6 2.3-Needs for developing & updating a proper PCB inventory-1 Incomplete and unreliable PCBs Inventory Only estimated information based on the application of the basic assumptions without enough testing work The cross-contamination between electric equipment during their maintenance was ignored or over estimated Each country differs in its methodological approach for the completion of its inventory Limited Scope of PCB Inventory focus only on the electric equipments, especially the big transformers, because of the limitation of time and resources. sensitive locations including non-industrial populated premises, such as hospital & school small distribution units had been ignored in most of the countries 6
7 2.4-Needs for developing & updating a proper PCB inventory-2 Weak awareness of PCB the management of PCBs containing oil and equipment in most of the developing countries is poor and there is little awareness on the dangers posed by PCBs, poor management and personnel protection the capacity of electric companies and local authorities need to be enhanced for routine monitoring of PCB levels in transformer oil, soils, water and human blood Continuing information usage on the PCBs shall also be one of the priorities of NIP in relation to PCBs Lack of stakeholder participation stakeholders and especially industry show little or no interest to participate in the identification process the responsibility on PCB equipment management and high cost of PCB disposal without any assistance from the authorities makes the owners of PCB unhappy for the inventory work stakeholder do not understand their role in the inventory process or the person contacted is a low-level officer. Government ministries in developing countries often have only few multidisciplinary staff and it is difficult to have a person solely dedicated to such an inventory project. 7

10 3.2 Awareness Raising and Training What are PCBs? Where are they found? How do they affect humans and the environment? What are the state s obligations under the Stockholm Convention with respect to POPs, labeling, appropriate personal protective equipment and disposal? Awareness raising could be used to engage the stakeholder organizations and the general public in the form of a public information campaign focusing on the basic PCBs knowledge. 10
11 3.3 Regulatory prerequisites management of district storage facilities for obsolete PCBs equipment and hazardous wastes; management of abandoned storehouses and contaminated sites; import/export and transboundary transportation of obsolete pesticides and PCBs; procedures for assessment of new pesticides and pesticides currently in use against POPs criteria; regulation on statistical reporting on POPs pesticides and PCBs wastes, products, installations and PCBs-contaminated sites; instruction for management of PCBs-contaminated power equipment; instruction on storage and management of PCBs wastes; recommendations for safe usage of PCBs materials; instruction on field and laboratory identification of PCBs content in dielectric oils and other materials; instruction on performing PCBs inventories and identification of contaminated sites; instruction on transportation of oils, equipment and other PCBs-contaminated materials; instruction on disposal of PCBs-contaminated oils and PCBs-contaminated power equipment; instruction on refilling the power equipment; instruction for labeling of PCBs-containing equipment; and regulation on POPs management control. 11
