3 1 How do I get access to Nabisy? There are the following ways, which depend if you are a last interface, a trader, an interface operator or an network operator: 1.1 How do I get access to Nabisy as a producer (last interface)? To obtain the necessary application form (Application for Access to the Web Application as a Producer, Sustainable Biomass System Nabisy, pursuant to 23 Ordinance on Biofuel Sustainability, Biokraft-NachV, or Ordinance on Bioliquids Sustainability, BioSt-NachV), please contact your certification system or voluntary scheme. Please fill in the form and submit it to your system or scheme. They will transfer the form to us, along with additional information. As soon as all required information is available to us, we shall send you your login and password by post and, for safety reasons, on two different days. 1.2 How do I get access to Nabisy as a trader (supplier)? There are two options: Option 1 You participate in a certification system or in a voluntary scheme. To obtain the necessary application form (Application for Access to the Web Application as a Producer, Sustainable Biomass System Nabisy, pursuant to 23 Ordinance on Biofuel Sustainability, Biokraft-NachV, or Ordinance on Bioliquids Sustainability, BioSt- NachV), please contact your certification system or voluntary scheme. Please fill in the form and submit it to your system or scheme. They shall transfer the form to us, along with additional information. As soon as all required information is available to us, we shall send you your login and password by post and, for safety reasons, on two different days. Option 2 You are subject to German customs supervision within the framework of 17 Abs. 3 Nr. 2 Biokraft-NachV. In that case, you may apply directly to the BLE for access to Nabisy. Please refer to the BLE website, for the application form. Submit your application, duly completed and signed, to the BLE. We will contact the main customs office you indicated and ask for confirmation of your supervision and data. 3 March 2017

4 Once the customs office sends us a positive response, we will send you your login and password by post, on two different days. In case of a negative response by the customs authority we will refuse your application. Yet, you will still be able to apply for access to Nabisy as a participant in a certification system or voluntary scheme (Option 1). 1.3 As a power plant operator, how do I get access to Nabisy? Operators of power generating plants including biogas plants (ignition and cofiring) in Germany Current information for plant operators Due to the law to introduce tenders for power from renewable energies and further legal changes regarding renewable energies from 13/10/2016 (German Federal Law Gazette I, p. 2258), the Biomass Electricity Sustainability Ordinance [Biomassestrom- Nachhaltigkeitsverordnung BioSt-NachV] applies for all liquid biomass subsidised by the Renewable Energy Sources Act [Erneuerbare Energien Gesetz - EEG] from 01/01/2017 onwards. System operators who necessarily require start-up, ignition or co-firing for the operation of their plant and who are using biomass for this purpose, will need a proof of sustainability from 01/01/2017. The legal basis is art. 44c para. 1 no. 2, 19 para. 1 no. 2, 21 EEG 2017 in connection with art. 1 BioSt-NachV. The plant operators receive their proofs of sustainability from the supplier of the liquid biomass. Who will transfer the proof electronically to the account of the plant operator, which has been created in the federal data base Nabisy. How to create a required account in Nabisy for plant operators: 1. A confirmation of the registration of the plant by the Federal Network Agency [Bundesnetzagentur] is a pre-requisite. If your plant is not registered yet, please contact the Federal Network Agency and register your plant. Send the confirmation of the registration together with the signed application for access to Nabisy to the Federal Office for Agriculture and Food [Bundesanstalt für Landwirtschaft und Ernährung (BLE)]. Please inform your fuel supplier about your plant operator number, so that he will be able to transfer proofs of sustainability to your plant operator account. 5. Now, you are able to transfer periodically the amount of liquid biomass required to the Nabisy account of the network operator. If you change your network operator, you must inform BLE about it Operators of DEHST plants You can apply for access to Nabisy directly at BLE. You can find the correct application form on the website of BLE under Submit the completed and signed application form to BLE. 1.4 How do I get access to Nabisy as a network operator? Please contact the BLE, via the address known to you, and name a maximum of three people who should abtain access to Nabisy. Your shall contain the following information: the operator s full name and address, as well as 5 March 2017

