9 EGYPT-JAPAN UNIVERSITYOF SCIENCE AND TECHNOLOGY, E-JUST ARTICLE-1 E-JUST VISION: To be a world class university in science and technology based on best Japanese higher education practices. ARTICLE-2 E-JUST MISSION: To become a role model university for graduate education, research and innovation in Egypt by nurturing the Japanese educational standards, policies, and systems. To converge all the needed efforts to make the EJUST academic degrees recognized internationally. To contribute to enhance and improve the existing human resource s in Egypt and the region by providing quality learning. To promote and support the establishment of entrepreneurship, technical and commercial ties between Japanese industries and organi zations, and their counterparts in countries and regions which are served by E-JUST. ARTICLE-3 E-JUST OBJECTIVES: To implement state of the art educational systems based on Japanese academic concepts founded on Laboratory Based Learning, Project Based and Problem Based learning. To introduce modern and advanced interdisciplinary academic programs. To establish Centers of Excellence for basic and applied research related to community, industry and the environment. To promote multidisciplinary team work skills. To build partnerships with key Japanese academic and research institutions as well as industrial companies for conducting applied research, exposing the students and faculty E-JUST Graduate Bylaws November,

10 to real life research activities, and getting acquainted with the Japanese systems know how and technology. To build strong interaction mechanisms with the local and regional industries. ARTICLE-4 ENGINEERING SCHOOLS AND GRADUATE DEPARTMENTS The university in its first phase is constituted of three engineering schools, which include eight graduate departments of multidisciplinary engineering specializations, namely: 1. School of Electronics, Communications and Computer Engineering: a. Department of Electronics and Communications Engineering b. Department of Computer Science and Engineering 2. School of Innovative Design Engineering: a. Department of Mechatronics and Robotics Engineering. b. Department of Industrial Engineering and Systems Management. c. Department of Materials Science and Engineering 3. School of Energy,Environment, and Chemicals and Petrochemicals Engineering a. Department of Energy Resources Engineering. b. Department of Chemicals and Petrochemicals Engineering ARTICLE-5 DEGREES AWARDED The university (E-JUST), upon the recommendations of Education and Academic Affairs Council, grants the Master of Science (M. Sc.) and Doctor of Philosophy (Ph.D.) degrees for B.Sc. Engineering graduates in the following specializations: 1. Electronics and Communications Engineering 2. Computer Science and Engineering 3. 11 ARTICLE-6 8. Chemical and Petrochemicals Engineering ACADEMIC SEMESTERS AND REGISTRATION 1. The academic year is divided into three semesters: The fall semester starts at the beginning of the fourth week of September and continues for 15 weeks, excluding mid-term and final examinations. The spring semester starts at the beginning of the third week of February and continues for 15 weeks, excluding mid-term and final examinations. The summer semester, which is a condensed semester, starts at the beginning of the first week of July and continues for 6 weeks, excluding mid-term and final examinations. 2. The registration for any degree should take place during the two weeks preceding each semester, after satisfying all registration requirements and the payment of tuition fees approved by the University Council. ARTICLE-7 GENERAL ADMISSION REQUIREMENTS To register for a M. Sc. degree in one of the fields cited in Article-5, the student must possess a Bachelor degree in Engineering, in the field of specialization. His degree should be obtained from an Egyptian university or any other academic institution (in Egypt or abroad) recognized by the Supreme Council of Universities (SCU) in Egypt. To register for a Ph. D. degree in one of the fields cited in Article-5, the student must possess a M.Sc. degree in Engineering, in the field of specialization. His degree should be obtained from an Egyptian university or any other academic institution (in Egypt or abroad) recognized by the Supreme Council of Universities (SCU) in Egypt. 1. The student should complete and submit to the registration office, all required documents determined by the Education and Academic Affairs Council. 3. 12 ARTICLE-8 TUITION FEES 1. The University Council determines the tuition fees early March annually. 2. The student pays the tuition fees at the beginning of the Fall and Spring semesters 3. The student enrolled in a program and intended to withdraw from the program, cannot regain the tuition fees that he has paid 4. In case the student requests a study extension period, he/she should pay the tuition fees at the beginning of this period. ARTICLE-9 ACADEMIC ADVISOR The respective Department Council assigns an academic advisor (will be a member of supervision committee) of the rank of professor or associate professor, for each graduate student. The academic advisor will be responsible for: Advising the student during his course work Helping the student to select the elective courses relevant to the field he wishes to study. Recommending to the related Department Council (for its approval) any additional complementary courses that, in the opinion of the academic advisor, the student has to take. ARTICLE-10 STUDY SYSTEM The study in the graduate programs is in credit hours. The regulations and requirements are indicated in Articles -11 through -15. ARTICLE-11 GRADUATE COURSES 1. A credit hour of any graduate course is equivalent to contact hours of 50 minutes weekly in the case of the fall and spring semesters, and of 125 minutes weekly in the case of the summer semester. 