2 Session Overview Many scholars have noted that development administration is relevant only in the developing economies. This is because, these countries rather than the developed countries need to modernize their administrative system and design mechanisms for instigating their economic development. Hence, there has been an attempt to explain development administration in two distinctive ways. This session discusses the value and dimensions of development administration. Slide 2

4 TOPIC ONE DEFINITION OF DEVELOPMENT ADMINISTRATION Slide 4
5 Definition of Development Administration Defining development administration is a difficult exercise. Hence we see the many definitions scholars have given about the term. It is about carrying planned changes in the economy or capital infrastructure and to a lesser extent, in the social services (Montgomery, 1966). It is about establishing machinery for planning economic growth and mobilization and allocation of resources to expand national income (Fainsod, 1963). Slide 5
6 Definition of Development Administration (cont d) It is the process of guiding an organization towards the achievement of progressive political, economic and social objectives that are authoritatively determined (Weidner, 1964). It is concerned primarily with the task and processes of formulating and implementing plans, policies, programs and projects (Stone, 1966). Slide 6
7 Definition of Development Administration (cont d) It is the administration of policies, programs and projects to serve development purposes (Gant, 1979). It refers to the administration of development programs, the methods used by large-scale organizations (governments) to implement policies, plans designed to meet their developmental objectives (Riggs, 1964). 9 Scope of Development Administration It refers to those changes in public administration, which are needed to carry out policies, projects, and programs to improve social and economic conditions (Gant, 2006). The essence of DA lies in its capacity to bring about change in the structure and behavior of different administrative institutions to develop an acceptance for change and to create system which can sustain change and improve the capacity of institutions to change. 10 Scope of Development Administration (cont d) The essence of DA is to bring about change through integrated, organized and properly directed governmental action (Gant, 2006). It is action-oriented and goal-oriented administrative system. It is largely concerned with maximizing innovation (change to bring about modernity) for development. Slide 10
11 Scope of Development Administration (cont d) The purpose of DA is to stimulate and facilitate defined program of social and economic progress. It is concerned with attitudinal change for development. It emphasizes sustainable development an approach to development that is sensitive to the needs of present and future generations. Slide 11
