 2007 in daytime and at night. Weather conditions were as follows: variable cloud cover and no precipitation. Temperature oscillated around zero, ca. 2-4 C. Wind blew with velocity of ca. 6 m/s in daytime and ca. 5 m/s at night. Analysis was performed at functioning turbines belonging to Dipol Sp. z o.o. The other 8 turbines included in the local zoning plan and analyses of influence of wind power plant complex on environment were not functioning - building and installation works at turbines -4 and construction works at turbines no. 6-9 are still ongoing. Five points of measurement were selected, situated on the border of residential and farmstead area of Gnieżdżewo village (4 points): No. : ul. Kaszubka, corner of ul. Wyzwolenia, No. 2 : ul. Ks. Bp. Dominika 03, No. 3 : ul. Sadowa, No. 4 : ul. Pucka 50, and in Łebcz village ( point): No. 5 : near plot no. 48/50 (from the side of wind power plants). All points of measurement are indicated on the map attached hereto as attachment no. 2. The table below shows results of measurements as well as averaged level calculated on the basis of the measurements L Aeq,śr (for working turbines) and background level (nonworking turbines), as well as the final result of measurements, which is value of L Aeq,T for individual points of measurement. 3

Conclusions As a result of performed measurements, it was observed that the permissible noise level o 50 db in daytime and 40 db at night was not exceeded in the case of any selected points of measurements. The measured noise levels were between 42.9 and 45.5 db in daytime and db at night. This means that wind turbines belonging to Dipol Sp. z o.o. fulfill requirements of noise standards, since the influence upon the residential housing and farmstead areas in the villages of Gnieżdżewo and Łebcz is at permissible level, i.e. below the applicable standards for such areas. It is worth emphasizing here that noise was measured also in points -5 but for different wind velocities. In the case of wind speed below 4 m/s, influence of wind power plants is omitted - results of measurements of noise when the turbines are working and not working are the same - this means that the background noise level is decisive. Similar situation occurs at wind speeds exceeding 6 m/s - in that case results of measurements of noise of working and non-working turbines are the same - which means that the background noise level is decisive - 4
5 this is obviously influenced by the noise generated by the wind on natural obstacles (trees, houses, fences, etc.). The conclusion is that wind power plants affect noise levels at the border of residential housing areas at wind velocities in the range of 4-6 m/s. With different wind speeds, the existing background has decisive influence upon the noise level. V. Attachments.