13 2. In fall and spring semesters the student can register up to 15 credit hours and no less than 6 credit hours. 3. In summer semester the student can register up to 6 credit hours. 4. The graduate courses are divided into: Courses of 500- level for M.Sc. students. Courses of 600-level for Ph.D. students. Courses of level, for project and /or research nature courses for M. Sc. and Ph. D. students. Courses of 800-Level for M.Sc. Thesis and Ph.D. Thesis. 5. The M. Sc. Student may select 600-level courses of up to 6 credit hours, provided their prerequisites are fulfilled. 6. The Ph. D. Student may select 500-level courses of up to 6 credit hours, provided these courses have not been already studied in his M.Sc. ARTICLE-12 COURSE ADD/ DROP/ WITHDRAW 1. The student can add and/or drop courses during the first two weeks of a semester 2. The student is allowed to withdraw from a course during the first eight weeks of the Fall and Spring semesters and during the first three weeks of the Summer semester ARTICLE-13 COURSE ATTENDANCE The student is not allowed to attend the final exam of a course unless he attended at least 75% of the study hours of each course. In this case, the student will be considered as Forced Withdrawn and the course will appear in his certificate as (FW), and will not be accounted in calculating the CGPA. The Grade Point Average (GPA) and the corresponding grade for each course taken by the student are calculated according to the table shown below. 2. The total grade points of a course is calculated as its GPA multiplied by the number of credit hours of that course 3. The student is not allowed to withdraw from a course after the eighth week in a full semester and after the third week of the summer semester. 5. The student will receive a grade I (Incomplete), if he cannot complete the entire course requirements for conditions beyond his control. The student must have completed at least 70% of these requirements. In this case, the course instructor has to sign a designated form and handle it to the respective Department Council. 16 should be evaluated before the end of the tenth week of the next academic semester and his grade will be modified from I to the new grade. During this period, if the student is not able to complete the course requirements, an FW grade will be assigned to the course in the student transcript and it will not be accounted in calculating the CGPA. 6. The student is allowed to re-register in a failed course and/or any other passed course to improve his CGPA for one time only per course. ARTICLE-16 COURSE EVALUATION Each course is evaluated according to the following guidelines: 1. 30% to 50% of the total marks of the course are assigned to the final written examination % of the total marks of the course is assigned to a mid-term written examination 3. 30% to 50% of the total marks of the course are assigned to other semester activities such as assignments, small projects, presentations, etc. 4. The written examinations of the 700-level courses can be replaced with an oral/experimental examination. 5. The examinations should be conducted inside the premises of the university. 17 ARTICLE -17 MASTER OF SCIENCE DEGREE REGULATIONS ADMISSION REQUIREMENTS Students are accepted for registration in the M.Sc. programs according to the following regulations: 1. The student should hold a Bachelor degree in Engineering in the field of specialization, as detailed in each program, with a CGPA of at least 2.5 (on GPA-scale of 4.0). If a CGPA score is not available, an equivalent cumulative percentage of at least 75% is considered. 2. Students whose native languages are other than English, are required to submit official evidence of English language proficiency. The standardized English test that student may take is the International" Test of English as a Foreign Language (TOEFL)", valid on the date of the application of the applicant (maximum two years) TOEFL ibt Score of at least 79 or Academic IELTS 6.5 (or equivalent tests) is required for admission. 3. The student should pass successfully all entrance examinations and interviews before admission to the program. 4. The student is required to pay the predetermined tuition fees approved by the University Council or he should be supported by a scholarship or a grant. ARTICLE -18 STUDY LENGTH The student can complete the Master program study and obtain the degree in a period of two academic years and of no more than three academic years. ARTICLE -19 DEGREE REQUIREMENTS 1. To obtain a Master degree, the student is required to complete a total of 36 credit hours including 18 credit hours for the course work and 18 credit hours for the Thesis. 2. A minimum GPA of 2.5 (Grade C+) in each course and a minimum CGPA of 3.0 (Grade B) in all the course-work, are required. E-JUST Graduate Bylaws November,

