1 ENVIRONMENTAL performance in 213 UPM, Jämsä River Mills

2 UPM in the Jämsä River Valley UPM s Jämsä River Mills, Jämsänkoski and Kaipola, are located in the Jämsä River Valley in Central Finland. The Jämsänkoski Mill is on the banks of the Jämsä River, and the Kaipola Mill is on the edge of Lake Päijänne. Since the mills are located in the immediate vicinity of residential areas and watercourses, special attention is paid to environmental aspects during all of their operations. The units form a single entity, with the SC production unit in Jämsänkoski manufacturing uncoated magazine paper and the Label Papers production unit producing label paper for labels and packaging. The Kaipola unit manufactures coated magazine paper, directory paper and newsprint. In 213, UPM introduced a new business structure. The printing paper machines at the Jämsä River Mills are part of the UPM Paper ENA (Europe and North America) area, and the label paper machines are part of the UPM Paper Asia area. The main raw material for the magazine paper manufactured at Jämsänkoski is mechanical pulp made from spruce pulpwood. The main raw material for the label papers is chemical pulp from the company s partner mills. The main raw materials in Kaipola are sawmill chips from spruce and recovered paper from households. Varying quantities of spruce pulpwood are also used. There are a total of seven paper machines at the Jämsä River Mills, four of them at Jämsänkoski and three at Kaipola. UPM shares are listed on NASDAQ OMX Helsinki. UPM The Biofore Company the mill sites include a debarking plant, a TMP plant, a water station and a biological effl uent treatment plant. In addition to these, Kaipola also includes an de-inking plant for recovered paper from households. In both mill sites, the heat required for the process and a small portion of the electricity are produced by the mill s own power plant. In addition, heat is recovered from the TMP plants. The environmental impact of the mills, in terms of watercourses and fi shery, are being monitored by the Institute of Environmental Research at the University of Jyväskylä. There is also a monitoring programme, which is approved by the Centre for Economic Development, Transport and the Environment and is managed in co-operation with the Water Supply Company owned by City of Jämsä. Air quality is being monitored in co-operation with Jämsän Aluelämpö Oy and the City of Jämsä. The water used by the Jämsänkoski Mill is taken from Koskikeskinen and Iso-Ryöni. The Kaipola Mill uses water piped from Arvajankoski. Both mills use the Vierelä landfi ll site for the intermediate storage of power plant ash. This publication, together with the mill appendices, form UPM s joint EMAS statement. 4 Environmental year 213 In 213, the Jämsä River Mills continued to further develop their operations in a sustainable manner. Key goals were to both improve the cost-effi ciency of production, and to further develop the culture of occupational safety. The environmental performance campaign Clean Run was continued, which heightens awareness of the importance of detecting minor environmental deviations as part of daily work routines. All employees and contractors received extensive training on safe working methods and anticipating potential hazards in compliance with the group-wide Step Change in Safety initiative. These efforts resulted in a marked decrease of accidents that caused an absence from work. Furthermore, the mills received the UPM Safety Award for the best idea for improving occupational safety in 212. All of the UPM sites in Finland became a non-smoking workplace at the beginning of the year. The annual production volume of the mills was higher than the previous year, but less than the total capacity. The global demand for printing papers has experienced a permanent decrease, which resulted in variations in the utilisation of machine lines. The demand for label paper remained stable. The mills operated within the limits of their environmental permits, except for two cases where the monthly limit value for emissions into water was exceeded. Emissions from the power plants into the air remained within the permit limits. The fact that the production lines were operated in a fl exible manner increased the number of start-ups and shut-downs, which was a challenge in terms of the continuous improvement of environmental performance. Disturbances quickly addressed Only one environmental disturbance was recorded at the Jämsänkoski Mill: in April, around 54 cubic meters of the mill s untreated effl uent ended up in Jämsänjoki River because of an equipment malfunction. Part of the production was stopped to limit the amount of effl uent, and the situation was quickly restored. An overfl ow of an effl uent pumping station at the Kaipola Mill caused a shortterm disturbance in October. Around 18 cubic meters of untreated effl uent ended up in Lake Päijänne because of a malfunction in the surface level measuring system. These disturbances did not have any impact on the condition of the waterways. A local resident living close to the Kaipola Mill announced in September that they had observed small plastic particles fl oating among the treated effl uent that was being discharged into Lokalahti Bay in Lake Päijänne. It was noted that small pieces of plastic coming to the mill along with recovered paper had ended up in the effl uent treatment process from the de-inking plant. The process was quickly revised to improve recovery of these pieces, which prevented any new pieces from reaching the effl uent treatment plant. Some of the pieces that ended up in the effl uent fl ow during the disturbance adhered onto plants growing along the effl uent discharge ditch, and were still there at the end of the year. A couple