2 Standard Practice for NTPEP Evaluation of Erosion Control Products (ECP) and Sediment Retention Devices (SRD) AASHTO Designation: ECP SCOPE 1.1 This standard practice covers the requirements and testing criteria for the National Transportation Product Evaluation Program (NTPEP) evaluation of erosion control products (ECP) and sediment retention devices (SRD). Common references in this document are, rolled erosion control products (RECP) which includes turf reinforcement mats (TRM), and hydraulically applied or hydraulic erosion control products (HECP). The National Transportation Product Evaluation Program (NTPEP) serves the member departments of the American Association of State Highway and Transportation Officials (AASHTO). 1.2 The results of this program may be used for product quality verification and design performance values by individual member Departments. If used for quality verification, a letter of certification from the erosion control products and/or sediment retention device (ECP/SRDs) manufacturer indicating testing was conducted by NTPEP that supports published values may be required by member Departments. 1.3 The values generated from the Index and Bench-Scale test protocols referred to in this plan are intended for use in conformance only. These values should not be used to design a project or installation. The bench scale tests are currently index tests and do not reflect actual site and / or field conditions. Large scale testing following ASTM D and D referred to in this plan are tests that set design values to be used by member Departments. 1.4 This standard practice may involve hazardous materials, operations, and equipment. It does not purport to address all safety problems associated with its use. It is the responsibility of the user of this standard practice to establish the appropriate safety and health practices and determine the applicability of regulatory limitations prior to use. 2. PRODUCT REQUIREMENTS 3.1 The manufacturer will submit an electronic Product Evaluation Form (epefe) to the NTPEP Manager through DataMine ( For each product submitted the manufacturer will be asked to provide product literature, MARV or product typical values, a quality plan, MSDS information, installation instructions, and payment of testing fees. 3.2 The Quality Plan submitted shall, at a minimum, include: raw material control, production quality control, equipment calibration, and personnel training. 4. SAMPLING PROTOCOL 4.1 The manufacturer/supplier shall work with the NTPEP Lead Member to schedule testing. The lead state contact person will make arrangements to have the products sampled in accordance with the NTPEP erosion sampling protocol. 4.2 All marked samples shall be labeled to show the manufacturer s product code, manufacturer and type of material and shall be shipped by and at the manufacturer s expense via a carrier with a freight tracking system to the NTPEP testing laboratory. Samples shall be labeled by the manufacturer with the testing center s reference number. Samples shall be shipped to the NTPEP contracted testing laboratory as indicated by the Lead State. 5. LARGE SCALE TESTING EROSION CONTROL PRODUCTS 6.1 Optional Large Scale ASTM Tests for Rolled and Hydraulically Applied Erosion Control Products Test Method ASTM D ASTM D Property Tested (Title of Test) Standard Test Method for Determination of Rolled Erosion Control Product (RECP) Performance in Protecting Hillslopes from Rainfall- Induced Erosion Standard Test Method for Determination of Rolled Erosion Control Product (RECP) in Performance in Protecting Earthen Channels from Stormwater-Induced Erosion For RECPs, standard index tests shall be run on a single sample cut from one of the sample rolls received for testing, including Thickness (ASTM D 6525), Mass per Unit Area (ASTM D 6475 for ECBs; ASTM D 6566 for TRMs), Tensile Strength (ASTM D 6818), and Light Penetration (ASTM D 6567). Additionally, Water Absorption (ASTM D 1117) will be run on temporary RECPs and Density/Specific Gravity (ASTM D 792) will be measured on TRMs. Mass per unit area will be performed on each RECP roll received. For HECPs, index tests: Tensile Strength (ASTM D 6818 modified), Tensile Elongation (ASTM D 6818 modified), Thickness (ASTM D 6525 modified), Light Penetration (ASTM 6567 modified), Water Absorption (ASTM D 1117/ ECTC Tasc 00197), Mass/Unit Area (ASTM D 6566 modified) and an infrared spectrum reading on one bale or bag of material. Excess variability or substantial variance from published values shall be grounds for rejecting the samples as determined by the lead state ASTM D and ASTM D will be modified by the inclusion of hydraulically applied products (HECPs). Test will be conducted on a single soil type, loam Three replicate test plots (slopes or channels) will be tested using standard procedures. The product will be installed in accordance with manufacturer's directions over bare soil. For rolled erosion control products (RECPs) a different roll will be used for each replicate channel. For hydraulically applied erosion control products (HECPs) at least three bales or bags of material will be mixed at one time to spray all three replicate channels For any additional test plots (slopes or channels) as defined in section product material will be obtained as follows: RECPs will require additional sampling coordinated through AASHTO NTPEP and HECPs will be supplied from material retained at the AASHTO laboratory. 6.2 Large Scale Slope Testing Total soil loss and the associated actual rainfall depth measured during the testing are the principal data sources used to determine the performance of the product tested. The rainfall depth is converted into an R-Factor and the total soil loss is converted into soil loss per acre as typically used in the Revised Universal Soil Loss Equation (RUSLE) of the USDA-ARS Agricultural handbook 703. While the test procedure ASTM D section allows a test to be stopped in the event of catastrophic soil loss, as determined by the lab, AASHTO NTPEP will continue beyond catastrophic slope failure in order to obtain data for the full test time. If catastrophic slope failure (i.e. large, sudden soil loss from sloughing) occurs, soil loss and associated rainfall prior to the catastrophic event will be measured and recorded separately from that occurring after. This procedure in the event of catastrophic failure will produce a total of 12 data points instead of the normal 9 points.

