5 Green Remediation Implementation Team (GRIT) ARRA requirements initiated team creation. Initial phase identified rapid-action green practices, followed by high-effort practices. Secondary action categorized these practices for y g p immediate or longer-term implementation.
6 Recovery Act LUST Requirements Petroleum Remediation Program Recovery Act LUST Requirements Attachment 5 Petroleum Remediation Program To further assist our stakeholders, the MPCA has identified 5 main categories of green practices which can be applied in the Petroleum Remediation Program. The MPCA requests that as many of these practices are applied at sites as feasible. Each category contains specific practices which potentially can be applied at a given site. Additional information and resources for each of these items is available in Appendix A (Recovery Act LUST Green Practices). 1) Purchasing: a. Recycled Content Product Usage b. Environmentally Preferred Purchasing c. Green Electronics (EPEAT) d. Preferred Local products purchasing e. Use of construction products with RMANs f. Native Planting site restoration g. Use pervious products where appropriate 2) Transportation a. Reduce Vehicle Miles Traveled (VMTs) b. ULSD fuel purchase c. Anti-idling practices d. Request Diesel retrofits when possible e. Report shipments using Smart Way Transport 3) Field Work a. Recommend reusable sampling equipment b. Green Chemistry for the Lab 4) Project Management a. Electronic Submission of ARRA reporting b. Report submission: 2-sided printing, maximum margins, 35% recycled content paper, single report submission c. Risk-based decision making d. Recommend contractors join Waste Wise and Energy Smart 5) Waste Reduction a. Reuse landscaping materials as much as possible b. Report shipments that use biodegradable/organic or reusable packing materials c. Reuse or recycle system equipment through Asset Recovery d. Hierarchal waste management e. Recommendations to Incorporate Green Practices Petroleum Remediation Program Recovery Act LUST Requirements Attachment 5 Petroleum Remediation Program In its role as steward of the nation s air, water and land resources, the U.S. Environmental Protection Agency (EPA) has established recommendations, requirements, standards, and practices that promote sustainable environmental stewardship. The following green actions were identified in the EPA s recommendations. These items have been ranked as they may apply to MPCA PRP projects funded under the stimulus package. To read additional information about each of these items, please refer to EPA Recommendations to Incorporate Green Practices into Federally Funded Construction Projects under the American Recovery and Reinvestment Act. 1) Ensure clean diesel practices 2) Incorporate greener practices into remediation of contaminated sites 3) Encourage land development in brownfield and infill sites 4) Ensure environmentally preferable purchasing 5) Encourage sustainable storm water management at building sites 6) Re-use and recycling of construction and development waste 7) Ensure multi-media green building and land design practices 8) Purchase green electronics, and measure their benefits 9) Encourage Low Impact Development to help manage stormwater 10) Use the Integrated Design process on building developments 11) Encourage use of Smart Growth and transit-oriented development principles 12) Encourage water conservation in building construction

9 Recovery Act LUST Green Practices Recovery Act LUST Green Practices-Appendix A Petroleum Remediation Program American Recovery and Reinvestment Act Item What is this? How do I do it? Resources 1a. Recycled Content Product Usage Purchase products with recycled content. 1b. Environmentally Preferred Purchasing 1c. Green Electronics (EPEAT) Report use of products with recycled content (construction products are segregated below). Products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose (US EPA). EPEAT helps evaluate, compare and select electronic products based on their environmental attributes. Identify the percentage of recycled content, specify either post-consumer or industrial, and the number and dollar value of each product. rd Purchase 3 rd party certified products: Energy Star, Green Seal, Green Guard, Biodegradable Products Institute. Identify the product, the number purchased and the dollar value of the EPP product used. Purchase products that are EPEAT registered at the silver level or above. EPA s comprehensive procurement guideline provides a searchable directory: The recycled products directory provides a list of products and sources in Minnesota (but not since 2006) Recycled content products are available within specific categories of use (e.g. paper, landscaping, etc.). 13 MPCA Remediation Division Position Statement GSR 2 aligns with the 2008 MPCA Strategic Plan Goals and parallels sustainable initiatives of remediation stakeholders across the US. Therefore, a Division-wide knowledge-base will be pursued. The Petroleum Remediation Program anticipates The Petroleum Remediation Program anticipates incorporation of GSR 2 practices and policy by the end of Program-specific guidance will follow and ultimately, Division-wide policy.
