2 2114 East Matthews Avenue Jonesboro, Arkansas Fax September 2, 2015 Arkansas Department of Environmental Quality Solid Waste Management Division Attn: Ms. Dave Ann Pennington 5301 Northshore Drive North Little Rock, AR SUBJECT: Response to Notice of Deficiency Letter Pre-Application Proposed Class 4 Landfill Expansion Cannon Landfill, LLC Class 4 Landfill Solid Waste Permit Number 0256-S4-R3, AFIN Dear Ms. Pennington, On behalf of Cannon Landfill, LLC (Cannon), Civil Engineering Associates, LLC (CEA) is submitting the following information in response to the Notice of Deficiency (NOD) letter (Document Number: 67741) issued by the Arkansas Department of Environmental Quality (ADEQ) on July 13, 2015 regarding the Pre-Application submitted for the proposed expansion of the Cannon Class 4 Landfill. The deficiencies noted in the NOD letter are shown below in bold italics for reference, followed by the response from CEA. 1. Regulation (b)(2) states The location of the proposed disposal or processing site including a description of access roads, streams which are in close proximity to the site, dwellings and any other relevant geographic and geologic features of the site. Pre-application for disposal facilities shall include data on soil conditions and general geologic features. Some of these elements are not included. a. Access Roads A map showing some of the access roads was included in the submittal. In addition, please provide a written description of the access roads and directions to the landfill. b. Geographic Features Provide additional narrative in the preapplication to note the site proximity to the Waste Management Jefferson County Class 1 Landfill, Jefferson County Waste Tire Processing Facility, active mining operations, timber property, etc. c. Figure 3 shows an abandon dwelling within the boundary of the proposed expansion area. Please provide a statement to the existence or non-existence of any wells at this location. Regulation (b)(3) states A 7.5 minute USGS quadrangle map showing disposal or processing site boundaries. Provide an updated 7.5 minute USGS quadrangle map showing the disposal or processing site boundaries that are similar to the areas outlined on Figure 3 (Aerial Photograph) and Figure 4 (Site Map). In addition, include the outline of the property boundary on the map. The 7.5 quadrangle map submitted did not include the property boundary and the existing and proposed boundaries were not the same as Figure 3 and Figure 4. Revise the 7.5 minute USGS quadrangle map. Figure 2 of the enclosed Pre-Application has been revised as requested. 3. Section 2.2.1(8) states A Disclosure Statement for Cannon is currently on file with the Arkansas Department of Environmental Quality (ADEQ). Regulation (b)(8) states that all pre-applications shall contain a Disclosure Statement. Arkansas Code Annotated Section requires that all applicants for the issuance or transfer of any permit, licenses, certification or operational authority issued by the Arkansas Department of Environmental Quality (ADEQ) file a disclosure statement. You must submit a new disclosure statement even if you have one on file with the Department for the pre-application to be considered complete. Section (8) of the enclosed Pre-Application has been revised to address this item. 4. The Certificate of Need Petition maps, notifications, and statements included in appear to be for the Vertical Expansion [See the Permit Modification Application Vertical Expansion (Doc )]. A Certificate of Need for the lateral expansion area should be obtained and included for the Pre-Application package to be complete per Regulation (b)(10). Appendix J of the enclosed revised Pre-Application includes a letter from the Southeast Arkansas Regional Solid Waste Management District indicating that the Certificate of Need provided in the original Pre-Application was intended for the vertical and lateral expansion. 5. The notification to Jefferson County Judge dated May 6, 2014 states the permit modification will involve an increase in the permitted area and waste disposal capacity at the facility as indicated on the attached map. The attached map (Figure 2) shows the existing Class 4 area and does not show the lateral expansion area. [The other notifications included in the submittal contained the same attached map (Figure 2).] Update the appropriate parties to meet (f). The intent of the map attached to the letter sent to Jefferson County was to illustrate the site location. Jefferson County was notified about the proposed expansion which complies with the requirement of Arkansas Regulation (f). CONWAY JONESBORO POPLAR BLUFF

7 Cannon Landfill, LLC Class 4 Landfill Pre-Application Proposed Class 4 Landfill Expansion 1.0 INTRODUCTION This document constitutes a Pre-Application for a proposed expansion of the Cannon Landfill, LLC (Cannon) Class 4 Landfill (Permit No S4-R3), as compiled by Civil Engineering Associates, LLC (CEA) in accordance with the Arkansas Pollution Control and Ecology Commission Regulation 22 Solid Waste Management Rules (Arkansas Regulation 22). The proposed landfill expansion includes approximately 10 acres located east of the current landfill area. Cannon owns the property proposed for the landfill expansion. 