18 3. Publishing at least one original paper as a first author in a specialized international journal (paper acceptance is sufficient), or in a specialized international conference approved by the School Council (oral presentation by the student is a must), is a prerequisite condition for holding the public seminar. 4. A TOEFL ibt Score of at least 79 or Academic IELTS 6.5 (or equivalent tests) is a prerequisite condition for holding the public seminar. 5. Academic Honesty: The functioning of an academic community depends on the integrity of all of its members. E-JUST values truthfulness, respect for the property of others, and honesty in academic work. Violations of the ethical values may result in a grade penalty and/or disciplinary action. ARTICLE-20 COURSE CREDIT TRANSFER The respective Department Council can allow the M.Sc. student to transfer up to 6 credithour courses in addition to 3 credits for equivalent Lab Based L earning / Project Based Learning (LBL/PBL) course that he earned during his study in an equivalent specialized program in another University/Institute. The student should have grade B at least in each transferred course. The transferred courses must have equivalent counterparts in the respective M.Sc. program. These courses will not be included in calculating the CGPA f or the student and will just be pointed out in the student transcripts as transferred courses and will be accounted for the credit hour requirements. ARTICLE-21 SUPERVISION COMMITTEE 1. A supervision committee is suggested by the Department Council after student s registration, and is officially approved by the Education and Academic Affairs Council. 2. The supervision committee consists of at least two faculty members; one of them must be of the rank of professor or associate professor. The main supervisor is the most senior member of the supervision committee. In general, the supervision committee consists from: Main Supervisor: E-JUST Full time professor or associate professor Co- Supervisor(s): E-JUST faculty and adjunct faculty E-JUST Graduate Bylaws November,

19 Advisor: Professor from E-JUST or any other university/industry expert 3. The role of the supervision committee is to approve the Thesis research topic and plan, and provide guidance to the student throughout his Thesis work. 4. The respective Department Council may recommend to the Education and Academic Affairs Council addition of a specialized professor/expert from other institution or organization to the supervision committee. 5. Upon a request from the main supervisor and recommendation of the Department Council, the Education and Academic Affairs Council may amend the supervision committee by addition or removal or both, no later than one and a half year from registration, except for the case when a supervisor leaves E-JUST. 6. In every academic year, the main supervisor should submit two "Biannual Progress Reports" on the student s research work progress. The main supervisor can recommend either the continuation of the student s enrollment, putting student under probation, or termination of student's enrollment. The progress report should be approved by the School Council and submitted to the Registrar office for regular procedures. ARTICLE-22 THESIS EXAMINATION COMMITTEE 1. Before appointing the Thesis examination committee, the M.Sc. student should conduct a public seminar on his Thesis research results and findings. 2. To form the Thesis examination committee, the main supervisor submits the following documents to the respective Department Council: A report on the legibility of the Thesis for defense, including the achieved publications. A proposal for the Thesis examination committee. A draft of the Thesis. 3. Upon the request of the main supervisor and a recommendation from the respective Department Council, the Education and Academic Affairs Council appoints a committee to judge and publicly discuss the Thesis. The committee consists of no more than two supervisors; one of them is the main supervisor, both accounting for a single vote, and at least two external members from outside EJUST that must be of the rank of at least associate professor or PhD-holder industrial expert matching at least E-JUST Graduate Bylaws November,

20 associate professor level, with suitable publications record and one from outside E- JUST. (Adjunct faculty member is not eligible). The Thesis examination committee is headed by the most senior member of the committee. 4. If the individual reports from the Thesis examination committee members are positive and in favor of the Thesis, the following actions are taken: a. The Department Council sets a date for the Thesis defense based on the request of the main supervisor. b. The Thesis defense is carried out in the set date with the presence of all members of Thesis examination committee. If two members from the supervision committee are nominated in the Thesis examination committee, the Thesis defense can be held in the presence of only one of them. 5. After holding the Thesis examination, the Thesis examination committee submits to the respective Department Council a collective report on the Thesis. If the collective report comes in favor of the Thesis, it should include a statement indicating that the Thesis examination committee recommends granting the student the M.Sc. degree in the field of specialization. The Thesis evaluation has no grade; only it s granting will be pointed out in the final certificate. 