7 6.2.2 RUSLE C-Factors (USDA-ARS Agricultural handbook 703) are then calculated as the ratio of the soil loss for the protected condition to the soil loss for the control condition at common R-Factors for these data points. These points are for plotting a normalized graph of cumulative R-Factor versus C-Factor (R factor = total kinetic energy of the storm (E) times its maximum 30-minute Intensity (I)). The normalized cumulative R-Factor calculated for the target test events: 2 in/hr for 20 minutes + 4 in/hr for 20 minutes + 6 in/hr for 20 minutes, is R = 231. The C-Factor associated with this specific "target" R-Factor along with the equation for the best fit regression line are reported. This normalized result facilitates product-to-product comparison of test results at a common point of the storm event. 6.3 Large Scale Channel Testing If a combined unvegetated/vegetated test condition is chosen as an option, the vegetated test protocol is outlined in of ASTM D channels will be tested. 3 replicate channels will have an unvegetated state while the 2 remaining channels will have the same vegetation type and seeding rate but a different growing period (i.e. 1.5 and 12 months). In all cases the product will be installed in accordance with manufacturer's directions, including use of soil filling and mulch. A prescribed seed and seed rate (tall fescue at 500 seeds per square feet) and standardized watering and fertilizing schedule, along with HEC15 recommendations for measuring and maintaining vegetation will be followed. A curve showing performance as a function of time will be developed. Percent vegetation will be recorded prior to each event. 7. LARGE SCALE TESTING OF SEDIMENT RETENTION DEVICES 7.1 Optional Large Scale ASTM Tests for Sediment Retention Products. Testing shall include UV Resistance (ASTM D4355), Permeability (ASTM D4491), Tear Strength (ASTM D4533), Tensile Strength (ASTM D4632), Apparent Opening Size AOS (ASTM D4751), Mass per Unit Area (ASTM D5261), and Puncture Strength (ASTM D6241). Mass per unit area will be performed on each SRD roll/unit received. Excess variability or substantial variance from published values shall be grounds for rejecting the samples as determined by the lead state and/or the manufacturer. If rejected, new samples will be taken to ensure uniform representation of material per the manufacture s published values The product will be installed in accordance with manufacturer's directions over bare soil.

