2 1. Issue ISO14001 certification requires the Executive Team to review NRW s EMS and make decisions about its appropriateness, adequacy and success on a regular basis. This paper is the required annual review and structured to aid Executive Team make risk-based decisions, targeting their involvement and for NRW to meet the ISO14001 standard requirements in the future. Recommendations for Executive Team are in Section 7 (page 6). 2. Summary In March 2014, NRW attained ISO14001 certification following external audits by LRQA. We have retained accreditation following LRQA surveillance visits in September 2014 and March A key next step for NRW is to embed EMS into the culture of the organisation and the day job of all our staff. This includes NRW Leaders reviewing their risks, performance and compliance regularly and to engage staff appropriately and proportionally with EMS. The EMS Implementation Team (EMSIT) is using tools such as Yammer as well as new EMS inductions and awareness training and workshops with Directorate Leadership Teams to help embed EMS throughout NRW. 3. 3 3.2 EMS Objectives and Targets Review 2014/15 OT1401 OT1402 Objective: Target: Actual: Reduce our carbon footprint Embed our EMS into the culture of the organisation Reduce Natural Resources Wales Carbon Dioxide emissions by 5% based on 2013/14 data Establish regional EMS committees to report performance quarterly 8% carbon reduction in 2014/15 compared with 2013/14 buildings and travel data. Quarterly EMS performance reports have been published for directorates throughout 2014/15. Regional EMS groups have been set up. Deliver leadership workshops to all directorates 7 of 8 EMS leadership workshops have been delivered to executive directors and their teams. OT1403 Integrate environmental, social and economic factors into our procurement activity Deliver EMS awareness training to staff Develop and publish a sustainable procurement strategy Apply sustainability risk assessment (SRA) tool to new contracts over 25K 30% of all NRW staff have received targeted specific EMS training. Training linked to compliance obligations and significant impacts. (Waste, pollution, procurement & chemical storage.) Head of procurement has developed a new strategy, this is currently being translated prior to publishing. SRA applied to all relevant contracts > 25K. Procurement team provide quarterly reports to EMS team. OT1404 Be an engaging and transparent organisation for our EMS stakeholders Comply with the NRW timber procurement policy Engage stakeholders and publish an annual sustainability performance report and our core EMS documentation Compliance with the timber procurement policy has been checked as part of the internal EMS audit programme. 100% compliance with the policy of sites assessed. Corporate Environmental Report published In Annex 1 (Page 84) of the NRW Annual Report & Accounts 2013/14 0n 21 August Core EMS documentation is available on the NRW website. 4 3.3 Internal EMS Audits The internal audit programme raised fifty nonconformities of which thirty-four were related to our legal and other compliance obligations. (See Annex 2) Issues relating, to waste documentation, waste exemption registration and environmental permits have now been resolved ensuring compliance with the following environmental legislation; Hazardous Waste Regulations 2005, List of Waste (Wales) Regulations 2005, Environmental Permitting Regulations 2010 and the Waste Regulations In 2015/16 Flood Risk Management Scheme sites and forestry operations will also be included in the internal EMS audit programme. 3.4 Corrective and Preventative Actions The external LRQA ISO1401 certification audits have raised fifteen minor nonconformity reports during three surveillance visits in March 2014, September 2014 and March The following eleven nonconformities have been closed off following root cause analysis and corrective and preventative actions; the EMS regulatory register, close out of internal audit findings, emergency preparedness at sites, pollution incident review, evaluation of compliance at Crosshands, induction training at Porthmadog and operational control issues at Monmouth, Ty Cambria, Llanelli Laboratory and Maerdy Hatchery. The following issues remain open but are on track to be resolved before the next surveillance visit in October 2015; EMS training to be delivered to all staff and to ensure that related training records are generated by October 2015 IMS, fuel and chemical stores at Llwyn Brain to be inspected and refurbished EMS audits of Flood Risk Management Schemes to be included as part of internal audit schedule Root cause analysis and management review to be formalised for Flood Risk Management Scheme audit findings Environmental incident reporting: Thirty-eight environmental incidents relating to NRW (or our contractors) have been reported and eleven near misses Of the thirty-eight environmental incidents, thirty were related to forestry operations. These are not reviewed as part of our EMS as they are currently outside of our EMS scope. However we do record basic details of these incidents in the EMS incident log. 5 The remaining eight non-forestry incidents were reviewed as part of our EMS and are subject to a formal close out procedure (i.e. actions identified from the reviews are being tracked to completion). Of the thirty-eight incident reports one incident was found to be serious according to the incident classification scheme NRW uses for environmental incidents Our EMS incident procedure focuses on reviewing and learning from environmental incidents Where incidents occur related to the scope of our EMS, we review the root cause of these to prevent similar incidents in future 4. Communications including Complaints 4 complaints have been received in relation to the EMS these have been responded to and closed out. 8 external communications were received relating to the EMS all were responded to within 1 week of receipt. They were related to NRW environmental performance (ENDS report, NRW air travel) and providing guidance on EMS related issues. 5. Changing circumstances From 1 April 2015, all remaining forestry operations (WSO, Civil & WHaM) will be integrated within the scope of the EMS. The Internal Drainage Board site at Pye Corner will also be within scope of the EMS from that date. The following sites are no longer within the scope of the EMS; Plas Penrhos office, Cardiff Bay office, Pembroke Dock office, Llangattock depot and Maerdy hatchery. As reflected in our register of environmental legislation. The law relating to us has also changed this year, including the Infrastructure Act and revisions to the CDM Regulations. The ISO14001 standard has been reviewed and updated, the new standard is due to be published in September The new standard puts greater emphasis on top management leadership and commitment, specifically; Top management shall demonstrate leadership and commitment with respect to the EMS by: taking accountability for the effectiveness of the EMS ensuring that the environmental policy and environmental objectives are established and compatible with the strategic direction and the context of the organisation EMS Management Review 2015/16 Page 5 of 9
6 ensuring the integration of the EMS requirements into the organisations business processes ensuring that the resources needed for the EMS are available communicating the importance of effective environmental management and of conforming to the EMS requirements ensuring the EMS achieves its intended outcomes directing and supporting persons to contribute to the effectiveness of the EMS promoting continual improvement supporting other relevant management roles to demonstrate their leadership as it applies to their areas of responsibility 6. Follow up actions from previous meetings Quarterly EMS performance reports were established in 2014/15, these will be rolled out to operational teams in 2015/16. There is now an EMS objective and target to integrate all remaining forestry operations (WSO, Civil & WHaM) within the scope of the EMS in 2015/ Recommendations for improvement Executive Team Environmental Policy Statement: Recommendation: The Environmental Policy Statement is still valid and should remain unchanged for 2015/16. (See Annex 1) EMS Awareness Training: Recommendation: EMS awareness training to be mandatory for all staff in 2015/16. EMS Management Review 2015/16 Page 6 of 9