6. The Thesis examination committee may recommend that the Thesis be returned to the student to fix whatever deficiency it contains. In case of a major deficiency discovered in the Thesis, the examination committee may grant a period of no more than three months to the student to finish what he was asked to do. At the end of that period, the student defends the Thesis before the same Thesis examination committee. 7. When the Thesis examination committee rejects the Thesis, the collective report must contain the reasons for such a recommendation. 8. Based on the recommendations of the Thesis examination committee and the respective Department Council, the Education and Academic Affairs Council recommends to the University Council granting the student the M.Sc. degree in the field of specialization, or terminating his enrollment. 21 ARTICLE-23 ENROLMENT TERMINATION AND RE-REGISTRATION The respective Department Council recommends to the Education and Academic Affairs Council the student s enrolment termination when: 1. The student requests to withdraw from the program. 2. The student does not settle his tuition fees according to the university rules. 3. The student interrupts or shows lack of seriousness in his study, based on a report from the main supervisor and approved by Department Council. 4. The student violates academic ethics, by cheating or other misconducts, based on a report from the main supervisor and approved by Department Council. 5. The student gets grade D (GPA = 1.0) or less in two or more courses. 6. The student shows an inability to fulfill the conditions stated in the Article The student exceeds the legal period of registration; three academic years. 8. The Thesis examination committee rejects the Thesis. 9. The student, whose enrollments terminated in any M.Sc. program, cannot re-register in the same program or in any other program before one academic year from the date of termination. The student, upon an approval of the respective Department Council can transfer 6 - credit hours at most, conforming Article-19, from courses taken in the previous enrollment. 22 DOCTOR OF PHILOSOPHY DEGREE REGULATIONS ARTICLE-24 ADMISSION REQUIREMENTS Students are accepted for registration in the Ph. D. programs according to the following regulations: 1. The student should hold a M.Sc. degree (Thesis Based) in the field of specialization 2. Students whose native languages are other than English, are required to submit official evidence of English language proficiency. The standardized English test that a student may take is the International "Test of English as a Foreign Language, valid on the date of the application of the applicant (maximum two years) TOEFL ibt Score of at least 79 or Academic IELTS 6.5 (or equivalent tests) is required for admission. 3. The student should pass successfully all entrance examinations and interviews before admission to the program. 4. The student is required to pay the predetermined tuition fees approved by the University Council or he should be supported by a scholarship or a grant. ARTICLE-25 STUDY LENGTH The student can complete the Ph. D. program study and obtain the degree in a period of three academic years and of no more than five academic years. ARTICLE-26 DEGREE REQUIREMENTS 1. To obtain a Ph. D. degree, the student is required to complete a total of 48 credit hours including 18 credit hours for the course work and 30 credit hours for the Thesis. 2. A minimum GPA of 2.5 in each course and a minimum CGPA of 3.0 in all the course work, are required. 3. The Ph.D. student, before registering in the Thesis -work, should submit and defend a Thesis Research Protocol. E-JUST Graduate Bylaws November,

Be the first author of at least two original papers as a first author, two original journal papers published or accepted, or in the field where conference rating is globally accepted, one original journal paper and one conference paper which is regarded to be equivalent to a journal paper (paper oral presentation by the student is a must). 5. A TOEFL ibt Score of at least 79 or Academic IELTS 6.5 (or equivalent tests) is a prerequisite condition for holding the public seminar. 6. Academic Honesty: The functioning of an academic community depends on the integrity of all of its members. E-JUST values truthfulness, respect for the property of others, and honesty in academic work. Violations of the ethical values may result in a grade penalty and/or disciplinary action. ARTICLE-27 COURSE CREDIT TRANSFER The respective Department Council allows Course Waiving up to 6 credit hour courses for the Ph.D. student who had obtained his MSc Degree from EJUST. The Respective Department Council can allow the Ph.D. student to transfer up to 6 credithour courses that he earned during his study in an equivalent non-complete program in another University. The student should have grade B, at least, in each transferred course. The transferred courses must have equivalent counterparts in the respective Ph.D. program. ARTICLE-28 SUPERVISION COMMITTEE 1. A supervision committee is suggested by the Department Council after student s registration, and is officially approved by the Education and Academic Affairs Council. 2. The supervision committee consists of at least two faculty members, one of them must be of the rank of professor or associate professor. The main supervisor is the most senior member of the supervision committee. The role of the committee is to advise student to select his Thesis research topic and prepare the Thesis research protocol, and thereafter to provide guidance to the student throughout his Thesis research work. 4. The respective Department Council may recommend to the Education and Academic Affairs Council addition of a specialized professor/expert from other institution or organization to the supervision committee. 