1.1 BACKGROUND Cannon is currently preparing a Permit Modification Application to expand their Class 4 disposal area. The general location of the site is shown on FIGURE 1. The proposed expansion will incorporate approximately 10 acres located in part of the Northwest quarter of the Southeast quarter of Section 27, Township 4 South, Range 11 West, Jefferson County, Arkansas as illustrated on FIGURE 2. Cannon currently owns, operates, and maintains a Class 4 landfill adjacent to and west of the proposed expansion area in accordance with the existing solid waste permit. FIGURE 3 is an aerial photograph that illustrates the proposed site and surrounding area. FIGURE 4 presents a layout of the Cannon Class 4 Landfill. 1.2 PURPOSE, SCOPE, AND APPLICABILITY The following information and supporting documents constitute a Pre-Application corresponding to the proposed expansion of the Cannon Class 4 Landfill. This document is intended to comply with Section of Arkansas Regulation 22 and will address the following: 1. The name and address of the applicant and the owner of the site or facility. 2. The location of the proposed disposal or processing site including a description of access roads, streams which are in close proximity to the site, dwellings, and any other relevant geographic and geologic features of the site. Pre-application for disposal facilities shall include data on soil conditions and general geologic features. 3. A 7.5-minute USGS quadrangle map showing disposal or processing site boundaries. The processing facility must also be shown on an appropriate scale city or county map. 4. Copies of notifications to appropriate agencies regarding whether the selected site is in conformance with the airport safety, floodplain, wetlands, and separation distances location restrictions, and protective of endangered species, historic archeology, and flora and fauna. Those agencies include, but are not limited to, the Federal Aviation Administration, US Army Corps of Engineers, US Fish and Wildlife Services, Arkansas Game and Fish Commission, Arkansas Historic Preservation Program, Arkansas Natural Heritage Commission, and the Arkansas Department of Health. 5. Assurance that the permit applicant has the legal authority to enter the lands for purposes of performing site investigations and studies. 6. Disclosure Statement (Not required for governmental entities including federal, state, county, municipal, regional solid waste authorities). 9. Pre-application fee according to current fee schedule. 10. Certificate of Need from Regional Solid Waste Planning Board in accordance with Arkansas Regulation Site selection approval by or notice to the local government authority as required under Arkansas Regulation Additional information deemed necessary by the Department for performance of a preliminary site investigation. 13 Cannon Landfill, LLC Class 4 Landfill Pre-Application Proposed Class 4 Landfill Expansion 2.0 ARKANSAS REGULATION 22 REQUIREMENTS Permit application procedures are outlined in Chapter 3 of Arkansas Regulation 22. The following sections specifically address each of the required elements of the Pre-Application as they relate to a Class 4 landfill facility. 2.1 GENERAL PROVISIONS (SECTION ) The general provisions outlined in Section of Arkansas Regulation 22 provide the requirements common to all solid waste disposal permits. These sections of the regulations establish the authority, applicability, construction, and operation standards common to all applications. The majority of the requirements of this section will be addressed in the final application stage of the solid waste permit modification process. The following sections are applicable to the pre-application stage of the solid waste permit modification application process. Section (h) Signature on Applications This section of the regulation specifies the qualifications of the individual that can sign application materials for various types of entities. The pre-application form in APPENDIX A of this document is for a privately owned facility as defined by Section (h)(2) of Arkansas Regulation 22. The signature on the preapplication is in accordance with Section (h)(2) of Arkansas Regulation 22. Section (i) Professional Services Required This section of the regulation requires that the services of a registered professional engineer and a registered professional geologist shall be retained by Class 4 landfill applicants for disposal and processing permits, for the development of geotechnical and hydrogeologic studies, permit plans, and specifications. CEA is currently working with Cannon to prepare a solid waste Permit Modification Application, which includes geotechnical and hydrogeological studies, and permit plans for the Cannon Class 4 facility. CEA is a registered engineering company in the State of Arkansas and employs engineers registered to practice within the State of Arkansas. A geologist registered to practice within the State of Arkansas will be employed as necessary to perform geotechnical and hydrogeologic studies. 