19 Energy Recognize and elevate work of Virginia Energy Workforce Consortium (VEWC) and expand membership of organization Create secondary to postsecondary pathways in Energy Occupations and work with VDOE to create program maps Include Workforce Development Strand in Governor s Conference on Energy Improve number and percentage of applicants for entry level positions who can pass industry required assessments by piloting Math and Employability Skills boot camps in partnership with education and workforce partners

20 Advanced Manufacturing Pipelines 7) Improve the shape and size of an Advanced Manufacturing pipeline in the Commonwealth Move forward the vision of CCAM in providing curriculum development, faculty and student internships, faculty and teacher training, and curriculum and technical assistance to regions to support advanced manufacturing. Provide state funds to disseminate statewide the successful regional model of career pathways employed by Virginia Peninsula Council for Workforce Development to assess near and medium term workforce needs of advanced manufacturers. Parallel with needs assessment, WIBs and community colleges and will provide a regional inventory of equipment, talent, services, and resources for a broad spectrum of manufacturing training providers

21 Advanced Manufacturing Pipelines Resulting assessments will be mapped to specific occupations projected to increase in the near or medium term. On a state level, VCCS and other partners will review regional assessments and determine strategies for meeting the workforce needs of multiple regions through consortia of community colleges and location of equipment and other resources so as to serve the training needs of multiple service regions.

22 Advanced Manufacturing Pipelines The need to increase size, currency, and scope of training for high school students so as to create a cadre of interested and prepared manufacturing technicians and technologists will be addressed through CCAM and the newly formed consortia of community colleges dedicated to improving manufacturing training and education. Strategies will be identified to provide campus-based dualenrollment instruction in manufacturing technologies by community colleges and other postsecondary institutions.

23 Advanced Manufacturing Pipelines 8) Develop plan to launch a public-private high school program to produce a skilled trades workforce. Curriculum to include CTE, math, and sciences contextualized to trade occupations. Pilot to be initiated in Hampton Roads with intention to provide model for other regions.

24 Advanced Manufacturing Pipelines 9) Collaborate with SREB, VDOE and VCCS to develop four high school CTE courses, to be deployed statewide, in Modeling and Simulation. Courses will be projectbased. Courses will be dualenrolled. Courses to be available to other states through SREB s national Preparation for Tomorrow initiative

25 Expand Pipeline of Workers 10) Increase partnerships and resources for workforce training and pipeline development for businesses locating or expanding operations in Virginia Create work group to develop written guidelines for state and regional workforce solutions to include strategies for ensuring that all relevant workforce programs and resources are harnessed to support business needs Work Group may address strategies to increase collaboration and resources deployed for layoff aversion. Representatives of VEDP, DBA, VCCS, VDOLI, and universitybased economic development team as well as local WIB and Business Assistance will be included.

26 Expand Pipeline of Workers 11) Harness the power of career and college coaching and advising to drive interest in careers in targeted industry sectors Engage professional organizations and business and industry in advising and supporting development of on line training for the Commonwealth s career coaches and counselors, One Stop case managers, and academic advisors.

27 Expand Pipeline of Workers Train coaching and counseling communities on use of economic opportunity metrics to guide student decision making as to college majors and other postsecondary education and training options

Increase attainment of workforce credentials valued by employers and economic development 1 ) Promote new opportunities for high school students to simultaneously attain a high school diploma and community college certificate or degree With VDOE and VCCS, initiate Governor s Scholar initiative in to recognize eligible students at high school graduations 2) Increase certifications and licensures attained by high school students Meet statewide goals for Microsoft certifications through new Academies Establish regulations to implement new legislation requiring high school students receiving a standard diploma to earn an approved workforce credential as a graduation requirement

29 Increase attainment of workforce credentials 3) Position Virginia s Adult Education program as a national model for workforce development of lowskilled, low-wage adults Expand Plugged In Virginia Promote and implement Advancing Workforce Readiness: A Strategic Plan for Adult Education and Literacy in Virginia Assess polices and governance for better aligning adult education with community college and regional workforce requirements

30 Increase attainment of workforce credentials 4) Expand state registered apprenticeship programs and align ARI with community college certificates and degrees Charge VDOLI and VCCS to annually report to VWC and Governor s Office number and percentage of ARI instruction conferring actual or articulated college credits that plug in to associate degrees Promote new models of ARI that confer or articulate college credits such as Tidewater CC s SMART Center for Maritime Trades. Encourage emerging workforce interest in apprenticeships through new feature on Virginia s Education Wizard

31 Increase attainment of workforce credentials 5) Increase attainment of Career Readiness Certificates Advise and support pilot by Dan River Regional Collaborative to integrate CRC assessment as a core component of all regional CTE and workforce programs First phase of process: Driving business engagement Support VWC plan to increase percentage of WIA participants earning CRC
