5 Purpose 1. This note provides an update on current work on indicator definitions for the European Structural and Investment Funds (ESIF) Programme It is intended to support the work on programme planning that is currently being undertaken by Local Enterprise Partnerships (LEPs) and partners. 2. At the time of publication, negotiations on the Operational Programme (OP) for all English Structural Fund programmes are continuing. Although some of the are required by the regulations, others are programme-specific. It is therefore likely that some outlined in this document will be subject to change; new ones may be added and others removed during the negotiation process. We will provide further details when these are available. Furthermore the document does not cover all the in the draft Operational Programmes. There is also a strong overlap with eligibility rules and selection criteria, which are still being developed. Finally, for some, there is a need to ensure some common definitions are used across all parts of the UK and these will have to be agreed with colleagues in Scotland, Wales and Northern Ireland. This means that the definitions contained in this note are not final, but a work in progress, on which we would very much welcome feedback. 3. Annex I and II of the ESF Regulation set out the on which data needs to be collected for every participant (for ESF and YEI respectively). Most of these are covered in this guidance note. The others will be added in future versions. Indicator Characteristics 4. In addition to recording data on each relevant, projects, or operations, may be asked to provide some basic details about the businesses and individuals they are supporting in order to support ongoing evaluation of the programme. This information will be used to identify which groups and types of organisations have received support. This data is split into two categories: Businesses Those running operations are likely to need to provide basic information about the size of the businesses they are supporting. People Whilst the regulation requires the collection of a wide range of information about every participant, it s possible that we will seek further information as part of the formal evaluation (especially about an individual s experience of and long-term benefit gained from the provision). The approach for the European Regional Development Fund (ERDF) enterprise is 5

6 still being considered. This information may be collected through survey, and evaluations. 6

7 Detailed for ERDF 1. Support for Businesses (C1) Number of enterprises receiving support Measurement Criteria : What activity can be Threshold : Number of enterprises 7 The type of support includes consultancy, information, diagnostic advice and guidance to individual businesses. This output indicator covers all size of business - sole trader, micro business, SME, large business. It includes social enterprises where these engage in economic activity. Specific calls for proposals or specific conditions may require those running operations to work with particular types of businesses. Furthermore, eligibility rules and in particular state aid rules may limit the type of businesses that may be supported. Assistance counted can include initial diagnostic and assessments, as well as any subsequent support. The method for delivering assistance can be face-to-face, telephone or web-based dialogue, through conferences, seminars, and workshops dependent on the needs of business. Assistance can include one-to-one, or one-to-many. Activities should support the operation objectives and be directed towards ultimately improving the performance of the business, or supporting the creation of a new enterprise. Support can be provided across a range of activity including: o Management/leadership support o Corporate and social responsibility o Access to new supply chains, and markets including new international markets. o Marketing o Innovation and commercialisation of R&D o Process Improvement, quality assurance. o Access to Finance Support o Direct Loans and Financial Instruments o Resource efficiency and environment management. The list above is not exclusive. Any support can be counted if this is consistent with national eligibility rules and the Operational Programme and addresses a genuine business need established through a diagnostic or other assessment. To count one instance of this indictor you must show you have provided: For Non- Financial Support:

Support claimed through hours supported record, electronic or paper, of support over the minimum threshold verified by a senior member of staff in the enterprise assisted, including time period claimed. Support claimed for direct financial support - copy of a signed loan agreement demonstrating value over minimum threshold, with a unique identifier. Information Required for Indicator Types of additional data which may provided : For businesses: details of the size of the business, Sole Trader, SME, Large Company. For individuals/sole traders, details of gender, age, disability ethnicity. This may be collected through survey and evaluation. In the majority of cases it is anticipated that this indicator will lead to C8 Employment increase in supported enterprises. In operations where this is not the case, the applicant will need to make a strong case during project appraisal for the added value and impact of funding. Business is the term commonly used in the UK; the EU equivalent term is enterprise. Q. Does the 12 hour consultancy provision include travel time and preparation time on behalf of the client or just the actual time provided by the consultant to the client? A. Travelling time is excluded; it is the actual time delivering the consultancy service to the business that can be counted. Q. Can state schools that receive support on how to manage their budgets be included in the enterprise support? A. No. State schools are not companies in terms of the definition. (C2) Number of enterprises receiving grants Number of enterprises Measurement This is a subset of the indicator on Enterprise Support. Criteria : To register support as grant, the operation must be providing the 9

Number of enterprises This is a subset of the Enterprise Supported indicator To count as non-financial support, the operation must be providing the supported business in the form of a service with no direct payment of monies. 13 (C5) Number of new enterprises supported Measurement Criteria: activity that can be Number of Enterprises When a new business is created in the Programme area or locates in the Programme area with ERDF support and starts trading. The Programme area is England. Private Sector: Includes businesses, registered charities, not for profit organisations, private individuals and Further Education or Higher Education institutions, and social enterprises (where the funding cannot be traced to a public source). The levered investment is counted when it is defrayed or spent by the operation. Sum of all the private sector investment ( m) in the operation. Any expenditure on the operation by any public or private sector funder prior to the operation being approved and contracted. Investment subsequent to the operation by other public sector and/or the private sector as this is an outcome measure Private sector organisations For each funder: name, address, contact details, status of organisation or individual and the organisation/business they represent. Gross Funds Received: Private copy of receipts for each contributor s financial contribution. Gross Funds Spent Recipient statement (signed by Finance Director) when spent and on what. Validate through the recipient accounts and primary records e.g. invoices/receipts.