2.2 PRE-APPLICATION PROCEDURES (SECTION ) Prior to the preparation of detailed designs or extensive geologic investigations, applicants for new solid waste disposal and processing permits, or modified permits involving an expansion of the permitted area must prepare and submit a Pre-Application. The following sections provide specific information required for a Pre-Application for a Class 4 landfill lateral expansion Pre-Application Form and Documents All Pre-Applications must contain at least the following information and supporting documentation: 1. (Section (b)(2)) FIGURE 1 through FUGURE 4 display the area associated with the proposed expansion in relation to the permitted area at the Cannon Class 4 Landfill. The figures illustrate the location of the existing Cannon Class 4 Landfill, the location of the proposed landfill expansion area, the geographic and geologic features of the site and surrounding area, and the location of all access roads, dwellings, and streams which are in close proximity to the site. The facility is accessible from Interstate 530 by taking Exit 27 and traveling west on Gravel Pit Road approximately one quarter of a mile to German Springs Road, then south on German Springs Road approximately one half of a mile to the facility entrance. The Jefferson County Waste Tire Processing Facility and the WMA Jefferson County Class 1 Landfill are located adjacent to and west of the northern half of the Cannon Class 4 Landfill property. A gravel mining operation is located immediately east of the facility and the remaining surrounding area consists of timberland. All storm water run-off generally drains in a southern direction to an unnamed tributary of Derrieussaux Creek. A summary of the general geologic features and geotechnical conditions are included in SECTION 3.0 of this document. 3. A 7.5-minute quadrangle map showing disposal or processing site boundaries. The processing facility must also be shown on an appropriate scale city or county map. (Section (b)(3)) The facility is illustrated on a General Highway Map of Jefferson County as shown on FIGURE 1. FIGURE 2 is a 7.5-minute quadrangle map illustrating the proposed expansion area in relation to the permitted area at the Cannon Class 4 Landfill. The maps indicate the existing permitted area and the proposed expansion area which consists of approximately 10 acres located east of the existing permitted area. The boundaries of the property are also indicated on the maps. 4. Copies of notifications to appropriate agencies regarding whether the selected site is in conformance with the airport safety, floodplain, wetlands, and separation distances location restrictions, and protective of endangered species, historic archeology, and flora and fauna. Those agencies include, but are not limited to, the Federal Aviation Administration, US Army Corps of Engineers, US Fish and Wildlife Services, Arkansas Game and Fish Commission, Civil Engineering Associates, LLC 8 July 2014 (Revised August 2015)

15 Cannon Landfill, LLC Class 4 Landfill Pre-Application Proposed Class 4 Landfill Expansion Arkansas Historic Preservation Program, Arkansas Natural Heritage Commission, and the Arkansas Department of Health. (Section (b)(4)) AIRPORT SAFETY: Arkansas Regulation 22 does not require a location restriction demonstration in regard to airport safety for Class 4 landfills. However, in accordance with Arkansas Regulation (b)(4), the Federal Aviation Administration (FAA) was notified concerning the proposed landfill expansion and requested to provide a statement regarding whether or not the planned development will adversely impact airport safety. A copy of the notification to the FAA and their response letter is included as APPENDIX B. FLOODPLAIN: A Flood Insurance Rate Map (FIRM) produced by the Federal Emergency Management Agency indicates there is no flood potential for the proposed landfill expansion area. Therefore, the Cannon Class 4 Landfill expansion will not restrict the flow of the base flood, reduce the temporary water storage capacity of the flood plain, or result in a washout of solid waste. A copy of the referenced FIRM is provided in APPENDIX C. WETLANDS: A request was made to the United States Army Corps of Engineers (USACE) for a determination regarding whether or not the planned development will adversely impact any known wetland areas or Waters of the United States. In a letter dated May 27, 2014, the USACE indicated that no wetlands are located within the proposed expansion area. APPENDIX D contains all related correspondence. SEPARATION DISTANCES: In accordance with Arkansas Regulation 22, applicants for new Class 4 landfills and expansions to the permitted area shall comply with the following minimum separation distances and buffer zones as measured from the proposed active portion of the landfill: (1) Five hundred (500) feet of an existing well or water intake used as a drinking water source. (2) Three hundred (300) feet of an existing dwelling, unless owned by the applicant. (3) One hundred (100) feet of the property boundary. A review of records provided by the Arkansas Water Well Construction Commission indicated that there are no private water wells located within the required 500-foot separation distance from the proposed landfill expansion. In addition, the Arkansas Department of Health was contacted to ensure that no public water sources are located within the 500-foot buffer. The abandoned dwelling shown on FIGURE 3 had a well that has been filled with sand by the owner. A 300-foot separation distance will be maintained between the waste disposal boundary and all adjacent dwellings. In addition, Cannon will incorporate a 100-foot buffer between the waste boundary and the landfill property line associated with the design of any new units or lateral expansions. In addition to the three separation distances above, landfills shall not be established, operated, or maintained within 1,000 feet of the nearest edge of the right-of-way of any Civil Engineering Associates, LLC 9 July 2014 (Revised August 2015)

