1 CAPITAL DELIVERY HUB Programme Manager Education Construction Permanent Placement Package to 67,000 Background The Education Programme manager is responsible for delivering the Council s education construction programme some 80m in 2013/14 across the following areas: Permanent Primary Expansion Bulge Primary Expansion Secondary School Expansion Academy projects Special Educational Need Expansion and rationalisation Planned and Reactive Maintenance Croydon has been awarded 63m, the largest basic need funding of any local authority, and have recently received further targeted basic need funding for a number of additional pupil places Key Attributes A very strong current or recent background (last 12 months) in managing education projects from feasibility to completion is essential. Energetic and a natural leader with excellent reporting, coaching and communication skills. Inclusive team player familiar with/ experience of Local Authority/Public Sector governance processes with excellent internal/ external stakeholder and client skills. Successful delivery track record of relevant projects from 500k up to 20m and annual programme values in excess of 30m and up to 100m. Detailed knowledge of procurement strategies and methodologies and construction contract management. Skills, foresight and experience to deliver programmes and projects to time and to budget. Able to realise added value and drive cost savings across programmes. APM and /or PRINCE 2 Practitioner or similar qualifications desirable. Key Work Areas Leading specialist capital projects and programmes and driving delivery. Setting and agreeing realistic but ambitious targets with workstream project managers. Ensuring all capital schemes are aligned to relevant statutory processes and frameworks. Managing the programme deliverables and capital budget Prepare and authorise strategy, procurement and project reporting Programme support offering foresight, issue identification, risk management and problem solving.

As a member of the Capital Delivery Hub team, to take individual and collective professional responsibility for championing the council's diversity agenda and proactively implementing initiatives which secure equality of access and outcomes. Also to commit to continually developing personal understanding of diversity. School governors and management teams Design Consultants Legal Advisors Cost Consultants Other external contractors Programme stakeholders Key Internal Contacts: Head of Capital Delivery Chief officers and Heads of Service across the Council Head of SCPP Corporate Programme Office Members Financial Dimensions: Day to day management of the overall capital budget associated with the programme in excess of 25m per annum, controlling expenditure of the allocated budget and ensuring compliance with the Council s Financial Regulations. Negotiation of appointments for external consultants and contractors in accordance with Tender Regulations and Procurement processes. Overview of key programme and project risks

3 Key Areas for Decision Making: Other Considerations: Managing the strategic programme and agreeing the detailed delivery programme Contributing to the procurement methodology of the Capital Delivery Hub Appointments of workstream project team members The position will be required to travel to constituent projects across Croydon. The postholder will be required to manage a programme within one of the following professional disciplines: - architecture / building construction - public realm / urban design / civil engineering Ability to attend occasional evening meetings or weekend events Key Accountabilities and Result Areas: Leading a portfolio of specialist capital projects and programme workstreams Supporting the Head of Capital Delivery Key Elements: Leading specialist capital projects and programmes and driving delivery. Setting and agreeing realistic but ambitious targets with workstream project managers for the delivery of the elements. Ensuring that all capital schemes are aligned to relevant statutory processes and frameworks Managing the programme deliverables and budget Designing and leading the communications strategy for the capital programme. Working with the client to align the stakeholder and change management strategies, enabling the vision for end product use to be realised. Identifying, sourcing and appointing the resources required to deliver the programme Initiating, leading and advising on how best to structure a programme of works Producing measurable objectives and deliverables and assessing priority and risk of work. Providing monthly progress reports Providing recommendations and other information to the Head of Capital Delivery to allow timely decisions to be made Communicating information a timely manner to ensure there are no blockages to the success and delivery of the programme This will involve Developing and implementing appropriate performance management systems to ensure monitoring of key performance indicators and milestones across the programme. Co-ordinating the input from the project team, other partners and stakeholders to produce the following: o Project Initiation Document o Strategy for Change o Outline Business Case o Procurement Documentation

4 Strategic management of the procurement process Managing approval, engagement and administration processes Management and service operations Green Statement Anticipating and identifying resources and ensuring supply via the procurement process: o Bidder short listing o Responding to bidder enquiries o Arranging site visits with bidders o Bid receipt and evaluation o Negotiations through to financial close Leading project and programme meetings Overseeing risk workshops Managing stakeholder consultation events, in collaboration with the client. Developing project and programme records, ensuring regular maintenance and updating. Ensuring projects and programmes are managed within the Council s approvals process, including reporting to Contracts and Commissioning Board, Corporate Services Committee and Cabinet. Liaising with the client and national agencies to ensure compliance with funding restrictions Ensuring compliance with the Council s gateway process for capital projects and programmes. Leading the team by setting team priorities for work programming & administrative protocols Providing input to the Capital Delivery Hub team plan, as part of the departmental service plan, reflecting project and programme priorities and providing clear direction on service improvements Supporting the process by which project delivery performance is fed into annual reviews Leading the service and team in communicating the vision and direction of the Capital Delivery Hub to the rest of the organisation Communicating corporate and departmental changes in priorities Responding to staff concerns and issues of performance and behaviour Responsible for all reports and supervising all aspects of the team Performance managing team members based an agreed combination of project delivery performance and 'business as usual' routine tasks Line management of staff team, including Performance Development, One to Ones, Learning & Development, OD & HR requirements Assisting in the management of the Capital Delivery Hub and for deputising, where appropriate, for the Head of Capital Delivery Developing the talent within the team and facilitating continuous professional development Ensuring that your work and the work of the Capital Delivery Hub team meets the Council's Green Commitment Policy goals in reducing energy consumption and waste, increasing renewable energy use and recycling, contributing to a reduction in traffic congestion, and using sustainable materials.