of dead fi sh were also detected in the ditch. It seems, however, that the dead fi sh did not have anything to do with the pieces of plastic or any of the other mill operations. From feedback to action Other feedback submitted to the mills on environmental issues were about unpleasant odour from the Kaipola Mill, foam coming from the effl uent treatment plant and noise coming from the mill at night. Feedback submitted to the Jämsänkoski Mill involved the transport of power plant ash and the status of a the mill s environmental permit review application. Furthermore, one enquiry about spots of oil observed on the surface of Jämsä River was received. An enquiry about noise at the Haaralankangas forest residue processing area of the Jämsänkoski power plant was forwarded to UPM Forest, because it is responsible for those operations. Short-term unpleasant odour has occasionally spread from Kaipola Mill s biological treatment plant because of variable operating periods. An experiment on improving effi ciency of the treatment plant by adding more benefi cial microbes has decreased the long-term odour impact. Some foam escaped into the air from the effl uent treatment plant s aeration system in October. Studies revealed that more foam than usual was generated because of a malfunction in the chemical dosage system. When studying the complaints about noise at the Kaipola Mill, it was noted that the mill does not normally have any operations that could cause noise during the night especially. However, the noise emissions were somewhat higher than normal during one night in November, 4 UPM JÄMSÄ RIVER MILLS, ENVIRONMENTAL PERFORMANCE IN 213

5 because of a component breakage in a wood chip conveyor. Dust from ash being transported from the Jämsänkoski Mill s power plant to intermediate storage caused temporary harm in the immediate vicinity of the Vierelä landfi ll site in November. The instructions for covering the loads of ash have been reviewed together with the carrier in charge of the transport. Some thin oil spots were observed in Jämsänjoki River in early August. A small amount of oil from the mill s pulping process had ended up in the cooling water discharged from the Jämsänkoski Mill. The impact of the incident was minor because the cooling water from the TMP plant could be separated from the other cooling waters to be discharged into the river. Other enquiries on environmental issues were about product safety, the origins of the wood used, forest certifi cation schemes and the use of ecolabels. Product safety is especially important in the case of label papers that are used by the food industry. Lively stakeholder co-operation Co-operation with stakeholders was more active this year than during the previous years. Almost 2 of UPM s forest service customers visited the Jämsänkoski Mill and power plant in April. The members of the Nature Conservation Association Jämsän Seudun Luonnonystävät met with the mill management and familiarized themselves with the environmental impact of the mill in April. The association arranged a nature conservation project on a meadow close to the Jäm sänkos ki Mill s power plant. This meadow is the habitat for a variety of species, several of them endangered in the province. and its power plants. The other lectures focused on, for instance, improving occupational safety and future outlook of the forest industry. The Maaseudun Tulevaisuus newspaper published in the summer of 213 an extensive forest-themed issue. The manufacture of newsprint at the Kaipola Mill and recyclability were presented comprehensively from the viewpoint of sustainability in this issue. The good material effi - ciency of newsprint production was also illustrated in an article published in the annual yearbook of Paperinkeräys Oy. Small observations used as the basis of development UPM has determined fi nancial, social and environmental responsibility principles and targets for its business. Sustainable products, the climate, the utilisation of forests and waterways, and the waste management are the key focus areas in terms of environmental responsibility. The targets set for 22 are also taken into account when developing the Jämsä River Mills. The Clean Run project has improved the procedure applied to environmental observations and deviations: now the mills are also able to effi ciently process any minor observations made. The campaign is to ensure that no environmental permit limits will be exceeded after the year 215. The root cause analysis method is now applied to the studying of major environmental deviations. It allows for a more systematic identifi cation of the root causes of incidents. Agreed corrective actions are always implemented to prevent the reoccurrence of the events. An external audit of the ISO 141 Environmental Management System strongly focused on the management of environmental issues and their role in the production as a whole. An internal Clean Run audit was implemented at the Jäm sänkos ki Mill. A safety audit carried out at both mills also included chemical management. The results of these audits show that the management of environmental issues is at a good level, and development of the operating procedures will continue based on the results obtained. UPM updated its list of restricted chemicals from the year 21 to assist the mills in selecting safer chemicals for their processes. The Kaipola Mill received a decision on its environmental permit review application in November 212. Complaints have been fi led against the permit, and these complaints are currently being processed by Vaasa Administrative Court. The review application for the Jäm sänkos ki Mill and power plant is still being processed by the Regional State Administrative Agency. In celebration of the 125th anniversary of the Jämsä River Mills, the mill arranged a public lecture series in cooperation with the Jämsä Community College. 