16 Cannon Landfill, LLC Class 4 Landfill Pre-Application Proposed Class 4 Landfill Expansion interstate, primary, or other state highway designated by the Arkansas Highway and Transportation Commission unless the landfill is screened by natural objects, plantings, fences, or other appropriate means. The proposed landfill expansion will be in compliance with this separation distance requirement. Documentation on the conformance with the separation distances for water wells, existing dwellings, and highways is included in APPENDIX E. ENDANGERED SPECIES: The United States Fish and Wildlife Service (USF&WS) and Arkansas Natural Heritage Commission (ANHC) were contacted regarding the potential impact to threatened or endangered species in the vicinity of the Cannon Class 4 Landfill. A response provided by the USF&WS listed the threatened and endangered species known to occur in the region and offered guidance to avoid adverse effects associated with sedimentation and nitrification. In addition, the ANHC could not find any records indicating elements of concern within or near the subject property. All related correspondence is included in APPENDIX F. HISTORIC ARCHEOLOGY: A notification was sent to the Arkansas Historic Preservation Program (AHPP) to determine the potential for impact to known archeological sites in the area. The AHPP sent a response to the notification indicating that no known historic properties would be affected by the proposed landfill expansion. Copies of the referenced correspondence is included in APPENDIX G. 5. Assurance that the permit applicant has the legal authority to enter the lands for purposes of performing site investigations and studies. (Section (b)(5)) Cannon owns the subject property which includes the existing permitted acreage corresponding to the Class 4 Landfill and the proposed 10-acre expansion area. Documentation of the property ownership for the subject property is included in APPENDIX H. 6. Declaration of the classification of the landfill or type of processing area and proposed service area. (Section (b)(6)) The Cannon landfill is classified as a Class 4 solid waste landfill as defined by Arkansas Regulation 22. The Cannon Class 4 Landfill can accept construction and demolition wastes, appliances, furniture, stumps, limbs, and other bulky wastes as allowed via the existing solid waste permit. The waste materials are non-hazardous, inert, and non-putrescible. Cannon is in the process of preparing a Permit Modification Application for the landfill to consider an expansion of the permitted area and capacity. Because the proposed expansion will involve an increase in the landfill permitted capacity and area, the Permit Modification Application will be considered major in terms of Arkansas Regulation 22 applicability. Site selection approval by or notice to the local government authority as required under Arkansas Regulation (Section (b)(11)) Jefferson County has jurisdiction over the site and was notified regarding the proposed expansion of the Cannon Class 4 Landfill. A copy of the notification sent to Jefferson County is provided in APPENDIX K. 12. Additional information deemed necessary by the Department for performance of a preliminary site investigation. (Section (b)(12)) Host Community approval of the proposed landfill expansion was granted by the City of White Hall with a resolution dated May 19, A copy of the resolution is included in APPENDIX L. Additional information will be supplied if requested by the ADEQ. Sections (c), (d), (e), and (f) of Arkansas Regulation 22 pertain to the steps that are to be taken in response to the filing of this Pre-Application. 19 Cannon Landfill, LLC Class 4 Landfill Pre-Application Proposed Class 4 Landfill Expansion 3.0 GENERAL SITE GEOLOGY The purpose of the preliminary site investigation is to provide a limited review of the subject property based on available information and data. Therefore, detailed subsurface studies and investigations are beyond the scope of this report and were therefore not conducted. Detailed geologic and geotechnical investigations will be developed in conjunction with the Class 4 Landfill Permit Modification Application process. The proposed expansion site is located in the Gulf Coastal Plain near the edge of the Mississippi Alluvial Plain. The region is characterized by geologically sedimentary deposits consisting of sand, silt, and clay. The surface geology consists of alternating sequences of reddish clay and gravel. The gravel layers tend to be lenticular and highly variable in thickness and extent. The gravel tends to be near the surface with decreasing gravel at depth. The primary formation exposed at the site is the Tertiary age Jackson Group. The Jackson Group is overlain in portions of the site by Quaternary age terrace deposits which have been partially removed by gravel mining. The Jackson Group primarily consists of clays, silts, sands, and gravels with very thin peat layers. The Jackson Formation is not considered a water bearing unit. APPENDIX M includes a soil report and associated information for the landfill area. The primary drinking water source for the area is the Sparta Sand Formation which lies approximately 900 feet below the surface. The Sparta is overlain by a thick confining unit called the Cook Mountain Formation which is approximately 150 feet thick. The Jackson Formation is also considered a confining unit and is located approximately 450 feet above the Sparta Sand. A