Vratza is one of the 28 municipalities in Bulgaria with disturbed air quality on indicator PM10, in which territory is located monitoring station, the data of which are annually reported to the European Commission, as required by Directive 2008/50 / EC and are subject to criminal proceedings in violation 2010/2109 for failure of the standard for the content of PM10 with limits air, which is already in trial. Asenovgrad is part of Region for assessment and management of air quality (RAMAQ) - Plovdiv, according to the list of regions (including the agglomerations) for assessment and management of air quality (RAMAQ), approved by Order RD 969/ of the Minister of Environment and waters. Asenovgrad is one of the 28 municipalities in Bulgaria with poor air quality according to indicator PM 10, NOx, etc., on whose territory there is a monitoring station, the data of which are reported annually to the European Commission, as required by Directive 2008/50/EC and are subject % Asenovgrad

In order to update the municipal program, planning of measures to improve the air quality, which can lead to reaching the set norms for air quality at the earliest stage, Asenovgrad has prepared this project proposal. of Plovdiv Preparation of a "Program for Improvement of the Quality of the Atmospheric Air on the Territory of Plovdiv " and an Action Plan for the period The project proposal of Plovdiv encompasses the preparation of a Program for improvement of the quality of air (QOA) on the territory of Plovdiv and preparation of an Action Plan for the period The program's preparation will be assigned to an external implementer who has expert skills for execution of the following actions: assessment of % of Plovdiv
5 the current information concerning the process for evaluation and management of QOA in Plovdiv, collection and analysis of the necessary additional information, a complex evaluation of QOA on the territory of the municipality, an analysis of the reasons for surpassing of the norms of the 4 pollutants - PM10, PM2,5, NO2 and PAH, an analysis of the already applied measures for improvement of QOA, a dispersion modelling on the distribution of the pollutants and the contribution of the different emission sources, incl. an analysis of the dispersion modeling results done in base year (2016), formation of measures and/or projects for improvement of QOA in the short, average and long-term perspective, prognosis modeling on the influence of the measures over the levels of the four pollutants done for interim and end year on the basis of a scenario for achievement of the norms, quantitative parameters for influence of the future measures and/or projects on the levels of the pollutants (reduction of the annual emissions as a results of the applied measure), potential expenses and financing sources for the realization of the measures, part of the Action Plan. The preliminary draft of the program will be cosigned by the RIEW, the stakeholders and ecoorganizations. The procedures according to Chapter VI of EPA and/or according to art.32 of the BDA will be
6 applied towards the program. The organization and the management of the project will be done by a project management team and the requirements for information and communication will be applied as stated in the Guidelines for application. Dimitrovgrad Development of a Programme on Ambient Air Quality of municipality Dimitrovgrad Dimitrovgrad municipality is an eligible beneficiary under the Procedure for Elaboration/updating of Municipal Programs for Ambient Air Quality within OPE. Dimitrovgrad municipality has prepared a project proposal under the specified procedure in accordance with the requirements set forth by the MA of OPE, the guidelines for submission of project proposals, incl. conditions for application and conditions for implementation. The project proposal envisions elaboration of a program for ambient air quality for PM10 indicator for Dimitrovgrad municipality. The need to elaborate the program stems from the legislation, since the operating period of the current municipal program will expire in the next year. The goal behind the elaboration of the program is to achieve a quality of the ambient air in Dimitrovgrad which is compliant with the legal requirements and which ensures the necessary level of environmental preservation and protection of human health. The target group of the project proposal is the population living on the territory of Dimitrovgrad municipality % Dimitrovgra d
7 The main result from the implementation of the project is an elaborated program for ambient air quality for Dimitrovgrad municipality for the next five years. The project includes the following five main activities: - Preparation of a project proposal - Preparation of documentation for public procurement - Elaboration of a program for ambient air quality - Implementation of information provision and communication measures - Overall project management The total duration of the project is twenty three months, from which eighteen months will be needed for the physical implementation of project activities. The following horizontal principles will be applied over the course of the implementation of the activities - legality, partnership, transparency and publicity, equal opportunities and prevention of discrimination. Montana municipality Elaboration of a Comprehensive Ambient Air Quality Program for pollutants PM10 and PAH of municipality Montana Montana is one of the towns in Bulgaria with excessive ambient air population. Hence, Montana municipality is implementing a Program to reduce the levels of PM10 and PAHs and to meet the established standards for their content in the ambient air that will expire the next year. The program has been elaborated as an update and continuation of the previous Ambient Air Quality % Montana municipality
8 Program. As an eligible beneficiary under Procedure "Elaboration - updating of Municipal Programs for Ambient Air Quality"of OPE Montana municipality has prepared the present project proposal. The objective of the project proposal is elaboration of a comprehensive program to reduce pollutant levels of PM10 and PAH for Montana municipality for a 5 year period. The overall goal behind the elaboration of the program is to identify the most suitable measures for achieving a quality of the ambient air, which is compliant with the legal requirements and which ensures the preservation of public health and the environment. The target group of the project is the population living in Montana municipality. The project envisions the implementation of the following main activities: - Preparation of the project proposal; - Preparation of the documentation - Project management; - Elaboration of a Comprehensive Ambient Air Quality Program for pollutants PM10 and PAH; - Implementation of information provision and communications measures; The main result from the implementation of the project is an elaborated comprehensive program to reduce pollutant levels of PM10 and PAH for Montana municipality for the
9 next 5 years after the expiration of the current program. The total duration of the project is twenty three months. The physical implementation of the project activities will take nineteen months. Galabovo is one of the 28 municipalities in Bulgaria with disturbed air quality on indicator PM10, in which territory is located monitoring station, the data of which are annually reported to the European Commission, as required by Directive 2008/50 / EC and are subject to criminal proceedings in violation 2010/2109 for failure of the standard for the content of PM10 with limits % of Galabovo

