5 One Big Problem: TSCA (1976) Grandfathered existing 62,000 chemicals unregulated But of 20,000 new chemicals 85% have no health data 67% have no data at all Feds can t share data with states EPA cannot compel testing (no sufficient authority) EPA cannot restrict use of risky chemicals due to least burdensome standard tests EPA just completed TCE Risk assessment 1 st one in 28 years Only 19,999 to go. Reforms efforts have been trying for over 10 years, three Bills in the Legislature (one bipartisan), 2014 efforts don t look promising. GreenSciencePolicy.org

7 Oregon s Toxics Regulations SB 962: Bans the toxic flame retardants pentabde and octabde, ands recommend banning decabde if safer alternatives are nationally available.(adopted in 2005) SB 596: Phases the toxic flame retardant decabde from products bought and sold in the state.(adopted in 2009) SB 1512: Bans mercury in lamps exceeding certain standards, requires the state favor purchasing lighting meeting these mercury standards. (Adopted in 2012) Executive Order 12-02: Enables Green Chemistry innovations, revises procurement policies to purchase environmentally preferable products.(adopted in 2012) Attempted Legislation SB 1569: Creates a list of chemicals of concern for children and requires manufacturer disclosure. Also requires phase-out of chemicals in some cases and allows for waivers.