minor aquifer in the areas is the Cockfield Formation. The depth of the Cockfield Formation is approximately 500 feet below ground surface. Existing soils within the proposed expansion area will be evaluated to determine their suitability for construction of compacted clay liners and/or barrier layers. Arkansas Regulation requires that all compacted clay liners (top and bottom) constructed for Class 4 facilities consist of 18 inches of material with a hydraulic conductivity of no more than 1 x 10-5 cm/sec. Based on a soils investigation performed by Anderson Engineering Consultants, Inc. on June 6, 2002 and subsequent laboratory testing, the onsite soils are capable of meeting the permeability requirement. If sufficient quantities of liner quality clays are not available on site, it is likely that they can be secured within a close proximity of the site. Although further investigation is needed, it is likely that sufficient quantities of weekly and interim cover material are available. Arkansas Regulation states that owners or operators must demonstrate that engineering measures have been incorporated into the unit s landfill design to ensure that the integrity of the structural components of the unit will not be disrupted. The owner or operator must consider the following factors, at a minimum, when determining whether an area is unstable: (1) On-site or local soil conditions that may result in significant differential settling. (2) On-site or local geologic or geomorphologic features; and (3) On-site or local human-made features or events (both surface and subsurface). Our comments are submitted in accordance with the Endangered Species Act (87 Stat. 884, as amended 16 U.S.C et seq.). The following federally listed threatened and endangered species are known to occur in this region: Interior Least Tern (Sterna Antillarum athalassos), Pink Mucket (Lampsilis abrupta), Piping Plover (Charadrius melodus), Rabbitsfoot (Quadrula cylindrica cylindrica), and Winged Mapleleaf (Quadrula fragosa). In addition, the federally protected Bald Eagle (Haliaeetus leucocephalus) and candidate Rattlesnake-master Borer Moth (Papaipema eryngii) are also known to occur in this region. The Saline River provides proposed critical habitat to the Rabbitsfoot. The proposed designation of critical habitat for the Rabbitsfoot by the Service considers physical or biological features essential to the conservation ofthese species. These include, but are not limited to: 1. Space for individual and population growth and for nonnal behavior; 2. Food,water, air, light, minerals,orother nutritional or physiologicalrequirernents; and 3. Sites for breeding, reproduction, or rearing; and Primary constituent elements are those specific elements ofthe physical or biological features that provide for a species' life history processes and are essential to the conservation ofthese species. Based on our current knowledge ofthe physical or biological features and habitat characteristics required to sustain life history processes for the Rabbitsfoot, the primary constituent elements specific to these species are: 1. Primary Constituent Element 1- Geomorphically stable river channels and banks (channels that maintain lateral dimensions, longitudinal profiles, and sinuosity patterns over time without an aggrading or degrading bed elevation) with habitats that support a

61 diversity of freshwater mussel and native fish (such as, stable riffles, sometimes with runs, and mid-channel island habitats that provide flow refuges consisting of gravel and sand substrates with low to moderate amounts of fine sediment and attached filamentous algae). 2. Primary Constituent Element 2-A hydrologic flow regime (the severity, frequency, duration, and seasonality of discharge over time) necessary to maintain benthic habitats where the species are found and to maintain connectivity ofrivers with the floodplain, allowing the exchange of nutrients and sediment for maintenance of the mussel's and fish host's habitat, food availability, spawning habitat for native fishes, and the ability for newly transformed juveniles to settle and become established in their habitats. 3. Primary Constituent Element 3-Water and sediment quality (including, but not limited to, conductivity, hardness, turbidity, temperature, ph, ammonia, heavy metals, and chemical constituents) necessary to sustain natural physiological processes for nonnal I behavior, growth, and viability of all life stages. I Sediment and/or rtutrient transport from the proposed project location may have direct, indirect, and/or cumulative effects to mussels, host fish(es), and/or their habitat(s). The effects of sedimentation and nutrients (e.g., ammonia, etc.) on mussels, fish, and their habitats are well documented in the scientific literature. Adverse effects associated with sedimentation and nitrification from all phases of construction activities may be minimized and/or alleviated through proper implementation and maintenance of erosion control best management practices and maintaining vegetative buffers. Buffer width is dependent upon slope, vegetation type, and soil types. The Service can provide additional technical assistance on appropriate vegetative buffer widths upon request. The comments herein are for the sole purpose of providing technical assistance to the action agency or for individual pre-project planning assistance. These comments and opinions should not be misconstrued as an "effect