Our teams are committed to supporting civilians victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 20 countries in Africa, Asia, Middle East, Eastern Europe and France. Afghan mission is the oldest PUI mission, with first medical intervention launched in 1980 just after the Soviet Invasion. Since then, the country has mostly been in conflict, with both national armed groups and international forces, causing mass casualties and massive movements of population, within or out of the countries: out of the 30 millions in country population, are registered as IDPs since January 2015, Afghan refugees are registered in foreign countries (UNHCR, 2015). The achievements realized by the international community following the post-2001 intervention are now endangered by the expansion of conflict and violence and fragile governance. With the armed opposition slowly expanding its area of influence the number of civilian casualties reaches new high every year. Despite continuous extended military, financial and political support, the still fragile Government of Afghanistan struggle to impose its vision of development. Economical stagnation, unemployement and increased pressure on the delivery of services due to high rates of internal displacement and return are pushing many Afghans to risk their lives fleeing to Europe, as they see no future in Afghanistan; In this scenario, with elevated pressure on aid actors, attacks have not spared the humanitarian community: only earlier in 2017 workers from humanitarian organizations had been killed and kidnapped in several parties of the country, jeopardizing the capacity to deliver to the most in need in remote areas. There is then an humanitarian crises looming as actors are overstretched and resources oriented to other crises and access on field is jeopardized by conflict and presence of armed opposition groups. The humanitarian caseload is increasing on a yearly basis and this requires high organizational capacity to deliver aid in such a complex environment. PUI s strategy/position in the country PUI strategy is to address the fundamental needs of the Afghan population in respect with all humanitarian principles. Indeed, Neutrality and impartiality are key principles to respect in order to enable humanitarian access to the affected populations. PUI has a strong health expertise in the country that can be used as an entry point to implement an integrated approach to support the population to regain their most basic needs and also to their self-sufficiency. Indeed, such problems as malnutrition and undernutrition request a multi sectoral and comprehensive response in order to decrease the prevalence of the phenomenon. In parallel to a long effort in the reconstruction and consolidation of the health system with BPHS/EPHS systems, in recent years PUI initiated a more tailored emergency response to the different needs of the civilian population. Since the beginning of 2013, interventions started on emergency preparedness and medical interventions for conflict-affected populations. With constant increasing of civilian casualties during from January 2014 to June 2015 (4.900 registered during the first 2015 semester), it is indeed crucial to have health staff prepared and equipped for mass casualties, and also to implement responses to population displacements. From end of 2016 a larger multi-sector emergency response approach has been put in place, following a surge in return from Pakistan. Interventions in WASH and NFI have been initiated in the Eastern Region specifically, with the aim to develop such capacity at national level as well and expand similar activities to other areas where needs are present. Following years of development efforts, and the strengthening of the health system; there is now the need to return to more sustained humanitarian emergency interventions following the recent IDP and returnees crises, with the need to deliver integrated multi-sector Page 1 / 6

2 interventions. History of the mission and current programs Prior to the Première Urgence - Aide Médicale Internationale (PUI) merger, AMI had been present among local populations in Afghanistan since 1980 for health programs. Currently, the organization is running the following programs: BPHS/EPHS Project: Since 2003, PUI has been implementing the Basic Package of Health Services (BPHS) and the Essential Package of Health Services (EPHS) in collaboration with the Afghan Ministry of Public Health, in different provinces. Currently, PUI implements the BPHS and EPHS in Kunar running in total 49 health facilities and 1 Provincial hospital, and employing more than 700 health and support staff. Emergency life-saving intervention in Kunar and Nangahrar provinces: This program funded by ECHO started in May Preparing for a possible escalation of the conflict in the province, senior medical staff are trained on emergency medical care and will replicate the trainings to the staff of the BPHS health facilities. Specific operational plans with definition of early warning systems are developed. With the evolution of the context PUI is scaling-up its emergency activities in Nangarhar as well, extending the successful interventions in Kunar and with additional tailored activities in assistance to IDPs. The partnership with ECHO has been recently extended until end of March Although Afghanistan has been almost continuously at war for the last 3 decades (exception of the Taliban Regime ) with high trauma caseload and indiscriminate targeting between civilians and fighters, Psychosocial First Aid is very little developed. This can be explained by the overall destruction of the Health system after soviet invasion, and the many challenges linked with the rebuilding enterprise throughout BPHS and EPHS services. Linked with continuous fights in the areas and increasing pressure from AOGs on strategic axis and locations, trauma caseload has been increasing as well. Parallel to the medical response developed at community or health facility level, PUI has been developing, first as a pilot project, provision of Psycho-social First Aid as integrated to the trauma care services. Provision of life-saving healthcare and multi-sector assistance for returnees CHF/UNOCHA (Nangarhar): Following a surge in returns from Pakistan at the end of 2015 ( returnees, both documented and undocumented from July to October 2016) Nangarhar province experience an emergency to assist such a huge caseload of vulnerable population. Following a number of coordinated assessments PUI developed and is implementing a tailored integrated response to assist the returnee population with emergency and transitional assistance. 