15 (C5) Number of new enterprises supported (C7) Private investment matching public support to enterprises (non-grants) Measurement Criteria: activity that can be GBP [the managing authority will convert this to Euros for the purposes of reporting to the Commission] Eligible non-monetary contributions (including loans) made by individuals or organisations that add value to a operation and can be given a monetary value e.g. land or loans, donated to the operation. To be eligible for inclusion the contributions in kind must be auditable and consistent with national eligibility rules. The gross amount of direct tangible or intangible investment from the private sector or: commercial, charitable and not-for-profit organisations and private individuals. This does not include funds awarded from the National Lottery. Investment does not include operational on-going costs, such as personnel costs (ibid.). The investment must have been induced through Structural Fund assistance or financial support. Private Sector: Includes businesses, registered charities, not-for-profit organisations, private individuals and Further Education or Higher Education institutions, and social enterprises (where the funding cannot be traced to a public source). The levered investment is counted when it is defrayed or spent by the operation Sum of the all the private sector investment ( m) monetarised in-kind contributions. What activity cannot be counted Any expenditure on the operation prior to the operation being approved and contracted. Investment subsequent to the operation by other public sector and/or the private sector as this is an outcome measure. Ineligible costs or funding, as defined in the eligibility rules. 15

16 (C7) Private investment matching public support to enterprises (non-grants) Cash match, which should be counted under C6. Evidence: count this information required for Private sector organisations For each funder: name, address, contact details, status of organisation or individual and the organisation/business they represent. In-kind contributions Recipient statement (signed by Finance Director) on what was provided (people, premises, plant/equipment/ materials), its financial value (receipts/ invoices) and how it was used. Premises provided details and address of accommodation. Standard form or letter signed by Finance Director from business providing it on value of accommodation and overheads. Plant/Equipment/materials donated evidence of market value e.g. invoice/copy of receipts. (C8) Employment increase in supported enterprises Measurement Criteria : What can be Full-time equivalents A new, permanent, paid, full-time equivalent (FTE) job created as a result of activity supported by the operation. New means it should not have existed with that employer in the UK before the intervention. Permanent means it should have a life expectancy of at least one year from the point at which it is created. The indicator applies to all sizes of enterprise, but eligibility rules or operation selection criteria may restrict the scope of activity. Threshold : threshold or This indicator can be counted when : A job has existed for a year after it was created; it is created from the day the post is advertised. 16

17 (C8) Employment increase in supported enterprises minimum requirement for recording (one count) of this indictor? When the 30 hour per week threshold is reached. Part-time jobs there should be treat on a pro- rate basis. Seasonal jobs may be counted where this is normal practice for an industry. The job must exist for a minimum of four weeks per annum and is counted on a pro-rate basis. What activity can t be counted Evidence: count this Indicator? Information Required for Indicator Jobs which are created to directly deliver the operation s activities, including construction jobs, do not count as an increase in employment in supported enterprises, as these are inputs to rather than outputs of the operation. Zero hour contracts Job Created: written confirmation from senior member of staff in the supported enterprise, confirming the creation of a post within the English programme area as a result of the support provided. This should include details of the post as advertised and started, duration, and the number of hours per week. This should be produced one year after any post is created. It is likely that operations need to provide basic information about the individual they support relating to: age, gender, disability, and ethnicity. This may be collect through survey and evaluations. This indicator will result from some form of support to an Enterprise under C1. One count of enterprise supported can create a multiple of employment outputs. Q. Can a sole trader be counted as an increase in employment as well as a business created? A. No. Q. Does the type of business created make a difference to whether we can count a job as well? A. The type of business is not relevant Q Does the first job created within a business always get discounted A. The first job is not discounted all jobs can be counted. Q. Can helping individuals to obtain voluntary work count as employment and meet the criteria for this output? 17

If we train people in construction skills with the aim of them becoming selfemployed, can we count them under increase in employment? A. No. (C28) Number of enterprises supported to introduce new products to the market Measurement Criteria: activity that can be Number of Enterprises Support for : Product - when it is either at pre-launch or launched to the market Process - when it has been introduced into the business Service - when it has been introduced to the market. The indicator measures if an enterprise receives support to develop a 'new to the market' product in any of its markets. It includes process innovation as long as the process contributes to the development of the product. A product is new to the market if there is no other product available on a market that offers the same functionality, or the technology that the new product uses is fundamentally different from the technology of already existing products. Products can be tangible or intangible (incl. services and processes). Supported operations that aimed to introduce new to the markets products, but did not succeed are still counted. If a product is new both to the market and to the firm, the enterprise should also be counted as supported to introduce new to the market products as well as supported to introduce new to the firm products. Enterprises included in this indicator should also be as receiving one of grants or financial or non-financial support. The indicator applies to all sizes of enterprise, but eligibility rules or operation selection criteria may restrict the scope of activity. This is a subset of indicator C1. Operations without the aim of actually developing a product are 18