6 Air The emissions of the power plants were below the permit limits. The total emissions of fossil carbon dioxide slightly decreased at both mills compared to the fi gures of the previous year. Other emissions remained at about the same level as in previous years. Fuel demand increased at the Jäm sänkos ki power plant. The increased fuel consumption was mainly due to the fact that more paper was produced than during the previous year FOSSIL CARBON DIOXIDE, CO 2 SULPHUR DIOXIDE, SO 2 1, t/a t/a Jämsänkoski Kaipola Jämsänkoski Kaipola The amount of biofuels forest energy, bark and sludge used at the power plant increased, and the amount of peat used decreased when compared to the previous year. The scarcity of peat caused by a rainy summer signifi cantly limited the use of peat at the beginning of the year. When the air quality in the town of Jämsä has been studied by means of particle measurements, the results have been good or satisfactory on average. The key sources of particulates in the air are traffi c, heating of buildings and a variety of other, more minor sources. 7 Water In compliance with the UPM environmental principles, the mills use water responsibly. The target is to minimise the impact of the operations on the local waterways. In a monitoring programme of central Lake Päijänne, it has been noted that most of the nutrient load is caused by scattered loading from forestry and agriculture. The water quality in the monitored area does not limit the occurrence of any demanding fi sh species. The amount of process water used per one tonne of paper produced slightly decreased from the previous year. Due to the fl exible production, the amount of process water used slightly exceeded the target values, but still complied with the Best Available Techniques (BAT) level. The effl uent load of the mills remained within the permit limits, except for two months. These incidents of exceeding the monthly permit limits were reported to the authorities. The environmental permits of the mills specify emission limits for chemical oxygen demand (COD) and phosphorus. The permit limit for the Jämsänkoski Mill for specifi c consumption of phosphorus (grams per one tonne of paper) was very slightly exceeded in January. This incident was not caused by a disturbance at the effl uent treatment plant: instead, because the production volume in January remained lower than normal the calculated variable exceeded the permit limit. The COD permit limit for the effl uent of the Kaipola Mill was exceeded in April. The incident was caused by the treatment plant s defective aeration capacity, which was the result of an equipment malfunction. The effl uent load of the Jämsänkoski Mill slightly increased from the previous year in terms of COD and solids. The phosphorus load remained at around the same level as in 212 and the nitrogen load slightly decreased. The effl uent load of the Kaipola Mill slightly increased from 212 in terms of COD, solids and phosphorus. The nitrogen load remained at the previous year s level. In terms of COD and phosphorus, the mills effl uent loads complied with the BAT levels. 9 Waste The amount of waste generated by the Jämsä River Mills remained at the same level as in the previous years. Around 64, tonnes of process waste was generated. The mills were able to reuse all the waste generated during their production. The largest waste fraction at both sites is ash from power plants, which remained at around the same level as in 212. All of the ash was reused. A signifi cant share of the ash was used for soil improvement, mainly in fi elds and forests, and as a binding material in biowaste composts. The Finnish Food Safety Authority Evira has approved the use of ash from the Jämsä River Mills in agriculture. The ash has been proven to be highly suitable for improving the soil in fi elds and forests because it contains high amounts of calcium and important trace PROCESS WASTE, JÄMSÄNKOSKI elements, such as magnesium and potassium. The ash complies with the requirements of the Finnish Fertiliser Product Act and its properties are reviewed annually. Some ash was also utilised in other projects, including the closure of the company s decommissioned Särkänniemi landfi ll site. Furthermore, part of the Vierelä landfi ll site at Jämsänkoski was closed down using the ash from the power plants. The area will be converted into an intermediate storage area for recyclable process waste. The construction project will be completed in the autumn of 214. Landscaping of the Särkänniemi area was completed in the summer of 213. The Särkänniemi cape on the shore of Olkkolanlahti Bay is a well-known bird area that can also be used for recreational purposes. A bird watching tower has been built there. PROCESS WASTE, KAIPOLA Other signifi cant reuses of the ash include the reconstruction of forest roads in the Jämsä region. In 213, UPM Forest started to offer the construction of ash roads as a separate service for private forest owners. Ash is used in the construction of forest roads instead of stone material. Ash has been observed to improve both the carrying capacity and the frost heaving resistance of roads. Environmental impact monitoring of already completed road reconstruction projects will be continued by the Finnish Forest Research Institute (Metla) and the Aalto University. In addition to ash, the most important waste fractions were soil from forest energy and drum reject from the de-inking plant. The deinking reject contains mainly wood fi bres and plastic, and it was sent to a local waste management company to be used as raw material for recovered fuel. The soil was reused in the Himos area.
