2 Ecological criteria for the procurement of chillers and chiller systems with a cooling capacity greater than 12 kw (06012/ ) 1. Introduction Important objectives regarding implementation of environmental protection in the facilities of the Vienna City Administration include reduction of resource consumption (e.g. energy), prevention of substances harmful to the environment, prevention and reduction of waste, the ecologically appropriate treatment of unavoidable waste, as well as reduction of noise and hazardous substances. This criteria list shall apply to chiller systems with a cooling capacity greater than 12 kw per system. Information for procurers In general, whenever a chiller system is replaced it shall be investigated if the sizing still meets the present requirements. Changing conditions may lead to increased or reduced capacity requirements. In the run-up of first purchases suitable measures shall be considered to keep the capacity requirements as low as possible (by reducing the heat loss of machines and appliances or by procurement of machines and appliances with low heat loss, by shading of windows, etc.). If technically and economically reasonable, the waste heat produced by operating the chiller system shall be fed into the energy system of the building (hot water, heating circuit, etc.) and the system shall be designed for free cooling in transition and winter mode. It shall be investigated if the use of district heating (absorber technology district cooling) is technically and economically reasonable for primary energy consumption. Low maintenance shall be aspired. 3 Single requirements under item 2 Technology are only relevant beyond a certain capacity. Therefore every individual case shall be investigated, if the respective technology is available and if so, it shall be used. The EER requirements can be checked at the website of Eurovent-Certification : Materials used Air conditioners and air conditioning systems shall be RoHS (Restriction of the use of certain hazardous substances) compliant. Directive 2002/95/EC defines a limit of specific hazardous substances in electrical and electronic devices. It regulates the use of hazardous substances in devices and building components and is referred to as RoHS, just like the respective implementation into national law. 3

Minimum requirements of the provisions in the specification The specification needs to contain at least the following minimum requirements: Energy efficiency For turbo chillers: The energy efficiency label in cooling full-power operation (EER 1 - Energy Efficiency Ratio) shall not fall short of 5 and with 50% partial-load range it shall not fall short of 8. For other chiller types: The energy efficiency label in cooling full-power operation (EER - Energy Efficiency Ratio) shall not fall short of 3.5. Proof of energy efficiency: Energy meter and cooling energy meter shall be equipped with M- Bus modules in order to make tendencies of system efficiency observable. Technology Integrated soft starter for low starting currents. Continuous controller of partial to full load range 25%-100%. Additionally for turbo chillers: oil-free technology based on magnetic bearings shall be applied. Installation and commissioning Installation and commissioning shall only be conducted by an authorised specialised company, i.e. the company and the personnel employed shall prove that they have the required certifications for installation, dismantling and commissioning. Type, scope and prove of qualification of the personnel employed shall comply with the Ordinance on Qualification and Certification Measures regarding Fixed Cooling and Air Conditioning Systems, as well as Heat Pumps (Verordnung über Qualifizierungs- und Zertifizierungsmaßnahmen im Zusammenhang mit ortsfesten Kälte- und Klimaanlagen sowie Wärmepumpen), Federal Law Gazette II No 2/2011 of the Federal Ministry for Agriculture and Forestry. Antimicrobial coatings Appliances shall not have any antimicrobial coatings (e.g. silver coatings). 5 Appliances shall be designed in such a way that all installed components can be replaced by any appropriately specialised company. Tenderers shall prove that the producers guarantee the supply of spare parts for a minimum of 10 years. Maintenance A maintenance schedule shall be provided which lists all spare parts according to their time of due replacement. At the annually required maintenance work the spare parts subject to wear shall be added with their time of due replacement. Data sheets Prevailing data sheets for minimum requirements shall be provided. Minimum requirements not specified in the data sheets are to be produced in the appropriate form upon special request of the ordering party. All documents according to Section 14 a of the Vienna Act on Fire Prevention, Air Pollution Abatement and Air Conditioning Systems (Wiener Feuerpolizei-, Luftreinhalte- und Klimaanlagengesetz) shall be handed over to the ordering party at initial operation. 3. Packaging Halogenated polymers are in principle undesirable in packaging. Packaging material shall be removed entirely from the installation or delivery location free of charge. 5
