Brief Project Description: Shell Pipeline Company LP (SPLC) proposes to build, own and operate the Falcon Ethane Pipeline System (Falcon). The system will consist of an approximately 98 mile common carrier ethane supply pipeline that will be located in Southwestern Pennsylvania, Ohio and West Virginia. Falcon will connect three major ethane sources in Houston, PA, Scio, OH, and Cadiz, OH to Shell s planned petrochemical plant located in Monaca Pennsylvania. The location of the pipeline system will be in a key area that will link the rich gas areas of the Marcellus and Utica shale reservoirs to future petrochemical plant in Monaca, PA. This plant will be located within 70 percent of the North American polyethylene market, which sits within a 700 mile radius of Pittsburgh. The system will allow for a safe and reliable means of transporting the ethane feed stock to the plant. The project will bring new jobs to the area, with up to 1,000 construction workers involve in the building of the pipeline. The project will also need eight to ten permanent employees when complete to operate and maintain the line. The Falcon project will consist of an approximately 11 mile 10 diameter steel pipeline that will run from the existing Markwest Cadiz, OH facility to a junction point located 2 miles southeast of Scio, OH. An approximately 53 mile 12 diameter steel pipeline will stretch from the Utica East Ohio plant in Scio, OH to a junction site located 4 miles southwest of the Monaca plant. A third 12 diameter steel pipeline will originate out of Markwest s Houston, PA plan and Overall approximately 43.6 miles of pipeline will be located in Ohio, 8.5 miles in WV and 45.5 miles in Pennsylvania. Construction activities will disturb both soil and ground cover. The proposed project will utilize a 100-foot-wide limit-of-disturbance (LOD) for construction. Additional temporary work space will be utilized strategically throughout the project. The total disturbed area for this project will be approximately 554 acres along the proposed pipeline. These disturbances will be temporary and permanent. Disturbed areas will be immediately seeded and mulched upon placement of the proposed pipelines and associated fill. After construction, the permanent ROW may be maintained by mowing and/or trimming activities. The following construction activities will occur as a result of the proposed project.