5 Data Protection Being aware of the council s responsibilities under the Data Protection Act 1998 for the security, accuracy and relevance of personal data held on such systems and ensure that all administrative and financial processes comply with this. Maintaining client records and archive systems, in accordance with departmental procedure, policy and statutory requirements. Confidentiality Treating all information acquired through your employment, both formally and informally, in strict confidence. There are strict rules and protocols defining employee access to and use of the council s databases. Any breach of these rules and protocols will be regarded as subject to disciplinary investigation. 6 Health and Safety Providing Health and Safety advice with particular reference to construction and civil engineering and the surrounding statutory requirements and legislation. Leading the development and implementation of protocols and systems to ensure compliance with obligations and duties under the Construction (Design and Management) Regulations. Ensuring that programme processes, procedures, protocols and documentation are compliant with Health and Safety legislation, including all aspects of procurement. Advising on the main requirements of Health and Safety and welfare legislation and approved codes of practice which apply to construction and civil engineering work. Being responsible for their own Health & Safety, as well as that of colleagues, service users and the public. Employees should co-operate with management, follow established systems of work, use protective equipment where necessary and report defectives and hazards to management. Job Title: P e r s o n S p e c i f i c a t i o n Programme Manager Essential knowledge: Extensive knowledge in at least one of the specialist areas below: o Buildings: extensive and demonstrable knowledge of major works encompassing building construction disciplines and knowledge of the operational and legislative environment affecting different types of building projects. Understanding of construction considerations for public sector schemes including delivery of educational buildings, theatres, cultural and leisure facilities, libraries, delivery of projects in occupied public buildings, British Standards, Design Manuals, Codes of Practice, BREEAM, Health and Safety, relevant Acts, funding streams, etc. o Public Realm: extensive and demonstrable knowledge of civil engineering and urban design projects and programmes, including sound understanding of disciplines and underlying legislation related to traffic management, road safety, highway and non-highway drainage, structures, environmental transport, transportation planning, horticulture and landscape design, greenspace and play initiatives, British Standards, Design Manuals, Codes of Practice, relevant Acts funding streams, etc. Comprehensive understanding of the technical, legal and commercial forces that affect and influence major capital projects and programmes. An implicit understanding of the project and programme management tools necessary to coordinate and mesh several concurrent, complicated and challenging workstreams. Knowledge of how to create, lead and manage a high performing team Understanding of how to structure a programme so that decisions are made in a timely manner by considering: the decision making process, the information necessary to make the decision, and the resources it takes to produce the information A degree in a construction, civil engineering or design related discipline, or significant equivalent professional / industry experience. A further project management qualification is desirable. Membership of or eligibility for a relevant professional association, e.g. CIOB, RICS, ICE Considerable and up-to-date knowledge of civil engineering, construction and design techniques, relevant legislation, national policy and contract law. Significant knowledge of health and safety issues in construction, including extensive understanding of the Construction (Design and Management) Regulations and other associated health and safety legislation and protocols.

7 Essential skills and abilities: Proven ability to create, lead and manage a high performing team. Experience of leading a team of internal and external professionals to deliver a high intensity, bespoke and ambitious programme of change, managing and motivating the project team, ensuring that they have the necessary support and resources to deliver according to programme, and within budget. Demonstrable client communication and management skills and an expert in developing and maintaining relationships with a diverse group of project team members, stakeholders, customers and clients. Ability to challenge the conventional and seek only the highest standards for delivery of Croydon s ambitious Capital Strategy. Experience of creating and monitoring a portfolio of specialist capital projects and programmes. The ability to assimilate and analyse a large amount of disparate information and concisely and communicate a clear message to a variety of clients, customers, stakeholders and team members, using a variety of mediums and methodologies including, written, oral, diagrammatical and visual to best suit the needs of the recipient. Line management of your team by setting clear and challenging goals and giving regular proactive feedback, including conducting performance appraisals in line with the Council s policies. Chairing and leading meetings at a senior level The ability to work under pressure and deal with difficult situations The ability to communicate with senior councillors, council officers (Chief Executive, Executive Director of Customer Service and Corporate Resources). The ability to develop and implement the necessary programme and project management systems and controls, including a dynamic detailed project plan; and change control, quality assurance, budget monitoring, communications, risk and issue management systems. Essential experience: Significant experience of day-to-day programme management, including procurement and financial management, of specialist capital projects and programmes, in at least one of the following disciplines: o Buildings: considerable experience of contributing to the successful delivery of major building construction projects including schools, housing, cultural and leisure facilities, o Public Realm: considerable experience of contributing to the successful delivery of major new-build and maintenance infrastructure and public realm projects including cycle routes, junction improvements, pedestrian facilities, public realm improvements, large-scale parks improvements, greenspace and play initiatives and associated works. Significant experience of managing health and safety issues in construction, including the Construction (Design and Management) Regulations and other associated health and safety legislation. Leadership and management of a complicated and demanding series of projects and programme of works. Working within or for a local authority client, gaining an extensive understating of the democratic processes that influence the decision making route and the implications for successful delivery of major capital programmes. Negotiating and agreeing professional services agreements Creating and implementing programme management controls such as; strategic programmes, procurement programmes, design programmes, client reporting, coordinated meeting schedules, project organisation charts. Chairing and managing meetings to successful outcomes. Deputising at a senior level. Special conditions: Attend meetings and other duties outside normal working hours, occasionally at short notice.