6 first names, surnames, business addresses and telephone numbers of those people who shall obtain access to Nabisy. Please inform the BLE in time of eventual changes regarding the staff who has access to Nabisy. Access can be blocked or renewed upon request any time. 2 My application for access to Nabisy was returned to me. Why? You participate in a certification system or in a voluntary scheme. You chose the wrong option by submitting your application for access to Nabisy directly to the BLE. As a participant in a certification system or a voluntary scheme you should submit your application for access to Nabisy to your system or scheme which will forward your application to us along with additional information. Once all required data are available to us, we shall send you your login and password, via surface mail, on two different days. 3 Due to (following) a staff change, how can an access be adapted? Using the amendment application for access to Nabisy for interfaces or suppliers, you may name e.g. additional staff who should obtain access to Nabisy, or you would like to cancel for staff who no longer require it. As a participant in a system, you submit your application for amendments to your certification system or voluntary scheme. Duly filled in, it will have to be submitted to the BLE via the respective system or scheme. Suppliers subject to customs supervision shall find the application on the BLE website (ble.de/biomasse) and shall submit it, duly filled in, directly to the BLE. Please make sure that the code issued to staff entitled to make amendments in your company has been entered. In case of changes regarding installation or network operators, please contact the BLE in advance. 4 I forgot my Nabisy password. What shall I do now? Please contact the Nabisy Hotline at: +49 (0) and have the following information ready: company name and postal code, 6 March 2017

7 your login and the name of your certification system or voluntary scheme. The BLE will also need to know whether you received the letter which containes the password issued to you by the BLE. We shall either reset your password to the one that was issued to you or we will send you a new one by post. 7 March 2017

8 5 We need access quite urgently. Can access data also be transmitted by ? No, they cannot, for safety reasons like data protection. Also, the login and password for Nabisy will not be sent by fax or . You may, however and at your own expense, commission a courier service to pick the access information (login plus password) up at the BLE. If you wish to proceed this way, please contact us well in advance, because we need additional information from you (see also: I would like to have a courrier service pick up my access data. How do I proceed?). 6 I would like to have a courrier service pick up my access data. How do I proceed? Please contact the BLE well in advance, to avoid receiving your access data by post. Please submit to us a written and signed statement in which you confirm 1. that you bear the costs of the courier service, 2. that we permit hand over to the courier your login and password simultaneously, and 3. that you are liable for the loss or abuse of the data. We will inform you when the letters are ready for pick-up at the BLE. Please also let us know which courrier service you chose and when, approximately, we should expect them. 8 March 2017

9 7 I forgot to make note of my application number? How can I obtain it? Please contact the BLE and indicate the: number of the proof you were working on, quantity covered by the proof (in cubic metres / tonnes / kwh), day/date when you processed the proof, and general data regarding your company. You may place your request either via or call the Nabisy Hotline. 8 I am new to Nabisy. Where can I get help as a first-time user? We have compiled instructions, including screenshots and explanatory notes, for last interfaces and traders. You may download them from the BLE in German or in English ( Installation and network operators also received a user manual, along with their passwords. In case they no longer dispose of their copy they may order an additional one from the BLE. 9 I made a mistake filling out a proof of sustainability and saved it. Can I correct it in Nabisy? No, you can t. Once data were saved in Nabisy they cannot be altered. If you have indicated wrong quantities, you might be able to correct your error easily (see also: I mistakenly issued a proof of sustainability which covered the wrong quantity. How can I correct this in Nabisy?). In case of other errors, such as a wrong biomass code, for instance, please contact your certification system or voluntary scheme to obtain an application to nullify a proof of sustainability pursuant to 20 Biokraft-NachV. Please fill it in and submit it to your certification body who will check and sign the application. It shall be submitted to the BLE legibly, duly filled in and signed, either through the certification body or through the interface (following a check by the certification body). 9 March 2017