determination" or considered as concurrence with any proceeding determination(s) by the action agency in accordance with Section 7 of the ESA. 67 Arkansas Natural Heritage Commission Department of Arkansas Heritage Information Sharing Environmental Review PolicieS/Procedures The Arkansas Natural Heritage Commission maintains a database of information on the known locations of species of conservation concern in Arkansas. This includes species listed as endangered or threatened under the Endangered Species Act as well as species of state concern. The database was developed to help the agency meet its mission of identifying and protecting natural areas in the state. The information is made available to outside users through the Agency's Environmental Reviewllnformation sharing program. County level information is available on the agency's web page, but site specific location information is only available through the Environmental Review/Information Sharing program. Two options for project review are offered: 1. A project may be handled as an "information request." If handled under this option, a 2-week review -- perioctwilt-be-assigned totfleprojegt:- A detailed database search will be conducted and a re.s~p=o",-n=s=e prepared. 101 Preface Soil surveys contain information that affects land use planning in survey areas. They highlight soil limitations that affect various land uses and provide information about the properties of the soils in the survey areas. Soil surveys are designed for many different users, including farmers, ranchers, foresters, agronomists, urban planners, community officials, engineers, developers, builders, and home buyers. Also, conservationists, teachers, students, and specialists in recreation, waste disposal, and pollution control can use the surveys to help them understand, protect, or enhance the environment. Various land use regulations of Federal, State, and local governments may impose special restrictions on land use or land treatment. Soil surveys identify soil properties that are used in making various land use or land treatment decisions. The information is intended to help the land users identify and reduce the effects of soil limitations on various land uses. The landowner or user is responsible for identifying and complying with existing laws and regulations. Although soil survey information can be used for general farm, local, and wider area planning, onsite investigation is needed to supplement this information in some cases. Examples include soil quality assessments ( nrcs/main/soils/health/) and certain conservation and engineering applications. For more detailed information, contact your local USDA Service Center ( offices.sc.egov.usda.gov/locator/app?agency=nrcs) or your NRCS State Soil Scientist ( cid=nrcs142p2_053951). Great differences in soil properties can occur within short distances. Some soils are seasonally wet or subject to flooding. Some are too unstable to be used as a foundation for buildings or roads. Clayey or wet soils are poorly suited to use as septic tank absorption fields. A high water table makes a soil poorly suited to basements or underground installations. The National Cooperative Soil Survey is a joint effort of the United States Department of Agriculture and other Federal agencies, State agencies including the Agricultural Experiment Stations, and local agencies. The Natural Resources Conservation Service (NRCS) has leadership for the Federal part of the National Cooperative Soil Survey. Information about soils is updated periodically. Updated information is available through the NRCS Web Soil Survey, the site for official soil survey information. 104 How Soil Surveys Are Made Soil surveys are made to provide information about the soils and miscellaneous areas in a specific area. They include a description of the soils and miscellaneous areas and their location on the landscape and tables that show soil properties and limitations affecting various uses. Soil scientists observed the steepness, length, and shape of the slopes; the general pattern of drainage; the kinds of crops and native plants; and the kinds of bedrock. They observed and described many soil profiles. A soil profile is the sequence of natural layers, or horizons, in a soil. The profile extends from the surface down into the unconsolidated material in which the soil formed or from the surface down to bedrock. The unconsolidated material is devoid of roots and other living organisms and has not been changed by other biological activity. Currently, soils are mapped according to the boundaries of major land resource areas (MLRAs). MLRAs are geographically associated land resource units that share common characteristics related to physiography, geology, climate, water resources, soils, biological resources, and land uses (USDA, 2006). Soil survey areas typically consist of parts of one or more MLRA. The soils and miscellaneous areas in a survey area occur in an orderly pattern that is related to the geology, landforms, relief, climate, and natural vegetation of the area. Each kind of soil and miscellaneous area is associated with a particular kind of landform or with a segment of the landform. By observing the soils and miscellaneous areas in the survey area and relating their position to specific segments of the landform, a soil scientist develops a concept, or model, of how they were formed. Thus, during mapping, this model enables the soil scientist to predict