3 2017 WATER QUALITY SUMMARY The Upper Hood Canal (UHC) watershed, most of which is designated as Extraordinary Primary Contact waters by the State, runs the entire length of the western border of Kitsap County. The only portions of the watershed designated as Primary Contact waters include Port Gamble Bay and the two streams that drain into it, Martha John Creek and Gamble Creek. None No HOW ARE WE DOING? Current Water Quality Clean Up Projects: The Health District is working diligently to clean up streams that are considered polluted by fecal coliform bacteria (Category 4A and 4B) by Department of Ecology. Health District staff began investigative sampling of Boyce, Big Anderson, Jump Off, Kinman, Lofall, and Martha John Creeks in 2016, and investigation of listed segments continued in Health District staff conducted a shoreline survey on a portion of Hood Canal 2 shellfish growing area near Stavis Bay in No fecal pollution hotspots were identified. Hood Canal Regional PIC: The goal of the Hood Canal Regional PIC program is to protect and enhance public health and shellfish growing areas by correcting and preventing fecal pollution sources. Hood Canal regional partners include Hood Canal Coordinating Council, local health jurisdictions and conservation districts from Kitsap, Jefferson and Mason counties, and the Skokomish and Port Gamble S Klallam tribes. Kitsap Public Health District served as Regional coordinator from Phase 3 of this ambitious project began in early 2017 and will continue through March The Health District works in partnership with WSDOH staff to identify priority work areas. Lake Symington /Big Beef creek. The Health District received a grant from the WA State Department of Ecology, through the National Estuary Program to conduct a PIC project in the Lake Symington and Big Beef creek watershed. This project assessed nutrient levels in Lake William Symington and along Big Beef Creek which drains to Hood Canal 2 shellfish growing area in Kitsap County. It began in Jan 2015 and was completed in Sept property inspections we completed, 5 septic system failures identified and corrected, along with routine water quality monitoring for both Big Beef creek and Lake Symington. 11-4

5 Past Projects: In 2003, The Health District initiated investigations at Jump Off Joe, Kinman, and Lofall Creeks in response to DOH shellfish closures. The Jump Off Joe Creek shellfish closure zone was removed in 2009 due to improved water quality. Between 2005 and 2014, The Health District investigated fresh water drainages to the entire Kitsap County Hood Canal shoreline, including Port Gamble Bay, multiple times during the wet season and the dry season. Thirty-six failing septic systems were identified and corrected. SHELLFISH CLASSIFICATIONS The majority of waters south of the Hood Canal Bridge and in Port Gamble Bay are classified as Approved for shellfish harvest. Prohibited areas include; a small area around the Seabeck marina, Floral point near the north end of Naval Base Bangor, Coon Bay near Driftwood Keys, Big Beef Harbor, and Stavis Bay. There is one unclassified area at the south end of Naval Base Bangor extending approximately a mile south of King Spit. 6 INDIVIDUAL STREAM DATA BIG ANDERSON CREEK (BA01) Big Anderson Creek watershed is located in the western most part of Kitsap County and discharges near Holly. The creek and its tributaries make up 17 miles of stream corridor within its 3000 acre watershed. Land use in the Big Anderson Creek drainage is primarily commercial timber with some rural residential. Statistical analysis shows a long term stationary trend. BIG BEEF CREEK (BB01) Big Beef Creek and its tributaries combine for over 15 miles of stream corridor including Lake Symington and Morgan s Marsh. The stream discharges into the eastern shoreline of Hood Canal near Lone Rock. Land use in the Big Beef Creek drainage is a combination of rural residential, agricultural, and commercial timber. Water quality is very good. Statistical analysis shows a long term stationary trend. 11-6

7 BOYCE CREEK (BY01) Boyce Creek is a small stream of approximately 2.5 miles in length. Its headwaters are located in wetlands near Seabeck Highway. The stream discharges along the eastern shore of Hood Canal into Guillemot Cove. Land use in the Boyce Creek drainage is a combination of rural residential, agricultural, and commercial timber. Statistical analysis for the creek shows a long term stationary trend. PORT GAMBLE CREEK (PG01) Gamble Creek is one of two streams in the Upper Hood Canal Watershed designated as Primary Contact waters by the state. (The rest of the watershed is classified as Extraordinary Primary Contact.) The stream s headwaters are located northeast of Poulsbo, due east of Stottlemeyer Road. Gamble Creek's main stem and tributaries consist of almost four miles of stream corridor, which discharge into the southern end of Gamble Bay. Land use in the Gamble Creek drainage is predominately rural residential and agricultural. Statistical analysis for the creek shows a long term stationary trend. 11-7

8 Axis Title Annual FC GMV Upper Hood Canal 2017 JUMP OFF CREEK (JJ01) The headwaters of Jump Off Creek are located near the Pioneer Hill Industrial Park. From there, it flows north approximately one mile to Hood Canal, near the Edgewater Community area. Statistical analysis for the creek shows a long term improving trend. Health District staff have focused efforts in the Jump Off Creek drainage for many years and these efforts have resulted in the improving water quality trends you see here. Since stream trend sampling began, Health District staff have identified and corrected 14 failing septic systems in the drainage. 80 Jump Off Creek Year KINMAN CREEK (KN01) Kinman Creek flows approximately three miles in a northerly direction from its headwaters on Big Valley Road, to its discharge into Hood Canal north of Kitsap Memorial State Park. Land use in the Kinman Creek drainage is rural residential and agricultural. Statistical analysis for the creek shows a long term worsening trend. Health District staff have extensively investigated the drainage including sanitary surveys and dye testing of onsite septic systems. Currently Health District staff is conducting Microbial Source Tracking (MST) and Contaminates of Emerging Concern (CEC) sampling to identify potential bacterial pollution sources. 200 Kinman Creek Year 11-8

