Implementing a Net Zero Action Plan for Municipalities Celis Brisbin USGBC Mass Chapter

Agenda The Climate Imperative What is Net Zero How to Address Carbon Reduction The 25-Year Net Zero Strategy Action Plan

Origins This study was generated from the work of USGBC Massachusetts Chapter s Advocacy Committee, Net Zero Action Plan of the City of Cambridge and other municipal partners in Massachusetts.

The Target THE TARGET: Net zero annual emissions from buildings citywide. Houses City Hall Offices + Labs Universities + Industrials Source: "The Getting to Net Zero Framework." City of Cambridge, 29 Apr Web. 13 May 2016.

Task Force Objectives Agreement on a methodology, strategy, targets, and timeline for achieving net zero emissions. Recommendations outlining short-term actions (1-3 years), mediumterm actions (4-10 years) and long-term actions (10+ years). Recommendations include net zero targets for new construction and direction on regulations, planning measures, incentives, and renewable energy generation initiatives. Understanding the projected impacts of each action. Commitments of support or alignment from partners who are critical to the success of the plan. Agreement on an ongoing communication, reporting and accountability strategy. Source: "The Getting to Net Zero Framework." City of Cambridge, 29 Apr Web. 13 May 2016.

Definition of Net Zero relating to this Project The Task Force defines net zero with respect to the city as a whole as: A community of buildings for which, on an annual basis, all greenhouse gas emissions produced through building operations are offset by carbon-free energy production. Achieving the net zero objective relies on a combination of energy efficiency improvements, renewable energy production and, where necessary, purchase of carbon offsets or, potentially, credits (that meet specific criteria). Excludes: Embodied emissions generated from the manufacture of building materials Building construction activities Occupant transportation and waste Source: "The Getting to Net Zero Framework." City of Cambridge, 29 Apr Web. 13 May 2016.

Action Plan Energy Efficiency in Existing Buildings: Reduce energy use in buildings through retrofits and improved operations. Net Zero New Construction: Require low carbon new construction. Local Carbon Fund: Option to invest in a net zero community. Renewable Energy Supply: Replace fossil fuels with low carbon energy. Engagement and Capacity Building: Industry training and community involvement. Source: "The Getting to Net Zero Framework." City of Cambridge, 29 Apr Web. 13 May 2016.

Health is the human face of climate change As a University, we will continue helping to create a better understanding of these impacts through multi-disciplinary research and exploration

How we address Scope 3 emissions By 2050, set targets for purchasing externally-provided services or activities that rely as little as possible on fossil fuels. + 60% 100% %? Not Known Scope 3

Campus as a test bed $700,000 Campus Sustainability Innovation Fund launched October Climate Solutions Course studying pathways to fossil fuel-free in partnership with OFS. The Healthier Building Materials Academy, a partnership between OFS and Harvard faculty

Climate action innovations GSD HouseZero in Cambridge targeting the most rigorous efficiency standards ever achieved by a retrofit. First University to join the Rocky Mountain Institute Business Renewables Center (BRC), a group that is working to streamline corporate renewable purchasing. Real-time GHG inventory pilot: One of the first Universities to complete a greenhouse gas inventory using real-time energy production data from ISO-NE. Partnering with innovators like Watt Time to study how this data can inform building operations and renewable procurement. 55

External Partnerships Chair, Higher Education Working Group First of its kind voluntary university lab energy use benchmarking study started in Vice-chair, Cambridge Compact for a Sustainable Future. Chair of Net Zero Labs Working Group with 13 members: First corporate/university lab benchmarking study Opportunity to join in these studies and best practice sharing efforts!

Labs matter: lab energy effiicency is driving our new square footage and our reductions

Science & Engineering Complex Designed by Behnisch Architekten to be one of the most energy efficient laboratory buildings of its size. Building is expected to be so efficient that during fall and spring it will use very little heating and cooling from the district energy system The one-of-a-kind energy conscious facade and metal skin that will envelope the upper floors is engineered to minimize solar heat gain in warm weather months, capture thermal energy in cold weather months, and provide natural light and ventilation to the interior spaces Operable vents to support natural ventilation Energy efficient heat recovery system, radiant floors, and active chilled beams Active management of lab ventilation to maximize energy reduction while prioritizing safety 70,000 square feet of green space Addressing healthier materials and products 58

Allston District Energy Facility Portfolio approach to maximize efficiency Largest thermal energy storage system in Massachusetts Heat-recovery chiller collects and repurposes heat from creation of chilled water Low-temp hot water system more efficient than steam 2.5MW cogeneration system produce on-site electricity with room for expansion Climate resiliency: Relocated to above-grade location in response to projected future flood levels Heat-energy infrastructure can better handle potential flooding than a conventional steam distribution system Built with fossil fuel-free future in mind Flexible design allows E&U to incorporate emerging technologies as they are tested and proven 59
