4 Physical Security For twenty years, SAIC s experts in security and emergency management have assessed critical facilities, processes and systems at hundreds of installations worldwide in every sector, including water, for government, military and commercial customers. In critical infrastructure protection, SAIC helps its customers anticipate and analyze risk, deter and detect attacks, select and design preventative measures, respond to threats, recover and restore critical functions, and educate and train personnel. Our experts understand how to design, deploy and operate physical and information security systems and they can offer a range of options for improving security to meet competing needs, priorities and threats. Water Security Assessment for the 2002 Winter Olympic Games In preparation for the Games, SAIC assessed Salt Lake City s water infrastructure purification plants, distribution system, reservoirs, storm water system, and sanitary sewer system against potential security breaches, including acts of terrorism, for the Department of Public Utilities. SAIC s experts conducted the baseline risk assessment; evaluated existing security plans; recommended security alternatives; and developed the Department s Olympic Operating Plan and its Security Plan. Water Security Assessment for the United States Air Force SAIC supports environmental compliance projects at U.S. Air Force installations worldwide, including water security assessments at several locations in Europe. At one location, SAIC evaluated potential threats related to several remote systems dependent on isolated groundwater and surface water sources. At another location, SAIC assessed base groundwater sources, treatment plant, booster station, storage tanks, and distribution system. Finally, SAIC identified weaknesses that could result in catastrophic system failure, water quality contamination, and decreased fire protection capability.
5 SCADA and Cyber Security SAIC's Center for Information Security Technology (CIST) is a leading provider of comprehensive information security solutions for Department of Defense (DOD), government, and commercial customers. Focusing on high-end technical aspects of information security solutions, the CIST is actively involved in numerous security technology engineering, design, development, analysis, and consulting efforts. The CIST designs, develops, and deploys information security tools and solutions that protect business-critical data for organizations worldwide. The CIST has expertise in information security assessments and risk management, security engineering, and integration for a broad range of technologies, including public key infrastructure, certificate authority installations and managed firewall services. SAIC engineers have integrated hardware and software security solutions; electronic key management, public key encryption, and cryptographic systems; secure tactical, support, and business applications; and secure communication environments and performed system and security engineering processes and methodologies. SAIC developed for the Defense Information Systems Agency the Vulnerability Toolkit (VTK/Viper) which assesses vulnerabilities in UNIX, Windows NT and other network environments. SAIC is supporting the Joint War fighting Interoperability Demonstration 1997 and has been appointed the Team Leader for the Coalition Vulnerability Assessment Team (CVAT). SAIC has been a prime contractor to the Federal Aviation Agency s Research & Development and operational communities continuously since SAIC is currently conducting a vulnerability assessment of the National Airspace System Architecture for the President s Commission on Critical Infrastructure Protection. SAIC has supported the Department of Energy in collecting and analyzing the vulnerabilities of the electric power generation and distribution infrastructure. SAIC has also provided an upgraded system for emergency decision making and response and routine operations monitoring at Department of Energy nuclear power plants and conducted probabilistic risk assessments on nuclear power plants and materials production reactors to provide an estimation of the risk and consequences of facility vulnerabilities. SAIC provides engineering support to the National Communications System in critical telecommunications infrastructure issues and for acquisition and implementation of the Government Emergency Telecommunications Service, a survivable switched voice telecommunications system used by Federal Government in national emergencies.
6 Distribution Water Quality Security Science Applications International Corporation (SAIC) has developed a GIS-based model (PipelineNet) to simulate the flow and concentration of contaminants in the water distribution system. The PipelineNet Model integrates EPANET and ArcView to give emergency managers real time information in estimating the risks to public water supplies. 7 Source Water Quality Security RiverSpill is a GIS-based system to track and model the flow and concentration of contaminants in the water supply of our Nation. RiverSpill calculates, locates, and maps the population at risk from the introduction of contaminants to the public water supply. The RiverSpill system consists of the following modules: Stream flow and transport models USEPA Reach File database USEPA Public Water Supplies USGS Real Time Stream Flow Gauge US Census Population database
8 Vulnerability Assessment (VA) using RAM W In May 2002, Sandia National Laboratories certified SAIC as a training instructor of the vulnerability assessment methodology approved by the American Water Works Association and the U.S. Environmental Protection Agency. With this certification, SAIC can train individuals in Sandia s Risk Assessment Methodology for Water Utilities (RAM-W SM ), which details how to conduct a comprehensive vulnerability assessment of water systems, including: Plan and program review Site inspection Personnel interview Threat assessment Vulnerability assessment Consequence assessment Preventative measures analysis Cost/benefit analysis Risk reduction analysis Decision support Plan development Training & awareness program In alliance with MWH, SAIC is currently providing critical infrastructure protection services in terms of physical, technical, information, computer, personnel security, and accountability support to a variety of water utilities. SAIC recently completed an emergency response guidance model for use by water utilities in cities with populations greater than 100,000. Under contract with EPA, SAIC will be visiting utilities to support writing of specific plans. SAIC performed VA for the following utilities: Beaver Water, AK Grand Prairie, TX Columbus, OH Utility in South FL Jefferson Parish, LA Rockford, IL Kankakee, IL Jordan Valley, UT Coral Springs, FL Palm Village, FL Laredo, TX PWSD #2 St. Charles Co. 9 Regulatory Support Water Treatment Technology SAIC Developed Guidance Manuals for Treatment Plant operators and Regulators on how to navigate through competing treatment requirements. The Lead and Copper rule require specific corrosion control measures that affect water quality and may cause biological growth in the network. The enhanced coagulation requirement or achieving required CT may reduce ph and cause pipe corrosion. The nine manuals developed by SAIC are available at and include: Alternative Disinfectants and Oxidants Guidance Manual (1999) Microbial and Disinfection Byproduct Simultaneous Compliance Guidance Manual (1999) Disinfection Profiling and Benchmarking (1999) Guidance Manual for Conducting Sanitary Surveys of Public Water Systems; Surface Water and Ground Water Under the Direct Influence (GWUDI) of Surface Water (1999) Wastewater Treatment Support SAIC work in wastewater treatment includes hazardous, industrial, low-level radioactive and domestic wastewater treatment. The Vacaville, CA treatment plant complained to Regional board that complying with California State new permit requirement is technically not feasible. SAIC supported the State by demonstrating that process optimization, source control and the right new treatment technologies will make the new limits on copper, ammonia, THMs, Lindane, As, Sb and Hg achievable. SAIC conducted several wastewater plant inspections to determine the potentials for process optimization, treatment upgrade or the need for new treatment technology. Drinking Water Treatment Design and Cost Model SAIC developed design and cost models for various traditional and innovative drinking water treatment technologies. The design and cost models include media filtration, membrane filtration (including loose membranes), ion exchange, air stripping, lime softening, disinfection (conventional and non-conventional) and adsorptive media. The models allows the user to change equipment critical design assumptions and operation and maintenance assumptions, thus providing the user a tool to conduct sensitivity analysis to optimize design, capital expenditure versus operation cost.