9 Annual FC GMV Upper Hood Canal 2017 LITTLE ANDERSON CREEK (LA02) Little Anderson Creek and its tributaries originate near Newberry Hill Road and combine for over three miles of stream corridor. The stream discharges into the east shore of central Hood Canal near the area known as Lone Rock. Land use in the Little Anderson Creek drainage is a combination of rural residential, agricultural, and commercial timber. Statistical analysis for the creek shows a long term stationary trend. LOFALL CREEK (LF01) Lofall Creek is a small stream that starts near the intersection of Highway 3 and Lofall Road and travels in a northerly direction for about a mile. The stream discharges through a long culvert into Hood Canal just north of the Lofall Community dock. Land use in the creek drainage is rural residential and agricultural. Water quality is very poor, a public health advisory remains in effect and statistical analysis shows a long term worsening trend. Health District staff have extensively investigated the drainage including sanitary surveys and dye testing of onsite septic systems, as well as conducted a pilot social marketing project which addresses human behaviors that attract and harbor wildlife like racoons. Currently Health District staff is conducting Microbial Source Tracking (MST) and Contaminates of Emerging Concern (CEC) sampling to identify potential bacterial pollution sources Lofall Creek Year 11-9

10 Annual FC GMV Upper Hood Canal 2017 MARTHA JOHN CREEK (MJ01) Martha John Creek is one of two streams in the Upper Hood Canal Watershed designated as Primary Contact waters by the state. Martha John s primary headwaters are located in Miller Lake and wetlands due south of NE 288 th Street. It travels approximately two miles to the north and discharges into Cedar Cove, in the southeast corner of Port Gamble Bay. Land use in the Martha John Creek drainage is rural residential, agricultural and commercial timber. Statistical analysis for the creek shows a long term improving trend Martha John Creek Year SEABECK CREEK (SB01) Seabeck Creek and its tributaries combine for over six miles of stream corridor. The headwaters are located between Hite Center Road and Larson Lane. The stream flows northwest and discharges into Seabeck Bay in central Hood Canal. Land use in the Seabeck Creek drainage is rural residential, agricultural and commercial timber. Statistical analysis shows a long term stationary trend

11 Annual FC GMV Upper Hood Canal 2017 STAVIS CREEK (SV01) Stavis Creek originates north of the Seabeck-Holly Road, at Albert Pfundt Road, and flows approximately four miles and discharges to central Hood Canal. Land use in the Stavis Creek drainage is rural residential, agricultural and commercial timber. Although statistical analysis shows a long term worsening trend, the 3 year short term trend is sharply improving. Water quality of the stream is very good and the 12-month geometric mean value is well below water quality standards Stavis Creek Year VINLAND CREEK (VC01) Vinland Creek is a small stream located just north of the Bangor submarine base on Hood Canal. It has two tributaries which combine for a total of 0.75 miles of stream corridor. Land use in the area is rural residential, with some forest land to the south. Statistical analysis indicates a long term stationary trend. In 2017, water quality did not meet standards, and will be in the focus of upcoming Hood Canal PIC efforts by Health District staff. VC

12 MARINE WATER MONITORING DATA SUMMARY Water quality standards for marine waters are based on classifications for recreational uses and aquatic life as defined by Washington State. There are two marine water quality classifications; Excellent aquatic, primary contact and Extraordinary aquatic, primary contact. The marine water quality standards for both classifications are found in the Introduction of this report. In the Hood Canal watershed Port Gamble Bay is classified as Excellent aquatic primary contact, and the rest of the Hood Canal watershed is listed as Extraordinary aquatic, primary contact. The two areas are discussed separately in the following section. The data referred to in this chapter was collected by Washington State Department of Health (DOH) staff. Please see the watershed map at the beginning of this chapter for locations of specific marine water monitoring stations. Graphs and data summaries are provided on the following two pages

13 TREND ANALYSIS FOR EXTRAORDINARY PRIMARY CLASS MARINE WATER MONITORING STATIONS Ten of the eleven individual sampling stations (HC05, HC08, HC09, HC10, HC11, HC14, HC17, HC19, HC27, HC29) showed significant long-term worsening. This is three more than last year HC04 is the only remaining station that has a long term stationary trends. MARINE WATER QUALITY STANDARDS COMPLIANCE FOR EXTRAORDINARY PRIMARY CLASS STATIONS All of the stations in this area met the state bacterial standards during the water year. UPPER HOOD CANAL EXTRAORDINARY PRIMARY MARINE WATER SUMMARY,

14 TREND ANALYSIS FOR PRIMARY CLASS MARINE WATER MONITORING STATIONS One of the four individual sampling stations (HC34) showed significant long-term worsening. MARINE WATER QUALITY STANDARDS COMPLIANCE FOR PRIMARY AQUATIC CLASS STATIONS All stations in Port Gamble Bay met the state bacterial standards during the water year.
