At national level: Head national chemicals and general and hazardous waste management Supervised and mentored 10 technical staff Led the solid waste management legislative reform in Zambia and supervised the national solid waste management strategy Led the national legislative reform for the pesticides and industrial chemicals Facilitated the establishment national frameworks including stakeholder coordination mechanisms for the management of chemicals and waste Page 1 of 6
2 He provided leadership in the successful prosecution of local authority in Zambia for poor waste management Encouraged and strengthened through training, the participation of public interest groups such as women into environmental management related issues Refined license approval systems and established new systems for efficient provision of evidence based advisory services to government and industry on waste management and EIA regulations Coordinated the development of Zambian Landfill Site Selection and Management Technical Guidelines Technical advisor: the export of over 400 tonnes hazardous waste to Denmark and South Africa Supervised a multi-stakeholder group on the development of the Zambia Regulations on Extended Product Responsibility Led a multi-disciplinary stakeholder technical working group on the development of the Zambian Standard on Carrier Bags and Flat Bags Managed a multi-disciplinary stakeholder technical working group on the development of the Zambian Standard on the Management of waste oil Spearheaded the development of the national technical guidelines on the Sound Management of Health Care Waste in Zambia Supervised the development and publishing of the Technical Guidelines on the Minimum Specifications for Health Care Waste Incineration in Zambia At regional and international level: He has been a negotiator on chemicals and hazardous waste leading a team of negotiators to the Basel, Stockholm and Rotterdam conventions by development conference room papers and draft decisions and agreements including the 2013 Geneva Statement on the Sound Management of Chemicals and Waste. In his current position he continues to spearhead the strategic direction for all the 23 English speaking African countries that fall under the mandate of the Africa Institute through and the development of training needs and drafting of position papers for international meetings and also sourcing funds for implementation of the obligations under various conventions in the member countries. James continuously leads in the giving direction by organizing events of regional and international nature and ensuring the set objectives of all such events are met. At national level, he ensured his departmental work plans were in line with the strategic goals and objectives of the institution by providing the needed leadership to his team. He keenly was involved in staff recruitment, continuous assessment and appraisal of his staff thus ensuring high levels of productivity from each member of this team. Some of these staff that were under his leadership are now occupying senior positions in both national and international organizations. At the African institute, he is part of a team that developments board papers for the Africa Institute highest making body, the Council. The background papers so development for Council and the recommendations therein have been the basis for the successful turnaround of the Africa Institute. This he does through the Page 2 of 6
3 interpretation of the Africa Institute strategic plan for of which he played a critical role in its formulation. James has horned his strategic leadership stature by working in a dynamic multi-cultural and multidisciplinary environment. Gender mainstreaming in all activities undertaken has been a key ingredient in his leadership. PROJECT MANAGEMENT James has over 8 years experience in managing national and international projects including the supervision of consultants and other stakeholders. Among the projects he has managed are: The SADC PCB PPG Project Developing of the project preparation grant and developing of the full project Finish Support project for capacity building for the Africa Institute Capacity building project on National reporting under the Rotterdam convention for 8 selected countries Preparation of the full project document for the South African PCB Project Mining projects including Quarrying and Open Cast Extraction Energy projects including Service stations Solar, Bio-fuels and Coal mining projects Communication and Transportation and Electrical Infrastructure projects Dams, Rivers and Water Resource and Urban Development and Housing projects Forestry Related Nature Conservation Activities; Agriculture e.g. Herbicide residue analysis in soils along rail lines Processing and Manufacturing Industry e.g. Milling plants; ginnery and Leather tanning projects Waste Disposal e.g. Construction and operation of an engineered sanitary landfill and recycling As the Projects Coordinator at the Africa Institute, he is currently management 5 projects with a combined budget of 5 million USD over the next 3 years. The cover countries including South Africa, Lesotho, Swaziland, Namibia, Botswana, Zimbabwe, Zambia, Kenya, Congo Brazzaville, Burundi, Central African Republic and Uganda. The projects including the hiring of consultants, trainings and development of national and regional plans related to the Basel, Stockholm, Rotterdam and Minamata Conventions. Part of the function of project management has been the strict adherence use of financial resources and meeting of set timelines as set out by the donor agencies including the Global Environmental Fund, Finish, Swiss and Swedish Governments. Strong interpersonal skills that James has developed over the years has proven very useful in this regard. Page 3 of 6
4 EXPERIENCE WITH MULTILATERAL ENVIRONMENTAL AGREEMENTS As head of General and hazardous waste in Zambia for 5 years, James was exposed to a full spectrum of multilateral environmental agreements (MEAs) particularly those related to chemicals and hazardous waste. He was the focal point for the country for the Basel Convention and the chief government advisor and negotiator at regional and international meetings In the 15 years of interacting with MEAs, James has forged a pool of networks worldwide that has served him and the institutions he has worked for well His interacted with other UN agencies, Basel and Stockholm Regional Centres and regional bodies including UNIDO, UNITAR, WHO, FAO, SAICM, ILO,UNDP, IETC and regional bodies like SADC, COMESA, ECOWAS and the EU As a result of his excellent diplomacy skill and his rich experience in dealing with MEAs, he was elected in 2013 (for a 2 year period) as the African Region Representative and Vice President to the United Nations Basel Convention on the Transboundary Movement of Hazardous Waste. The continent also elected him, in the same year as the African Region Representative and Vice President to the United Nations Basel Convention on the Transboundary Movement of Hazardous Waste 8 th Open Ended Working Group James has presented various papers at both national, regional and international meetings including the conference of the parties to the Basel, Rotterdam and Stockholm Conventions, Minamata Convention, Montreal and Kyoto Protocols James continues to be a skilful negotiator and diplomat on MEAs in his current position at the Africa Institute WORK EXPERIENCE 2013 Present Africa Institute for the Environmentally Sound Management of Hazardous and other wastes (Basel Convention Regional Training Centre for all English speaking African Countries) Projects Coordinator To manage and coordinate the implementation of programmes of the Africa Institute in the English Speaking African Countries and beyond the region through: a) Managing service providers/consultants for various projects of the Africa Institute including preparing contracts and project cooperation agreements b) Developing and monitoring project implementation plans c) Coordinating and engaging with National, Regional and International stakeholders d) Reviewing project outputs and making recommendations to the Africa Institute Council e) Developing project proposals and business plans for fund-raising purposes f) Liaising with all National and International partners involved in project implementation g) Convening and facilitating meetings, training workshops, field missions for experts and consultants in the region h) Liaising with internal and external providers and other interested stakeholders Page 4 of 6
5 i) Preparing reports on the implementation of projects in line with the Africa Institute strategic plan j) Preparing financial and technical progress reports of projects to Africa Institute Council and donors k) Participating in the overall reporting of the Africa Institute l) Representing the Africa Institute in regional and International meetings and workshops as appropriate Zambia Environmental Management Agency Head General and Hazardous Waste Management - Senior Environmental Inspector Coordinate, supervise and oversee a team of Inspectors and over 500 industrial and business operations in Zambia. Developed standards and regulations for sound environmental management, enforcement and prosecution of environmental pollution and issued permits and licenses to facilities meeting set environmental practices.