10 Risk Assessment SAIC has been instrumental in the development and application of PRA techniques for a wide variety of government and commercial clients. The expertise gained in these efforts has been applied to the aerospace industry (in support of NASA), the maritime industry, chemical, petrochemical and petroleum industries, and to military programs (most notably the Chemical Demilitarization Program to eliminate chemical weapon stockpiles). Representative Probabilistic Risk and Reliability Analyses performed by SAIC are listed below: Hazard Assessment for Wastewater Treatment Facilities, prepared for the US Environmental Protection Agency as part of EPA's Guidance on Risk Management Programs for the Wastewater Treatment Industry. Risk Management Program Hazard Assessment & Quantitative Risk Assessment of the Use of Chlorine and Sulfur Dioxide by Washington Suburban Sanitary Commission, April Individual Plant Evaluations Probabilistic Risk Assessments for Nuclear Power Plants. NUREG-1150 Severe Accident Risk Reports for the NRC. Reliability Analysis for Space Station Freedom. Quantitative Risk Assessment Chemical Demilitarization Program. Risk Analysis Air Liquids/TI Bulk Gas Facilities, Dallas Texas. Risk Management and Prevention Program Ultramar Refineries SAIC s experience in Risk Assessment and Probabilistic Risk Assessment in chemical, nuclear, and gas utility is similar and can easily be adapted to water utilities.
11 Optimization and Genetic Algorithms Science Applications International Corporation (SAIC) is a world leader in optimization of complex environmental systems. Genetic Algorithm has the following advantages for water utilities Capable of optimizing in very large solution spaces. Fast - Answers can often be obtained in minutes. Straight forward - Only requires a definition of the parameters to be optimized and a function to evaluate the solutions. Flexible - Capable of optimizing almost any potential problem. Representative optimization projects include: Monitoring System Optimization DOE (Pantex Plant), Amarillo, TX. The challenge in this project was to assess the location of a subsurface contaminant plume. The solution consisted of integrating a statistical physical model of the flow and transport with Kalman filtering to quantify the information content of the baseline (existing) monitoring system and determine the location of the potential next best sampling point(s) - those that reduce the uncertainty in the knowledge of the contamination location the most. Optimization of Well Placement for Plume Delineation, Anniston Army Depot, Alabama Remedial Process Optimization for Extraction, Treatment, and Reinjection (ETR) SAIC developed and applied genetic algorithm tools for US Coast Guard to optimize radio coverage for approximately 890,000 square kilometers of US territorial waters. Resource Allocation Optimization DOE National Energy Technology Laboratory and Savannah River Site. Developed deterministic and stochastic decision support models and optimized resource allocation under uncertainty using genetic algorithms. Provided guidance on which projects to fund for best balanced programmatic results. Saved $90M over a five year period and received award from then Vice President Al Gore. In more general sense optimization problems in water utility are very closely related to other sectors: Finding the best fit between experimental data and numerical model. Finding the optimal distinguishing criteria between different sets of data.
12 Water and Wastewater Energy Analysis and Services Because water and wastewater treatment and distribution systems are a critical part of any community, facility staff and management tend to focus almost entirely on product quality. While meeting the appropriate regulatory requirements must be given top priority, most facilities can save a substantial portion of their utility costs. It is estimated that many facilities can easily save 15% to 40% of their utility costs without compromising water quality. As municipal budget cuts become more common and energy costs continue to rise, energy efficiency is becoming an attractive option for saving money in the water and wastewater industry. Delivering Benefits SAIC s clients in the water and wastewater industry have realized the benefits of energy efficiency through our analysis efforts. SAIC can evaluate existing and proposed energy efficiency measures in new and existing systems to assist with: - Identifying potential energy efficiency measures, - Estimating & comparing energy use for various system design choices; - Review & optimization of system design; - Supporting equipment selection and project implementation efforts, - Impartial review of vendor submittals, - Measuring and verifying energy system performance, - Developing equipment replacement plans to ensure energy efficiency efforts continue.