10 10 I mistakenly issued a proof of sustainability which covered the wrong quantity. How can I correct this in Nabisy? In general, proofs cannot be corrected in Nabisy. However, simple errors regarding quantity can often be rectified easily. 1. If you issued a quantity amounting to less than the actual quantity concerned, you may simply issue a second proof to cover the remaining amount. 2. If you issued an excess quantity to your customer there are three possible options: a) If, in addition to your access to Nabisy as a producer, you have an account as a supplier you may have the difference transferred to your supplier account and use it for another customer later. b) If you supply your customer regularly, you may deduct the excess quantity from your subsequent proof. c) This was a one-time supply to a customer who will not receive further supplies in the near future and you have no supplier account. In that case, please contact your certification system or voluntary scheme to obtain an application to nullify a proof of sustainability. Please fill it in, sign it and submit it to your certification body who will check and sign the application. It shall be submitted to the BLE legibly, duly filled in and signed.. 10 March 2017

11 11 I intend to have a service provider manage my Nabisy account on my behalf. How do I proceed? Please note the following: 1. There is no separate access to Nabisy for service providers. You will have to cede/loan one of your accesses to Nabisy to your service provider. 2. In order for the service provider to request information regarding your Nabisy account and for the BLE to be entitled to answer, you have to give the service a letter of authorization which you send to the BLE in its original and which is valid until it is revoked. 12 Do costs arise for access to Nabisy or for using it? No costs arise. Access and usage of the government data base Nabisy are free of charge. 13 In some cases of proof combination, why do data on the proof change? When a proof is combined in Nabisy, there are different options: 1. Proofs on DE accounts Proofs to be combined in DE accounts are balanced where GHG emissions are concerned (see 24 Biokraft-NachV). Nabisy re-calculates the GHG value, compares it to the fossil fuel comparator mentioned in the EU directive and then chooses the best possible case for the newly created proof. This happens because, within the supply chain, the fuel s final use is still unknown (which is why in some cases the fossil fuel comparator varies). 2. EU proofs on EU accounts Voluntary schemes do not allow balancing. Hence the worst GHG value of proofs to be combined is taken into account. We published the following information in that context: Note regarding the combination of proofs of sustainability and partial proofs of sustainability concerning EU suppliers Where proofs are combined by an EU supplier, the GHG value shall not be balanced. Instead, the value marking the highest GHG emissions will be taken into account. Please note that this action cannot be reversed by way of a re-transfer. Here too, the best-case fossil fuel comparator in the combined proof will be calculated. In case the fossil fuel comparator improves, the product can be used for a larger variety of purposes because if it meets the comparator of heat (77) it also meets that of fuel (83,8). 11 March 2017

12 Even if you are sure that the respective biomass will be used as fuel, there is still a chance, at the end of the supply chain, that it will be used for heat generation when heating oil is blended. This is where a fuel comparator of 77 is of relevance. 14 Why are some values rounded in Nabisy? The decision to show GHG values rounded to one decimal in Nabisy-PoS was carried out in particular in order to encourage faster processing of applications and the avoidance of transmission errors. The adaptation is in line with the realities in the RED. There, the fossil fuel comparators values for liquid fuels for power generation, for use in cogeneration plants and the generation of heat are rounded integer. Only the GHG value of fossil fuels will be rounded to one decimal. The overall default values for GHG - emissions in Annex V of the RED as well as the disaggregated default values for cultivation, transport and conversion are integer. The same applies for the predetermined specific energy contents of different types of biofuels in Annex III of the RED. 15 I transferred a POS to an retirement account by mistake. How can I get it back? In the event that an operator whishes to apply for a reactivation of a POS that is located on a retirement account of another Member State, he has to submit to the BLE an official confirmation of the competent authority of that Member State about the fact that the corresponding delivery was not subject of an application for incentives. 16 The Partial POS shows a slightly other GHG value than the basic POS. Why? You have processed a POS with Nabisy and changed the unit of measurement within the application. In the Partial POS you are shown now a slightly higher or lower GHG Value than in the basic POS. The factors needed for conversion to other units and for calculating GHG Emissions are stored as background data in Nabisy. 12 March 2017