8 7.1.3 Sandy Clay according to National Resources Conservation Service (NRCS) Soil Texture Calculator will be use as the test soil. 7.2 Large Scale Perimeter Control Sediment Barrier TM11340 will be modified and follow the Georgia Soil and Water Conservation Commission s Protocol. Modifications are as follows: Test plots will be at a 3:1 slope. Rainfall will follow ASTM D6459 with a 2, 4, and 6 in/hr with 20 minute duration per event ASTM D 7351, Standard Test Method for Determination of Sediment Retention Device Effectiveness in Sheet Flow Applications modified to present soil concentration in the test water of 1.2 %. 7.3 Large Scale Inlet Protection Testing The large-scale inlet testing of these materials/devices shall be performed in accordance with ASTM D 7351, Standard Test Method for Determination of Sediment Retention Device Effectiveness in Sheet Flow Applications modified to present the flow to an area inlet. Soil concentration in the test water shall be 1.2 %. 7.4 Large Scale Channel Check Structure Testing The large scale channel structure testing shall be performed in accordance with ASTM D 7208, Determination of Temporary Ditch Check Performance in Protecting Earthen Channels from Stormwater-Induced Erosion. Changes to test protocol from the standard will be: One bare soil channel test for each product tested at each target flow will conducted. These bare soil tests shall be conducted annually per stockpile or at any change in the tested stockpile material. Changes to stockpiles would include addition of or replacement of material, contamination resulting in a gradation change, significant erosion removing fines resulting in a gradation change The target flows shall be 0.5, 1.0 and 2.0 cfs for 30 minutes 7.5 ASTM D5141, Test Method for Determining Filtering Efficiency and Flow Rate of the Filtration Component of a Sediment Retention Device Whereas ASTM D requires that only one sediment-laden flow of water be introduced through the fabric after the initial clear water flow, this work plan shall require that the test be run in triplicate. The same sample of fabric will be retained in the device, but the flow rate and filtering efficiency shall be sampled for each of 3 (three) sediment-laden flows after the initial clear water flow. All data from the clear water flow and the 3 sediment-laden flows will be reported, as will the average flow rate and filtering efficiency of the 3 sediment-laden flows. Experience has shown that flow rate is decreased over the 3 sediment laden flows and filtering efficiency slightly increases Sediment-laden flow shall be released carefully so as not to induce excessive turbulence of water behind the fabric. The fabric shall be secured so that the flow is through the fabric only, not under or around it. 8. EVALUATION FACILITY REQUIREMENTS To ensure accuracy and precision in lab testing and field evaluation data collection, the following controls have been instituted in this standard practice. 8.1 Testing shall be performed by the NTPEP contracted laboratory.

9 8.2 The laboratory shall be an accredited laboratory through the Geosynthetic Accreditation Institute Laboratory Accreditation Program located at the Geosynthetic Institute in Folsom, PA. 9. EVALUATION RESULTS AND DATA 9.1 Test result data will be compiled and made available to all participating states and testing companies through the AASHTO/NTPEP DataMine. This report will include data only. No judgment as to a product s acceptability will be made in this report. End user participants will establish individual criteria for product acceptability. 9.2 The final report issued by the technical committee shall contain the test data generated by the contracted NTPEP laboratory(s). 9.3 Test results will be reported to the NTPEP Manager electronically or in the web-based data base, DataMine as follows. Once the data is reported to the manager, he will forward each manufacturer s data for their review. When the manufacturer reviews and accepts the data, the NTPEP manager will release the data to the public through DataMine. 9.4 DataMine This data base can be accessed through the AASHTO//NTPEP web site link at EVALUATION FREQUENCY 10.1 Index and Bench Scale Testing Program: Following the initial testing and data release of a product, index and bench scale must be re-tested on an every-three-year cycle to remain published. Testing following ASTM D and ASTM D will remain listed as long as the cyclical test cycle shows that products do not have values that significantly vary from reported values Large Scale Testing of Erosion Control Products is noncyclical and are stand alone tests which are complimentary to products listed in the Index and Bench Scale Program Large Scale Testing of Sediment Retention Devices is cyclical in the manner that tests may be on a lot by lot basis. Tests may stand alone as a single test or as multiples, as needed or requested by states. In no case will tests from ASTM D5141 and ASTM D 7351-modified for inlet protection be averaged within multiple submittals of materials. 11. 10 Stage 7 Report/Data Release Bench Scale Results (Website) 0 Report/Data Release Large Scale Results TEST REPORT AND REVIEW/TEST RESULT APPEALS 12.1 The submitting organization may appeal the results of the testing program in accordance with the following. Written appeal to the AASHTO technical committee liaison to be reviewed and ruled upon by the technical committee. In case of a dispute that cannot be resolved within the technical committee, appendix F of the Information and Operations Guide shall govern. This is available at %202012%20Revision%20NTPEP%20Information%20and%20Operations%20Guide.pdf 12.2 Index and Bench Scale Laboratory Evaluations Re-testing of the materials from the index and bench scale test program will be performed by NTPEP lab only on the original sample received for testing. No additional sample material will be sampled for re-testing. Retesting requests are to be on individual index properties or bench scale test results. These requests shall be justified by the manufacture with historical data or certified quality control data on the production lot from which the original sample was taken. Prior to retest, the manufacturer/supplier making the appeal shall submit a fee to NTPEP to cover the costs of re-testing in