with a considerable degree of accuracy the kind of soil or miscellaneous area at a specific location on the landscape. Commonly, individual soils on the landscape merge into one another as their characteristics gradually change. To construct an accurate soil map, however, soil scientists must determine the boundaries between the soils. They can observe only a limited number of soil profiles. Nevertheless, these observations, supplemented by an understanding of the soil-vegetation-landscape relationship, are sufficient to verify predictions of the kinds of soil in an area and to determine the boundaries. Soil scientists recorded the characteristics of the soil profiles that they studied. They noted soil color, texture, size and shape of soil aggregates, kind and amount of rock fragments, distribution of plant roots, reaction, and other features that enable them to identify soils. After describing the soils in the survey area and determining their properties, the soil scientists assigned the soils to taxonomic classes (units). Taxonomic classes are concepts. Each taxonomic class has a set of soil characteristics with precisely defined limits. The classes are used as a basis for comparison to classify soils systematically. Soil taxonomy, the system of taxonomic classification used in the United States, is based mainly on the kind and character of soil properties and the arrangement of horizons within the profile. After the soil scientists classified and named the soils in the survey area, they compared the 5

105 Custom Soil Resource Report individual soils with similar soils in the same taxonomic class in other areas so that they could confirm data and assemble additional data based on experience and research. The objective of soil mapping is not to delineate pure map unit components; the objective is to separate the landscape into landforms or landform segments that have similar use and management requirements. Each map unit is defined by a unique combination of soil components and/or miscellaneous areas in predictable proportions. Some components may be highly contrasting to the other components of the map unit. The presence of minor components in a map unit in no way diminishes the usefulness or accuracy of the data. The delineation of such landforms and landform segments on the map provides sufficient information for the development of resource plans. If intensive use of small areas is planned, onsite investigation is needed to define and locate the soils and miscellaneous areas. Soil scientists make many field observations in the process of producing a soil map. The frequency of observation is dependent upon several factors, including scale of mapping, intensity of mapping, design of map units, complexity of the landscape, and experience of the soil scientist. Observations are made to test and refine the soillandscape model and predictions and to verify the classification of the soils at specific locations. Once the soil-landscape model is refined, a significantly smaller number of measurements of individual soil properties are made and recorded. These measurements may include field measurements, such as those for color, depth to bedrock, and texture, and laboratory measurements, such as those for content of sand, silt, clay, salt, and other components. Properties of each soil typically vary from one point to another across the landscape. Observations for map unit components are aggregated to develop ranges of characteristics for the components. The aggregated values are presented. Direct measurements do not exist for every property presented for every map unit component. Values for some properties are estimated from combinations of other properties. While a soil survey is in progress, samples of some of the soils in the area generally are collected for laboratory analyses and for engineering tests. Soil scientists interpret the data from these analyses and tests as well as the field-observed characteristics and the soil properties to determine the expected behavior of the soils under different uses. Interpretations for all of the soils are field tested through observation of the soils in different uses and under different levels of management. Some interpretations are modified to fit local conditions, and some new interpretations are developed to meet local needs. Data are assembled from other sources, such as research information, production records, and field experience of specialists. For example, data on crop yields under defined levels of management are assembled from farm records and from field or plot experiments on the same kinds of soil. Predictions about soil behavior are based not only on soil properties but also on such variables as climate and biological activity. Soil conditions are predictable over long periods of time, but they are not predictable from year to year. For example, soil scientists can predict with a fairly high degree of accuracy that a given soil will have a high water table within certain depths in most years, but they cannot predict that a high water table will always be at a specific level in the soil on a specific date. After soil scientists located and identified the significant natural bodies of soil in the survey area, they drew the boundaries of these bodies on aerial photographs and identified each as a specific map unit. Aerial photographs show trees, buildings, fields, roads, and rivers, all of which help in locating boundaries accurately. 6