After conversion of a certain quantity in a different unit of measurement this regularly leads to differing energy contents. Since the emissions in the POS shall be measured in g / MJ this naturally has an impact on the level of the emission value [g/mj], although the absolute value of emissions[in g] remain unchanged. 14 45,087,240 MJ , t 37 MJ kg 1,000 kg t 44,637,669 MJ g = 1, 495, 994, 623 g MJ = 44,637,669 MJ g = 1, 495, 994, 623 g MJ The total emissions of 1,495,994,623 g are in both cases identical! 17 Which deadlines are applicable for Nabisy? 17.1 Publishing proofs of sustainability by last interfaces In the area of sustainable biomass, all deliveries shall be documented in a mass balance system. All recognised certification systems have stipulated certain regulations in the system basics, which shall be observed by the participants. All systems known to us have determined that the maximum admissible balance period must not exceed three months. This rule does not apply to distributors/marketers of biofuels. In line with provisions by the German financial administration, they must complete their energy balance on a monthly basis. For Nabisy, we have deducted that at least for creation of basic proofs, feasible/plausible deadlines were to be set. Taking into account the special requirements of the gas economy, the deadline for creation of proofs of sustainability was set to 30 days after expiration of the mass balancing period applicable for the date of delivery. Effective dates for the balance are March 31, June 30, September 30 and December 31. Example: The product is delivered on October 1 st. The corresponding Proof of Sustainability (PoS) can be created until the expiration of the mass balance period (December 31) plus 30 days of goodwill (January 30). We published this rule in our information letters from November 2013 and February Due to technical reasons, there is no possibility of creating a PoS retrospectively. The date of the issuing of a proof is generally the current date Transfer of the Proof of Sustainability by a supplier (trader) Suppliers have no strict provisions for the transfer of the proofs to their customers. However, the transfer should always be as soon as possible after / immediately with the delivery. Their customers can transfer the proof only when it is present on their account. The creation of gaps at this point should be avoided. 14 March 2017

15 It is advisable to observe possible deadlines of your customers (e.g. submittal to the biofuel quota body). However, it is possible to agree that regular deliveries in one month are combined in order to minimise the administrative effort. The period of one month may not be exceeded in case of such combinations and they are only permitted after mutual agreement. 18 What is to be observed when entering the proofs? 18.1 Limited amounts The amount of initial proofs in Nabisy is limited to an equivalent of 185,000,000 MJ. Delivered amounts exceeding this limit, shall be divided onto several proofs Quantity Information in Nabisy For liquid biofuels, the quantity can be expressed in metric tons air or in cubic metres15. For gaseous biofuels, the quantity shall be exclusively expressed in kilowatt-hours. When calculating the quantity, observe the following: Volumes must refer to 15 C. Use of the specific energy values from Annex III Renewable Energy Directive (RED). Energy values refer to lower heating value (LHV). This also applies to bio-methane. 16 19 What is to be observed for transfers to / from the Austrian data base elna? 19.1 Transfers to Austria The amounts can only be transferred to the elna (Austrian data base) by a dealer as a partial proofs of sustainability. The only admissible unit of quantity is cubic metres (m³). Not all biomass codes stored in Nabisy are admissible in Austria. Therefore, not all biomass codes are accepted. As recipient, enter elna-id of the Austrian customer. If an error message is generated, check if it has been entered case-sensitive. If the ID is not stored in Nabisy, we require an applicable confirmation of the Federal Environment Office in Vienna Transfers from the Austrian data base Transfers of partial proofs from the Austrian data base elna are possible with Nabisy. The user of the Austrian data base elna must enter the Nabisy-ID of the customer for the transfer. The ID is case-sensitive.