accordance with NTPEP ECP Fees. Should the results of the re-test up-hold the appeal, the fee shall be reimbursed to the submitting organization. Upon agreement between the organization appealing the test results and the lead state, either the original or re-test data shall be published for the individual index value or bench scale property retested. This policy is based upon the concept of material quality assurance or verification. The sample randomly taken represents the manufacturer s current material quality regardless of value. Retesting is to only confirm results from the AASHTO NTPEP laboratory Large Scale Testing of Erosion Control Products The manufacturer or NTPEP has the ability to request re-sampling of the product prior to Large Scale testing. This is based on the index testing associated with the large scale product sample if values vary greatly from published MARV/ typical index values. This is independent of the Index and Bench Scale program. The index values from samples is for large scale tests only and are to ensure that the product is representative of the manufacturer s published MARV/typical values. A written request to the NTPEP technical committee manager will be submitted for review of justification provided by the manufacturer The manufacturer also has the ability to witness the installation and approve or disapprove of the installation. The NTPEP laboratory will provide the manufacturer notice of application 5 business days prior to application of the product via of the submitters documented contact in DataMine. The inability of the manufacturer to comply with this schedule will not halt the AASHTO NTPEP Laboratory testing schedule. If the manufacturer has declined to witness installation by either no response, not being on site, or direct response that their presence is not needed the submitter has forfeited their right to request re-installation or re-application of their product on test plots. This however does not restrict the AASHTO laboratory from reinstalling material based upon their discretion. Prior to any reapplication of material to a test bed per the submitters request the manufacturer will provide evidence of a misapplication to the NTPEP technical committee manager. If the lead state deems the installation compliant to the manufacturers published installation values and procedures, re-application will be subject to a fee

11 based on the NTPEP laboratory s time and material to remove and replace the test soil and product. HECP tests are to be conducted when the material is dry to the touch, or within 24 hours of application whichever is greater. Any extension of drying time prior to testing is at the sole discretion of the AASHTO laboratory and only for the purpose of creating dry to the touch conditions Once the testing has commenced all submitters are no longer allowed on site nor are privy to any data prior to the review of the draft report. Test results may be withdrawn if the submitting organization submits a written request to the program manager. Test reports will indicate the product s withdrawn. Retesting of the product or a close approximation of the product, within this program is not allowed once a product has been categorized as withdrawn. This is based upon the need to test typical material on a standard installation to produce the design level soil loss results. The submitter, in lieu of withdrawing, may supplement the test with three additional test plots for a fee as indicated on the NTPEP ECP Fee Sheet. Payment must be received prior to any testing. Test results will be added to the pool of data already present and a new trend line will be plotted for determination of performance Large Scale Testing of Sediment Retention Devices Re-testing of the materials from ASTM D5141 and ASTM D7351, modified for inlet protection will be performed by NTPEP lab only on the original sample received for testing. No additional sample material will be sampled for re-testing. Retesting requests are to be on individual index properties or bench scale test results. These requests shall be justified by the manufacture with historical data or certified quality control data on the production lot from which the original sample was taken. The NTPEP laboratory will provide the manufacturer notice of application 5 business days prior to application of the product via of the submitters documented contact in DataMine. The inability of the manufacturer to comply with this schedule will not halt the AASHTO NTPEP Laboratory testing schedule. If the manufacturer has declined to witness the installation by either no response, not being on site, or direct response that their presence is not needed, the submitter has forfeited their right to request re-installation or re-application of their product on the test plots. This however does not restrict the AASHTO laboratory from reinstalling material based upon their discretion. Prior to any reapplication of material to a test bed per the submitters request the manufacturer will provide evidence of a misapplication to the NTPEP technical committee manager. If the lead state deems the installation compliant to the

12 manufacturers published installation values and procedures, re-application will be subject to a fee based on the NTPEP laboratory s time and material to remove and replace the test soil and the product Once the testing has commenced, all submitters are no longer allowed on site nor are they privy to any data prior to the review of the draft report. Test results may be withdrawn if the submitting organization submits a written request to the program manager. Test reports will indicate the product s withdrawal. Retesting of the product or a close approximation of the product, within this program is not allowed once a product has been categorized as withdrawn. This is based upon the need to test typical material on a standard installation to produce the design level results. The submitter, in lieu of withdrawing a product, may supplement the test with three additional test plots for a fee as indicated on the NTPEP ECP Fee Sheet. Payment must be received prior to any testing. Test results will be added to the pool of data already present and a new trend line will be plotted for determination of performance or a new average value will be calculated. 13.
