Context for developing actions to improve social values - amenity, community connection and recreation Westernport Catchment Workshop 2 Robert Molloy, Melbourne Water 14 November 2017
Social values conceptual model the condition of our waterways supports the social values of amenity, community connection and recreation, and we undertake management actions to maintain and improve that condition
Requirements for developing new strategy For social values (amenity, community connection and recreation) develop: Actions and targets Locations and efforts required Principles for prioritising
Overview of approach Identify value -visitation -satisfaction are waterways providing a good experience? Understand condition -measure attributes why does/doesn t waterway support social values? Consider community needs - current and future do we need to change? Identify opportunities and assess feasibility which attributes to target and where?
Customer surveys and visitor numbers to assess Social Values 90% Identify value -Visitation -satisfaction Understand condition -measure attributes Consider community needs -demographic analysis -current and future Identify opportunities and prioritise 85% 80% 75% Recreation Amenity Community Connection 70% 65% Maribyrnong lower Maribyrnong Upper are you satisfied with waterways in your area for your social requirements?
Understanding conditions to support Social Values Identify value -Visitation -satisfaction Understand condition -measure attributes Consider community needs -demographic analysis -current and future Identify opportunities and prioritise Map where conditions support social values (eg where paths provide access to waterways)
Consider community need for improving Social Values Use health statistics to indicate community need and potential benefit (eg from increased recreational opportunities) Identify value -Visitation -satisfaction Understand condition -measure attributes Consider community needs -demographic analysis -current and future Identify opportunities and prioritise
Use program logic in identifying opportunities to improve Social Values Identify value -Visitation -satisfaction Understand condition -measure attributes Consider community needs -demographic analysis -current and future Identify opportunities and prioritise 1. Stakeholders and the broader community are knowledgeable, engaged and working together to value and improve waterways x % increase in satisfaction in waterways for community connection Access to waterways enhanced through path network and upgrading destination points ( xx points per 10,000 people) xxx number of destination points and facilities to be upgraded xxxx kilometres of gaps in path network to be filled Development of regional park and facilities along Cardinia Creek plus others
What to consider when developing actions to improve Social Values Characteristics that influence amenity are vegetation, a sense of escape, naturalness, aesthetics and a sense of safety Improving facilities and access to waterways increases opportunities for people to pursue active and/or passive recreation activities Characteristics that influence community connection are organised events and opportunistic/incidental connection through shared spaces Improving conditions for environmental values can also support social values
Activity 1. Use the goals and information on key values to identify management opportunities (actions) that contribute to improving key values and achieving the goals 2. Work in small groups at each table, which represent different management units (areas) across the catchment 3. Start on the management unit that you are most familiar with after 20 minutes you have the opportunity to move to another area to add further to the activities already listed 4. Table facilitators will guide the discussions and we have information in the handouts that can help inform management opportunities 5. Try to identify actions that collectively improve all 9 key values, link these to the four goals, and if possible indicate potential targets 6. After two rotations, we will report back to the larger group the key actions that have been suggested this will provide an opportunity for others to comment 10
Program Logic 11 Target met beyond life of strategy Target met within implementation period of strategy Changes to the level of threats Facilities
