10 RECP: Africa and Europe joins forces to promote Renewable Energy Africa-EU Renewable Energy Cooperation Programme (RECP) integral part of the Africa- EU Energy Partnership (AEEP) Overall Objectives of the Programme Accelerate use of RE in Africa Make Africa a prime destination for RE investments Foster private sector cooperation between Africa and EU Increase energy security and contribute to access Foster long-term RE partnership between Africa and EU RECP Implementation framework Timeframe: Three-year Start-up Phase ( ) Political guidance provided by the Joint Experts Group (JEG) Scope: all renewables, with focus of the programme on meso-scale level (MWs not GWs) 10
11 RECP Start-up Phase Component A (EUEI PDF): Management, Coordination & Monitoring Development of RECP Strategy 2020, Communications, M&E Component B (EUEI PDF): Support to Renewable Energy Policies & Development of Markets Development of regional and national renewable energy policy guidelines and strategies, with partner organisations to create enabling environment for renewable energy Piloting the use/adaptation of regional policy guidelines in selected countries Component C (AFD): Capacity Development for Project Preparation & Mobilisation of Financing Training of financial institutions in renewable energy financing options Identification of potential short-term renewable energy and energy efficiency projects Potential Additional Component: Research & Higher Education (Kick-off financing anticipated) To support training of next generation of African renewable energy professionals by enhancing research and teaching capacity in collaboration with European universities 11

13 Action Area 1: Policy Advisory Services Objective Create a conducive policy/regulatory environment for renewable energy to develop markets and stimulate investments Based on experiences from the Start-up Phase, activities will include Reviews of existing policy environments and policy instruments incl. identification of gaps Support development of national and regional renewable energy policies Development of renewable energy scenarios incl. support to energy planning as well as the design of legislation, or specific policy instruments (e.g. feed-in tariffs, quotas, etc.) Dialogue events to exchange experience between European and African decision makers, parliamentarians, utilities, etc. 13
14 Action Area 2: Private Sector Cooperation Objective Stimulate private sector cooperation between African and European businesses and support technology and knowledge transfer; highlight market opportunities Activities will include Technology-oriented market studies/reports Informing and alerting African and European businesses about opportunities Technology Roadshows and Trade missions in Africa and Europe Support capacity building for private sector 14
15 Action Area 3: Project Preparation & Flagship Investment Projects Objective Bring renewable energy projects to bankability through a project preparation facility Facilitate financing of strategically important Flagship Investment Projects Activities will include Technical assistance for project preparation Guidance on project structuring, institutional arrangements Elaboration of technical concepts Business development services (commercial, legal, etc) Regulatory frameworks (e.g. PPAs) Possibly early-stage risk financing Preparation of bankable proposals Financial assistance for specific projects ( multi-million scale) e.g. in the form of loans, gaurantees, partial equity finance 15
16 Action Area 4: Technology, Innovation, and Capacity Development Objective Enhance RE research capacity and output in Africa Train the next generation of energy professionals Activities will include Support applied RE research programmes(e.g. resource mapping) Facilitate the establishment of partnerships between African and European research institutes (incl. exchanges) Strengthen/Establish vocational training structures for RE (e.g. curriculum development, train the trainers, etc.) Strengthen higher education (e.g. Masters programmes on engineering and policy level) Strengthen/Establish executive education programmes (e.g. through short courses) 16
