2 The Superfund Green Remediation Work Group This work group was tasked to develop a strategy to define and promote green remediation in the Superfund program This work group provides: A forum to discuss policy issues and needs for the Superfund Program A forum to assemble information to to address climate change and make greater use of renewable energies 2
3 What is Goal for the Green Remediation Work Group? Develop a strategy to advance green remediation in Superfund and develop appropriate and relevant tools to implement the strategy. 3

8 Superfund Green Remediation Work Group Process Initially grouped ideas into five focus areas Program Implementation Policy and Guidance Development Resource Development and Outreach Evaluation Communications Formed subgroups for each focus area Subgroups developed white papers highlighting key action items Compiled subgroup products into draft strategy 8
9 Draft Strategy - Overview Sets out the Superfund program s plans to promote green remediation practices during site cleanups Currently grouped into three areas: Policy and Guidance Resource Development and Program Implementation Evaluation Includes 12 Key Actions ; each action includes activities to implement the action While green remediation is not limited to energy and climate impacts, the strategy currently focuses on reducing the carbon footprint of site cleanup by reducing energy usage and greater use of renewable energies 9
10 Draft Strategy - Introduction Green remediation strategies offer the potential for reducing the environmental and human health impacts of a cleanup, potentially saving project costs, and expanding opportunities to return sites to productive use without compromising cleanup goals. Numerous federal and state statutes and executive orders require or recommend reductions in energy and water consumption as well as increased use of renewable energy. 10
11 Draft Strategy: Policy and Guidance Development Key Actions Clarify how green remediation practices fit within CERCLA and the NCP White paper Develop policy Assess need for regulatory changes Analyze climate state and federal climate change/energy bills for potential to serve as ARARs Incorporate green remediation considerations into Superfund enforcement agreements 11
12 Draft Strategy: Resource Development and Program Implementation Key Actions Develop framework of protocols and tools Identify resource needs vs. existing tools Develop external resources (beyond OSWER) Fact sheets Checklists for Superfund pipeline activities (e.g., RI/FS, LTRA) Training Electronic notebook for RPMs/OSCs Superfund web page Provide site-specific technical assistance 12
13 Draft Strategy: Resource Development and Program Implementation Key actions Develop program incentives Improve understanding of the environmental and human health impacts and as well as the associated costs of green remediation Identify opportunities to finance green technologies Participate/influence research funding Standards and certification Awards Establish Regional liaisons 13
14 Draft Strategy: Resource Development and Program Implementation Air toxics and diesel emission reductions Promote use of clean diesel and engine idle practices at all response sites Fact sheet Modify RACs, ERRS, contracts and PRP work plans Pilots Regional pilots Incorporate into all optimization projects by 2010 Analyze RE-Powering America s Land s Initiative to identify information from Superfund sites with high renewable energy potential 14
