2 WAC A: Washington Water Quality Standards and the State Water Quality Assessment Purpose: establish water quality standards for surface waters of the state of Washington consistent with public health and public enjoyment of the waters and the propagation and protection of fish, shellfish, and wildlife, pursuant to the provisions of chapter RCW
3 Water Quality Listings What is a listing? The federal Clean Water Act, adopted in 1972, requires that all states restore their waters to be fishable and swimmable. Assessed streams are grouped into categories The 303(d) list comprises those waters are in the polluted category.
4 Categories Category 1 : Good water quality Category 2: Water of concern Category 3: Not enough data Category 4: Impaired by has a plan 4a: Has TMDL 4b: Local pollution control plan 4c: Impaired by non pollutant Category 5: Segment is polluted and on 303(d) list

16 Best Management Practices Often, treatment for one impairment can have multiple benefits. Native plantings provide shade LWD installation engages ground water (hyporheic zone) can help with in-stream temperature. Projects to eliminate a nutrient source (manure, synthetic fertilizers) helps with DO
17 Limitations in Restoration Some BMPs are less effective (for water quality) in larger systems. Buffer size requirements can be challenging to meet. Shade/planting projects often take several years to mature. Restoration has not kept pace with development. Finding willing landowners can challenging.
18 Funding Opportunities; WQ combined funding Section 319 Grant Congress established Section 319 as part of the CWA to address nonpoint sources of pollution Who is eligible? Counties, Cities, Tribes, Non-profit organizations, etc. Is there match required? Yes, there is a 25% match requirement. SRFB funds can be used as match. Grant Limits Up to $250,000 with combo match option (In-kind & cash) Up to $500,000 with cash only match What type of projects are being funded? Looking for projects with multiple water quality and habitat benefits, TMDL plan implementation, Riparian and wetland restoration and enhancement project.
19 Funding Opportunities ; WQ combined funding Centennial Grants * The Centennial program provides grants for water quality infrastructure and nonpoint source pollution projects to improve and protect water quality. Who is eligible? Counties, Cities, Federally recognized Tribes, Conservation Districts, Special purpose districts. Is there match required? Yes, 25% for non-point source projects Grant Limits Up to $250,000 with combo match option (In-kind & cash) Up to $500,000 with cash only match What type of projects are being funded? Water quality infrastructure (ex: infiltration planters), and TMDL plan implementation actions.
20 Funding Opportunities National Estuary Program watershed protection & restoration grant program Who is eligible? Counties, Cities, Tribes, Non-profit organizations, etc. Is there match required? No Grant Limits Phase I planning: maximum of $120,000 Phase II (non-competitive) Implementation: maximum $430,000 Possible Phase III further implementation. What type of projects are being funded? Target riparian protection and acquisition projects in agricultural landscapes. Reach scale strategies that enhance salmon habitat and water quality.
21 Current Projects in Liberty Bay Just a few highlights on current projects.... City of Poulsbo Liberty Bay TMDL Implementation Plan. A plan to assess and prioritize capital projects to implement TMDL goals. City of Poulsbo - Anderson Parkway Phase 2 Retrofit. Mitigate 0.46 acres of stormwater from impervious surface. WQ benefit: reduction in TSS, Petroleum hydrocarbons, Dissolved Copper, and Dissolved Zinc
22 Current Projects in Sinclair & Dyes Inlets Kitsap Public Health District Dyes Inlet Pathogen Removal Project. Provide Pollution Identification and Correction (PIC) work in the Dyes Inlet watershed. Property surveys were done and failing septic systems were repaired. Public O&E was also part of this project Kitsap Public Health District - Port Orchard Passage Restoration Project, Phase 2; Provide PIC work for Port Orchard. Tasks included water sampling, results analysis & targeted outreach to home owners near bacteria hot spots.
23 The Goal Expand projects in high priority areas to include more features that are protective of water quality. Find new projects in high priority areas that include multiple benefits, including well-defined water quality improvements.
