2 MONITORING OF MUNICIPAL COMMITMENTS The Ville de Montréal undertook to carry out 117 commitments categorized under the 37 actions set out in the Montréal Community Sustainable Development Plan (the Plan). The progress it has made in each of the Plan s orientations is indicated as follows: the progress bars define the average percentage of municipal commitments achieved; and the graphs show the status of the commitments at a glance. 5 MONITORING OF OBJECTIVES 1 REDUCE MONTRÉAL S GREENHOUSE GAS EMISSIONS BY 30% BY 2020, COMPARED TO 1990 Between 1990 and 2009, the Montréal community s total GHG emissions decreased by 6%. 2 ACHIEVE THE CANADA-WIDE STANDARD FOR AMBIENT FINE PARTICULATE MATTER CONCENTRATION (30 µg/m³) BY 2020 The average annual concentration of fine particulate matter in 2011 and 2012 exceeded the Canada-wide standard of 30 µg/m 3. 3 REDUCE NET MIGRATION FROM MONTRÉAL TO THE SUBURBS BY 25% BY 2012, FOCUSING PRIMARILY ON THE 25 TO 44 AGE GROUP OF MONTREALERS WHO MOVE OUT OF THE CITY EACH YEAR The late results for this objective, which has now expired, indicate that migration to the suburbs dropped by 15%, from -24,188 residents ( ) to -20,675 residents ( ). 4 REDUCE PRODUCTION OF DRINKING WATER BY 15% BY 2015, COMPARED TO 2000 Between 2000 and 2012, the production of drinking water for the agglomeration of Montréal was reduced by 10%. 5 IMPROVE THE QUALITY OF RUNOFF WATER THAT FLOWS INTO WATERCOURSES Non-quantified objective. 6 RECOVER 80% OF ORGANIC AND RECYCLABLE WASTE, HOSEHOLD HAZARDOUS WASTE (HHW), CONSTRUCTION, RENOVATION AND DEMOLITION (CRD) WASTE AND BULKY REFUSE BY 2019, IN ACCORDANCE WITH THE WASTE MANAGEMENT MASTER PLAN FOR THE AGGLOMERATION OF MONTRÉAL In 2012, the total recovery rate for the agglomeration of Montréal was 40%. 7 TURN MONTRÉAL INTO A NORTH AMERICAN LEADER IN THE CLEAN TECHNOLOGY AND ENVIRONMENTAL SECTOR BY 2020 Non-quantified objective. 8 INCREASE THE NUMBER OF ENVIRONMENTAL CERTIFICATIONS OR THE MEMBERSHIP OF VOLUNTARY ENVIRONMENTAL PROGRAMS BY 30% IN MONTRÉAL BY 2020, COMPARED TO 2010 The witness certifications identified in the Plan globally increased by 48%. 6 MONTRÉAL S APPROACH Since the Ville de Montréal signed the Déclaration de principe de la collectivité montréalaise en matière de développement durable (Statement of principle of the Montréal community on sustainable development) in 2003, it has been working in partnership with numerous organizations that have taken up the challenge of sustainable development. At the end of 2013, the Plan had 215 partners. The Plan sets out 37 main actions that are broken down into a number of commitments. The city and its partners track the progress they make on these commitments, and publish their results in a report every two years. PARTNER PARTICIPATION IN THE PLAN TO REDUCE GREENHOUSE GAS EMISSIONS By subscribing to the Plan, partner organizations have made a commitment to take concrete measures. For this report, only information on greenhouse gas (GHG) emissions was gathered. Partners carried out promising initiatives to reduce GHG emissions, and 16% of partners developed a reduction plan. THE PARTNERS NETWORK The Partners network is a forum conducive to communicating and discussing, with a mission to mobilizing partners that are committed to achieving the Plan s objectives and raising its profile among the Montréal community. The Network is led by the Conseil régional de l environnement de Montréal, the Conférence régionale des élus and Ville de Montréal s Division du développement durable. In 2012 and 2013, 13 events were organized, including the Gala de reconnaissance en environnement et développement durable. These gatherings enabled partners to obtain and share information on issues related to the actions outlined in the Plan. LOCAL SUSTAINABLE DEVELOPMENT PLANS To ensure that the actions defined in the Corporate Sustainable Development Plan are deployed consistently throughout the urban agglomeration, Montréal s boroughs and related municipalities were invited to prepare their own local sustainable development plans. Of the city s 19 boroughs, 12 have implemented a local sustainable development plan and 7 have initiated a process towards this end. Of the Urban Agglomeration of Montréal s 14 related municipalities, 4 have adopted a local sustainable development plan and 6 have initiated a process towards this end. MONTRÉAL S CORPORATE SUSTAINABLE DEVELOPMENT PLAN The municipal administration adopted an internal plan to make sustainable development central to its operations. That plan, the Corporate Sustainable Development Plan , is complementary to the Montréal Community Sustainable Development Plan It defines the measures to be taken to enable the city to achieve sustainable development internally. 1 Integrate sustainable development in the plans, policies, programs and major projects conducted by the Montréal municipal administration Progress: 43% Progress: 60% 2 Integrate sustainable development in management practices, through eco-responsible initiatives.