19 (C28) Number of enterprises supported to introduce new products to the market excluded. 20 (C29) Number of enterprises supported to introduce new products to the firm products. Products can be tangible or intangible (incl. services). Supported operations that aimed to introduce new to the firm products, but did not succeed are still counted. If a product is new both to the market and to the firm, the enterprise should be counted in both. Enterprises included in this indicator should also be as receiving one of grants or financial or non-financial support. While most classic innovations lead to products new both to the market and to the firm, it is possible that the product is new to the firm, but not new to the market, e.g. certain technology transfers. The indicator applies to all sizes of enterprise, but eligibility rules or operation selection criteria may restrict the scope of activity. Supporting ICT Connectivity (P1) Businesses with broadband access of at least 30mbps Measurement Criteria : activity that can be count this Information Required for Unit Cost and Bench Marking Number of businesses 21 To be added following further discussions with the European Commission. However, the indicator will be defined in a way that is consistent with state aid clearances obtained by Broadband Delivery UK (BDUK) and thus will focus on accessing infrastructure capable of download speed of at least 30mps.

Enterprise Culture (PS1) Number of potential entrepreneurs assisted to be enterprise ready Measurement Criteria: activity that can be threshold or minimum requirement for recording (one count) of this indictor? What activity cannot be Number of individuals 22 Those of working age, i.e. aged 16 and over, are counted. An individual has to receive a minimum of three hours assistance. There is no maximum level of assistance. Assistance must be focussed and reported on the following target groups: individuals currently in employment, unemployed or economically inactive with an interest in exploring alternative career pathways The assistance will involve some form of direct interaction with individuals. This may be one-to-one or, one-to-many and take the form of coaching, mentoring, and workshops constituting part of the enterprise journey. It could therefore include: Workshops and sessions to develop understanding of the issues of starting a business; Coaching and mentoring to nurture behaviours values and dispositions to support self-employment and new businesses start up; Support to explore appropriate business opportunities, for example franchise, social enterprise, building enterprise teams; Community enterprise coaching using community-based infrastructures to support people to overcome barriers and actively explore starting a business; Supporting those in employment to consider business start-ups and ownership as a career opportunity. An individual who is under 16. Individuals may be counted only once regardless of the number of activities they participate in.

Sign posting activity alone will not count as a form of assistance Individual: Name, date of birth, address, postcode. Activity: Letter or standard form signed and dated by the individual specifying what assistance they received and on what date(s). information required for Unit Cost and Bench Marking The unit of measurement is the individual (potential entrepreneur), not whether they actually go on to start a business. However, it is likely that rate of business start-up will tracked as part of operation and programme level evaluation. Working with research entities Measurement Criteria : activity that can be (C26) Number of enterprises cooperating with research entities Number of Enterprises 23 This focuses on collaborations which are about transferring good ideas, research results and skills between the knowledge base and business to enable innovative new products and services to be developed and includes: Research collaborations and free dissemination of research. Joint and long term development of new business or services.

24 (C26) Number of enterprises cooperating with research entities Formation of joint ventures and spin-out companies. Collaborations are intended to be long-term and sustained, and are distinct from Enterprise Support. Benefit can be provided to either or both parties, but must be conditional on some form of formal cooperation. Collaborations are not limited to UK or to EU based business. A collaboration must include a minimum of one enterprise and one research entity. A research entity is an organisation whose primary activity is R&D. This includes UK Public Sector Research Establishments (PSRE) or equivalents, Research and Development Organisations (RDOs), Research and Technology Organisations (RTOs), Higher Education (HEIs) and Further Education Institutions (FEIs). Collaborations are not restricted to SMEs, but must involve an enterprise within the private sector. Social enterprises can be counted. threshold or minimum requirement for recording (one count) of this indictor? What activity can t be counted count this Indicator? Collaborations are intended to be long term and sustained. A collaboration can only be counted once during the duration of a operation and should last for at least the duration of the operation. If a collaboration on a particular intervention includes work with lead and sub-contracting organisation, or multiple enterprises, each enterprise within the partnership can be counted separately. Businesses that receive assistance for the same collaboration more than on within a operation and within the time period as this would be double counting. Distribution of mail-shots and brochures (electronic or hard copy) is excluded. Activity should not be counted also as an enterprise supported. For enterprises: Name, registered address including post code, company number. If there is ambiguity in public private status, evidence of profit making indentions is required. For the collaboration: Letter or other form of agreement (e.g. a memorandum of understanding (MOU) or a contract ), which explains what each parties role is in the collaboration, including shared objective 24
