The purpose of ebix is to advance, develop and standardize the use of electronic information exchange for the European (downstream) energy market Speak the language of ICT (Information and Communication Technology) Make standards independent of syntax and communication Contact and coordination with other e-business standardisation organisations Define exchange of administrative data between DSO, Suppliers, Balance Responsible etc. Follow the rules of the EU Respect local market rules and solutions, i.e. make it possible to adapt to new standards Base the work on voluntary participation, keeping the budget to a minimum 3

5 Challenges ebix members come from various countries with different stages of liberalization and regulation Belgium, Germany, Netherlands, Sweden, Denmark, Norway, Slovenia, (Switzerland) The rules and organization of deregulation differs between countries In several countries there are regulations requiring the usage of the ebix standard In some countries it is the TSO that has the responsibility to facilitate a wellfunctioning market including to describe the national usage of ebix In some countries it is the national business organization describes the national usage of ebix Complex and rapidly changing business processes Huge data volumes New players with new responsibilities
6 Solution ebix and national regulation Foundation of ebix work: Business requirements harmonised amongst members (work partly done together with Eurelectric and ENTSO-E). Business requirements are used for the ebix UML (Unified Modeling Language) model. ebix UML model (and methodology) is open for national customisation thereby allowing national regulation to be included as a national shell around the harmonised European core of the model National Requirements National time limits ebix Model National Legislation etc.

8 Solution The Harmonised Role Model (HRM) Developed by ebix, EFET, ENTSO-E It covers the electricity wholesale and retail markets Harmonization of vocabulary and definition of terms Identification of roles and domains
9 Solution The Harmonised Role Model (HRM) A role defines external interfaces managed by a party. A single party may assume multiple roles. Roles can t be shared. The role model identifies roles and domains used in information interchange. The role model permits processes to be analyzed within the context of identified roles and not within the context of parties/ actors. New roles can easily be added (if not yet available). The role model allows to harmonize the responsibilities of national energy market players The role model enables people to use a common language in the development of information interchange
10 Solution ebix methodology and technology Standards international and open standards are the prerequisite for European developments Modelling XML all ebix work is based on standards UML modelling is the core of ebix work; exchange formats (XMLschema and EDIFACT) are derived from the model exchange data is created from internationally standardised re-usable Core Components (UN/CEFACT) XML has become the main syntax (at the moment) Web services new developments often require web service technology (for example technical rules for smart meter in Germany
11 International trends Smart energy system Renewables and decentralised generation Short cycles for nomination-allocation with increased information exchange as a consequence process Increasing interdependency up- and downstream parts of the energy market Increasing interdependency Gas & Electricity market regulation Efficient and transparent framework for data exchange (privacy!) Introduction of renewables and decentralised production will even more require standards for information exchange
12 Competition ebix recommendations can push competition on the energy market because: harmonizing process descriptions with other countries reduces the risk of regulators imposing diverging rules. harmonization makes it easier for new parties entering the national markets harmonization of business processes and exchange formats allow for easy cross border operations simple and quick handling of processes e.g. for change of supplier or balance responsible leading to an adequate service to the customer in a liberalised market
13 Conclusion ebix syntax is open and modern (EDIFACT, XML, Web Services) ebix process descriptions are harmonized ebix process can be customized to fit national needs ebix recommendations are neutral with regard to either centralised hub implementations or decentralised many-to-many relations despite all European harmonization at the moment all downstream implementations are national more data exchange will need more (real and implemented) standards without open and harmonized process descriptions (and syntax), much duplication of effort and of software will occur
