3 History Bangladesh Employers' Federation (BEF) was registered as the national organization of the employers in The formation of BEF was a result of transition of Bangladesh Employers Association (BEA) established earlier in
4 Scope of Activities Bangladesh Employers Federation deals with a wide range of activities covering social, industrial relations, labour, employment, and economic issues. The BEF now represents all major industrial associations in the country as well as established individual enterprises.
5 Representative Character The Federation is the only representative organization of employers in the country. Represents the employers in Bangladesh under ILO s tripartite constituency of government, employers, and workers. Recognized by the National Coordination Committee on Workers Education (NCCWE), the country s apex organization of workers. Uphold the employers interest in all national/international matters concerning industrial relations issues.
6 Structure BEF is a member-driven organization. The Executive Committee is elected biennially formulates and guides the policies and activities. The Committee is assisted by 13 Sub- Committees each of which is headed by a Committee member and consists of representatives of the relevant industrial sectors. The Secretariat, headed by the Secretary- General, who is the CEO and responsible for implementing the decisions under the supervision of the Executive Committee.
7 Membership Profile 115 Ordinary Members representing individual companies. 14 Group Members representing sectorspecific industrial associations.
8 Services Advisory Services to Members on Industrial Relations. Productivity Improvement Assistance. Conduct Trainings. Labour Court Assistance. Representation at the Minimum Wages Board and at the Tripartite Consultative Committee on National Policy Issues. Consultation on labour & trade union relates activities. Limited Research & Publication.
9 Internal Development Initiatives Membership Drive: BEF aims to increase membership strength by 10% per annum during the next 3 years. For starting, we plan to hold a consultation meeting of the CEOs of the member organizations and prospective organizations for promoting the value of BEF membership among them. Based on the feedback received in this consultation meeting, BEF will prepare a sales proposition and promotional strategy to attract new members. Necessary technical assistance may be required from ILO and other international organizations.
10 Internal Development Initiatives Capacity Building Needs Assessment: BEF plans to conduct a needs assessment study for internal capacity building requirements in terms of: Personnel; Training; Logistics; and Service Delivery The resource requirement for the above will be established by the study. We plan to do this any time during 2013, subject to availability of necessary technical assistance from development partners need to be mobilized.
11 Internal Development Initiatives Assessment of Members Service Needs : BEF plans to conduct a survey among the members to identify the services and products required by the member firms and employers in general. We plan to do this any time during 2013, subject to availability of necessary technical assistance from development partners need to be mobilized. This will comprise of group discussions and structured interviews. This survey will help us expanding our scope and quality of services offered.
12 Internal Development Initiatives Expansion of Service Scope : After the said survey amongst the member-firms BEF will finalize the expansion plan for the services offered. However, BEF considers the following internal capacities to be developed in future: Lobbying services; Creation of a labor related legal services cell; Promoting CSR initiatives such as inclusion of disabled persons in the workforce We plan to initiate the expansion of our service scope any time from 2014 onwards.
13 Concluding Remarks This is a good opportunity to learn from other regional EOs on their initiatives for internal development. It would be interesting to know what the regional employers bodies, such as CAPE and SAFE have to offer in terms of technical assistance and knowledge tools. **Thank You **