5. Upon a request from the main supervisor and recommendation of the Department Council, the Education and Academic Affairs Council may amend the supervision committee by addition or removal or both, no later than two years from registration, except for the case when a supervisor leaves E-JUST. 6. In every academic year, the main supervisor should submit two "Biannual Progress Reports" on the student s research work progress. The main supervisor can recommend either the continuation of the student s enrollment, putting student under probation, or termination of student's enrollment. The progress report should be approved by the School Council and submitted to the Registrar office for regular procedures. ARTICLE-29 THESIS RESEARCH PROTOCOL 1. After the student fulfills course work requirements and upon the request of the main supervisor, the respective Department Council assigns a "Qualifying Examination Committee" to approve the "Thesis Research Protocol" submitted by the Ph.D. student. 2. The "Qualifying Examination Committee" is consisting of a minimum of three and a maximum of five professors or associate professors; one of them is the main supervisor. 3. 25 ARTICLE-30 THESIS EXAMINATION COMMITTEE 1. Before appointing the Thesis examination committee, the Ph.D. student should conduct a public seminar on his Thesis research results and findings. 2. To form the Thesis examination committee, the main supervisor submits the following documents to the respective Department Council: A report on legibility of the Thesis for defense including the achieved publications. Proposal of the Thesis examination committee. A draft of the Thesis. 3. Upon the request of the main supervisor and a recommendation from the respective Department Council, the Education and Academic Affairs Council appoints a committee to judge and publicly discuss the Thesis. The committee consists of no more than two supervisors; one of them is the main supervisor, both accounting for a single vote, and at least two external members, from outside E-just (preferably international) that must be of the rank of full professor. (Adjunct faculty member is not eligible). The Thesis examination committee is headed by the most senior member of the committee. 4. If the individual reports from the Thesis examination committee members are positive and in favor of the Thesis, the following actions are taken: a. The Department Council sets a date for the Thesis defense based on the request of the main supervisor. b. The Thesis defense is carried out in the set date with the presence of all members of Thesis examination committee. If two members from the supervision committee are nominated in the Thesis examination committee, the Thesis defense can be held in the presence of only one of them. 5. After holding the Thesis examination, the Thesis examination committee submits to the respective Department Council a collective report on the Thesis. If the collective report comes in favor of the Thesis, it should include a statement indicating that the Thesis examination committee recommends granting the student the Ph.D. degree in the field of specialization. 26 6. The Thesis examination committee may recommend that the Thesis be returned to the student to fix whatever deficiency it contains. In case of a major deficiency discovered in the Thesis, the Thesis examination committee may grant a period of no more than three months to the student to finish what he was asked to do. At the end of that period, the student defends the Thesis before the same Thesis examination committee. 7. When the Thesis examination committee rejects the Thesis, the collective report must contain the reasons for such a recommendation. 8. Based on the recommendations of the Thesis examination committee and the respective Department Council, the Education and Academic Affairs Council recommends to the University Council granting the student the Ph.D. degree in the field of specialization, or terminating his enrollment. ARTICLE-31 ENROLLMENT TERMINATION AND RE-REGISTRATION The respective Department Council recommends to the Education and Academic Affairs Council the student s enrolment termination when: 1. The student requests to withdraw from the program. 2. The student does not settle his tuition fees according to the university rules. 3. The student interrupts or shows lack of seriousness in his study, based on a report from the main supervisor and approved by the Department Council. 4. The student violates academic ethics, by cheating or other misconducts, based on a report from the main supervisor approved by the Department Council. 5. The student gets grade D (GPA = 1.0) or less in two or more courses. The student shows an inability to fulfill the conditions stated in the Article The student exceeds the legal period of registration; five academic years. 7. The Thesis examination committee rejects the Thesis. The student, whose enrollments terminated in any Ph.D. program, cannot re-register in the same program or in any other program before one academic year from the date of termination. The student, upon an approval of the respective Department Council can transfer 6 credit hours at most, conforming Article-27, from courses taken in the previous enrollment.
