11 Permitting Process Determine if a permit is necessary, Prepare permit application package, AQMD review and comment period, Authority to Construct (ATC), Installation/Construction (What is allowed?), Source testing (if required), AQMD Inspection & Permit to Operate (PTO)
12 Design and Construction Management (DCM) and EH&S roles DCM: During the project design/construction phase, please notify EH&S for unit specification review, regulatory review and location recommendations. Follow DCM Air Permitting Standard Operating Procedures EH&S: Perform regulatory review of specifications Prepare permit application package Submit permit application package to the AQMD Work with the AQMD to answer any questions they may have.

14 Permitting Pitfalls Permit application information must match up exactly to the equipment s nameplate (i.e. BHP, BTUs, model numbers, etc.). Air Toxic Control Measure (ATCM) for particulate matter in diesel engines. Avoid add-on controls and source testing. Timeframe to obtain ATC Equipment cannot be constructed/installed until ATC is issued.
15 Emission Reduction Credits (ERCs) What are ERCs? Cost to Purchase from Campus bank NOx=$15,000 per ton CO=$2,000 per ton VOC=$12,000 per ton SOx=$4,000 per ton PM10=$15,000 per ton
16 Asbestos ATCM for Construction, Grading, Quarrying and Surface Mining Operations 17 CCR State Asbestos Air Toxic Control Measure (adopted July, 2001). Trigger: large earthmoving activities in known Naturally Occurring Asbestos (NOA) soils, greater than 1 acre in size, require the preparation and implementation of an asbestos dust mitigation plan.
17 Asbestos ATCM for Construction, Grading, Quarrying and Surface Mining Operations Campus soils are considered low risk for NOA; however, the campus is located in an area that has been historically influenced by deposition of alluvial materials containing concentrated veins of naturally occurring asbestos. Standard practice - perform soil sampling on campus prior to large earth moving activities (>1 acre in size) to ascertain if there is the potential for NOA material.
