2 PAKISTAN & MEAs Pakistan is party to following chemicals related conventions: Basel Convention on the Control of Transboundary Movement of Hazardous waste and their Disposal Rotterdam Convention on Prior Informed Consent procedure for Certain Hazardous Chemicals and Pesticides in International Trade Stockholm Convention on POPs. Facts Sheet Pakistan signed the Stockholm Convention on POPs on 6th December, 2001 and ratified it on 17 th April Pakistan Signed Basel Convention in 1992 and ratified it on
3 STATUS OF ENVIRONMENT Pakistan has taken a number of steps for the protection and conservation of environment during the past couple of decades which include various institutional arrangements like; Constitution of the Pakistan Environmental Protection Council (PEPC) headed by the Prime Minister of Pakistan is the highest forum responsible for strategic policy decision in environment and sustainable development Establishment of Federal & Provincial Environmental Protection Agencies (EPA), Enacted the Pakistan Environmental Protection Act Status of PCBs in Pakistan PCBs-Requirement of Stockholm Convention: a. The Convention Bans production of PCBs immediately. b. It gives parties until 2025 to phase out use of equipment containing PCBs. c. The recovered PCBs must be treated and eliminated by Status In Pakistan: a. Not produced in Pakistan b. New type of transformers and capacitors do not use PCBs, hence there is no need to import PCBs. c. At present we do not have adequate technology to destroy PCBs, but we may be able to develop this capacity by
4 Transformer Oil in Pakistan Transformers installed: Oil in Transformers: 82.89MKg Damaged Transformers: Oil in damaged Transformers: 66.14MKg Status of UPOPs in Pakistan UPOPs-Requirement of Stockholm Convention The convention requires the parties to develop an action plan (with in 2 years after ratification) to identify characteristics and address the release of UPOPs. Status In Pakistan 1. Not produced intentionally for any industrial, agricultural or domestic use. 2. Pakistan has already developed NIP. 3. BATs and BEPs are required for minimization of emission of these POPs which Pakistan need to acquire as soon as possible. 4. At present Pakistan does not have adequate laboratory facilities to measure emissions of UPOPs. 4
5 UPOPs Emissions in Pakistan The estimated total Emissions of UPOPs during 2003 in Pakistan were g (TEQ)/year ENVIRONMENT- LEGAL FRAMEWORK Pakistan Environmental Protection Act 1997 focuses on; a. Protection, conservation, rehabilitation and improvement of environment b. Prevention and control of pollution c. Promotion of sustainable development. d. Control of hazardous waste and Hazardous Substances. Hospital Waste Management Rules 2005 Hazardous Substance Rules has been drafted and will be approved shortly Prepared and enforcing NEQS for monitoring of the industrial and other environment pollution. Incorporated environmental concerns in government policies and requirement of the process of EIA/IEE in the development schemes. 5
6 CHEMICAL MANAGEMENT Government of Pakistan has made significant efforts to establish and improve the national infrastructure for the management of chemicals. 1. Established NTACC to review and evaluates concerns of industrial chemicals and take appropriate decisions. 2. FBR is managing Import / Export control system of chemicals pesticides under RC have been banned/restricted 4. Decisions regarding various industrial chemicals are under consideration in NTACC. CHEMICAL MANAGEMENT (Contd ) A National Disaster Management Authority (NDMA) has also been established for Emergency Coordination in case of chemical disaster in the country, and is being assisted by Ministries of Industries, Foreign Affairs, Environment, Commerce and FBR. The matters related to pesticides are being managed by MINFAL. 6
7 Chemicals Management in Pakistan (Activities/Projects) Inventories on sources of PCBs, Dioxins, Furans and POPs pesticides have been developed in accordance with guidelines of Stockholm Convention on POPs NIP for SC on POPs has been developed Kasur Tannery Pollution Control Project (KTPCP) (Treating M 3 tannery waste water of 237 leather industries). Cleaner Production Center (CPC-Sialkot) for introducing CP technologies and chrome recovery plant. Chemicals Management in Pakistan (Activities/Projects) Individual waste water treatment plants are working in different industries like Textile, Dairy, Paper and Pulp etc. UNITAR Pilot Project ( ) for SAICM Implementation in Pakistan to Develop and integrated National Programme for sound management of chemicals and waste. Mercury Inventory Pilot Project (2008) has been successfully completed. Mercury Waste Project is in progress. 7
8 SC NIP- PAKISTAN,S OBJECTIVES To build national capacities in POPs management (Human resources and infrastructure). To raise stakeholders awareness on POPs hazards and management. To minimize risks on environment and human health from POPs. To promote environmentally sound disposal of POPs wastes. To promote POPs networking. To strengthen legal framework & enforcement mechanisms. To promote research and development of alternatives to POPs. To develop mechanisms for promoting proper management of stockpiles and the contaminated sites. Issues Technical / human resources capacity constraints do exist. Lack of networking information for making decision on pesticides and industrial chemicals. Lack of opportunities for individual and institutional capacity to implement obligations of chemicals related conventions. There is no effective infrastructure for monitoring and reporting of chemicals hazards. There is no consolidated database on the status of hazardous chemicals usage, manufacture, formulation and import. 8
