Themain issue in this final project is dealing with research funds from government.research funds from government are increasing in the past four years, so that it needs strategy to strengthen research management in Parahyangan Catholic University. The purpose of this final project itself is to develop an appropriate strategy to strengthen research management and evaluate the current procedure of the research management. First, in developing an appropriate strategy, used gap analysis by ISO 9001 to analyze the current situation and what need to be done to fulfill the requirement in ISO After analyzing, the next step is developing a business model of the research management. The last step is making the ideal business process for this research management. From the analysis using ISO 9001, the conclusion is research management still has no meet the requirement in ISO So, it needs to improve the procedure, documentation, etc. After developing the strategy, an implementation plan needed to make the strategy came true. Some implementation plans include organization restructuring, establish a new for this kind of research management (external funding), and socialize to research teams. All this plan is hoped can be executed by May. Keywords: research management strategy, government funds, research and community service institute 1. Introduction A. Background This final project is about research management in Parahyangan Catholic University for the external funds from government especially research funds. Research has been important for collage because it is one of the three pillars (academic, research, and community service). This research management is based in Research and Community Service Institute for both internal and external research. As lack of competence for the personal in Research and Community Service Institute to handle the external research funds, this issue of research management came to surface because the amount of funds is also increasing every year. The other factor that causes the issue of the need of research management is the government policy from centralization into decentralization. This means that institution that receive funds need to manage the funds as if the government manage them, include the some platform of expenses, taxation rules, and others. B. Company Profile Mgr. P.M. Arntz, OSC and Mgr. Prof. Dr. N.J.C. Geise, OFM founded Parahyangan Catholic University in 17 January Now, it has four locations all in Bandung that is in Jl. Ciumbuleuit No.94, Jl. Merdeka No.30, Jl. Nias No.2, and Jl. Aceh No.53. The main purpose that Parahyangan Catholic University built was to take part in succeed government program in education, maintain, and manage college especially in area of Bandung s bishop based on 2073

Parahyangan Catholic University s business is mainly in providing education services for undergraduate, post graduate, and doctorate program. Research and Community Service Institute is the unit of analysis in this final project. The main function of this unit as stated in decree of Institution of Parahyangan Catholic University s board is coordinating and facilitating research and services that cross science field in accordance to vision and mission of University. 2. Business Issue Exploration The business issue in this final project is about research management in Parahyangan Catholic University. The unit that handles research in Parahyangan Catholic University is Research and Community Service Institute. It handles both internal and external research. Internal research is research that funded from annual budget of Parahyangan Catholic University. The amount of the budget is depends on the scope of the research. Internal research does not have problem, because in the side of financial, it embedded in financial information system of Parahyangan catholic University, which all the reports have been designed for internal usage. For external research, the funds mainly got from government, in this case is directorate general of higher education (DIKTI). There are also many types of research that funded such as university s leading research, postgraduate research, fundamental research, competitive grant research, doctor dissertation research, novice lecture research, cooperation among universities research. Some parties concern with this research funds from government such as: a Parahyangan Catholic University it needs to make rules that comply with the requirement from government in managing research funds from government, because research is one of the tools to upgrade lecturer s ability and knowledge, also enhance the quality of the students b in the end. Lecturer / Researcher lecturer needs credit point to level up his/her functional position, and research gave the biggest credit points than academic or community service. The problem of this government funds when dealing with taxation regulation, procurement procedure, legal evidence, documents, budget amounts for expenses (salary expense, consumable expense, duty trip expense, other operational expense). In many cases, due to decentralization of research funds from government, the researcher needs to make both financial/usage report and research report. The content research report is not problem for research team, because it is common and has been done when the system is centralization. The financial report is now the concern, because it has no clear guidelines or policy concerning this report. C. Conceptual Framework The goal of a common organization is profit in order to able to stay in industry. While the goal of an institution such as education institution is quite different from common organization. Parahyangan Catholic University is one of education institution in Bandung, which has a goal to assist government in educating people in order to prospering society especially in Bandung. The conceptual framework in this final project is first to set up the topic of strategy of strengthening research management, second is to identify the business issue of no fix procedure or policy for research funds from government. Third is data collection by field research and library research. Forth step is data processing and analysis. The fifth or last step is to make conclusion and plan an implementation plan to execute, also make a deadline. 2074

Method of Data Collection and Analysis Methods used in this final project are using two kind of techniques: 1 Field Research methods used by discovering the issue in this final project directly using approaches: - Interview asking questions to personnel in charge to get clear issue - Observation observe directly towards the process in this final project 2 Library Research methods by studying books, literatures, journals that are corresponded with the issue in this final project. E. Analysis of Business Situation Education is a never ending business because it is one of human needs in this era. Parahyangann Catholic University is one of private university located in Bandung and counted old university for about 52 years since it was built. The business situation recently is quite hard because of newly established university in Bandung, even though Parahyangan Catholic University still in top Priority University. It is proved by the amount of submission form is still high. In order to improve the quality of education, research becomes one of the alternatives for lecturerr to upgrade the skill and knowledge, instead to have a formal study (post graduate or doctoral) or seminar or workshop. 3. Business Solution The aim of this final project is to propose a strategy for research management in Parahyangann Catholic University especially dealing with research funds from government. F. Alternative of Business Solution There are some tools used to create proper strategy for research management as below: a Gap Analysis Gap analysis used in this final project is ISO 9001:2000 for Quality Management System. A checklist in ISO 9001 is used to analyze gap between actual performance and desiredd performance. 2075

ISO 9001:2000 Checklist b Forming Business Model After analyze gap, the next step is forming a business model for research management wheree there is nine components as in Business Model Generationn by Osterwalder and Pigneur: - Customer segmentss research teams - Value prepositions credit points - Channels information system - Customer relationship personal - Revenue stream funds from government - Key resource competent personnel - Key activity research - Key partnership tax consultant, directorate general of higher education - Cost structure personnel salary Figure 2. Analysis of Business Solution 1 Gap Analysis From the ISO 9001:2000 checklist, in 61 checklists, the Yes answer is only 12 and the No answer is 49. It means that there are still many requirements in ISO 9001 that have not yet been fulfilled in the current condition of research management in Parahyangan Catholic University. 2 Business Model Business model used consists of nine components. By developing business model, it is hoped that research management as a business must know its components well to run the business. 3 Business Process The proposed business process is hoped can solve the current condition issue, where a unit handles most of the administrative and reporting because this kind of research has been increasing since the last four years. The research teams, whom got the research funds in the future, need no to worry about administrative and financial reporting, so they just need to focus on the research itself. 4. Implementation Plan After determining business solution for research management in Parahyangan Catholic University, the implementation plan would be: 2077