Pernik Developing the agenda for the air quality of Pernik The project "Development of an air quality program for the municipality of Pernik " is submitted under the Procedure for direct provision of the BG16M1OP "Development/Update of the Municipal Programs for the Quality of the Ambient Air", Priority Axis 5 of the OP Environment and includes eligible measures and action under the procedure.ц Objectives elaboration of a complex program for reduction of the pollutant levels PM10, PM2,5, PAH and SO2,achievement of the respective air quality standards for % Pernik
11 Pernik in accordance with art. 27 of the Clean Air Act and Art. 37 of Ordinance 12 / And planning adequate measures to improve the quality of ambient air to local conditions. Through the implementation of the project the harmful impact and prevention of the deteriorated quality of life in the municipality of Pernik will be reduced. Target group - population of Pernik according to GRAO data from on the current address, tourists and guests, companies and organizations operating on the territory of the municipality. Expected result - developed a qualitative "Ambient Air Quality Program for the of Pernik " in compliance with the requirements of Section I of Annex 15 of Ordinance 12/ and the Instruction approved by Order No.RD-996/ by the Minister of the MoEW. The complex program for reaching the established pollute norms of PM10 and PAHs will include targets, milestones and deadlines for achieving them, means for securing them, system for reporting and monitoring the implementation and system for evaluation of the results. Varna Improvement of air quality in the municipality of Varna - Phase 1 of Varna is one of the 28th municipalities in of Bulgaria, which has stations for air pollution observing. Each year results of the observation are reported to the European Commission. These results are used as subject to punishment according to infringement procedure No 2010/2109, which is already launched against Bulgaria for breaching of regulations for contamination levels of fine particulate matter in ambient air. City of Varna,Devnya and Dobrich are defined as potentially dangerous for population's health because of overpollutioning of ambient air, according to the annual results of RIEW(Regional Inspection of Environment and Waters)-Varna. Main polluters of ambient air of municipality of Varna are factories, % Varna

Under Article 37., paragraph 4. of regulation 12/2010 for levels of sulphuric dioxide, nitrogen dioxide, fine particulate matter, lead, benzene, carbon monoxide and ozone in ambient air at 2014 is created "Project for reducing emissions and reaching normal levels of harmful substances in ambient air of of Varna" during the period The project has to be updated to actual situation. Because of this reason the actual project is under development. Executing all activities of the project may contribute to reducing air pollutioning by reaching lower levels of the polluters. In general the program would be updated according to the active regulation system, requirements of OPE(Operative program "Environment") and the Instruction for developing of projects for reducing the emissions and reaching established regulations for harmful substances, in areas for assessment and quality control of ambient air.