4 Mobile Clinics are delivering primary healthcare in areas of high return, where health facilities are overloaded. Additionally a distribution of hygiene kits and NFI kits is ongoing to assist returnees households settle in Nangarhar in a dignified manner, reducing risks of epidemics and the impact of the harsh Afghan winter on the health profile of the population. Nutrition programme in Kunar province: While Chronic Malnutrition is a major health public issue at the national level (55% of the young children suffering from stunting according to latest National Nutritional survey in 2013), Global Acute Malnutrition also is a major challenge for health stakeholders. PUI then receives the support of the World Food Program, for the distribution of food in the network of health facilities in Kunar. 3 The Head of Mission is responsible for the implementation of PUI s strategy in the Country, smooth functioning and the development of the mission. Tasks and responsibilities Safety : He/She is responsible for the safety of the mission. Programmes : He/She coordinates the technical and geographical teams ensuring that programmes are properly carried out, according to PUI s principles and stragey and donor requirements. He/She also monitors the huanitarian situation / needs and suggests new operations and development tracks for the mission. Medical and technical monitoring: He/She ensures that medical and technical practices respect the PUI s procedures and formats and are in compliance with PUI s operation policy. Human Resources: He/She ensures that the mission is adequately staffed and supervises the teams (defining objectives, monitoring). Logistical, administrative and financial monitoring: He/She ensures that logistical and administrative practices on site respect the procedures and formats of PUI and are in compliance with the rules of the Donors. He/She ensures that the mission has adequate logistical and financial means to a proper implementation of the programmes. Representation : He/She represents the association in its relations with partners, donors,the media and different authorities. Relations with Headquarters: He/She ensures that information is properly circulated between Headquarters and the field and ensures that due dates are respected. Specific objectives and linked activities 1. SECURITY MANAGEMENT: ENSURING THE SECURITY AND SAFETY OF GOODS AND PEOPLE AND MONITORING HUMANITARIAN ACCESS Security Monitoring: He/she is responsible for the security situation monitoring and implements relevant measures in close coordination with field coordinators and security focal points. Standards Operating Procedures: He/She ensures the PUI s safety management procedures and formats are updated and on site throughout the mission, and respected. Security Network: He/She maintains and develop security information network at coordination and national level Humanitarian Access Management: He/She supports the Area Coordinators in the daily security management and humanitarian access management strategy (mapping, contacts ) Security information collection and Analysis: He/She supervises the work of the national security manager in the training of national staff and information collection and analysis. Security Equipment: He/She ensures that material and personnel resources are sufficient to ensure the optimal safety of the teams, the material and the beneficiaries. Security incident management,reporting and analyis: He/She ensures that in case of a safety incident, the information concerning the incident is communicated, without delay, to the Desk Manager and in accordance with the existing format. He /she refers to Desk Manager for critical incident/ situation management. Security Information dissemination: He/She ensures that safety information is properly collected, analysed and that alerts or important information is effectively communicated (to the Headquarters and the field). 2. ENSURING THE REPRESENTATION OF PUI He/she is the legal representative of PUI in Afghanistan. Therefore, he signs any legal documentation with Power of Attorney fom HQ, and makes sure that PUI procedures (procurement, financial, administrative) are respected. He/ she reports to the Desk Manager about any legal issue and regulation violation. He/She represents the association locally amongst funds donors, NGOs, International Organizations and local authorities and reports representation action to the Desk Manager in his/her periodical report, communicated ad-hoc when necessary. He/She participates in important coordination meetings and is an active attendee of these meetings. He/She is responsible for communication in general and more specifically with the media. He/She may be called to travel within the region to meet the PUI s partners. He/She delegates when relevant, responsibilities to other relevant staff as needed. 3. MISSION COORDINATION MANAGEMENT Coordination of the mission: He/she makes sure that the programmes have proper support of Logistic, HR, Administrative, Finances and Security departments. He/She ensures that key deadlines are met for implementation, reporting and administrative aspects. Coordination of the Capital Office: He/She makes sure that proper interservices coordination mechanisms are implemented at capital level/ identifies the gaps and proposes relevant solutions/ Leads the coordination meetings Coordination of the Capital Office: He/ She makes sure that coordinators are in touch with relevant stakelholders at national level. 4 Coordination Capital / Field Level: He/ She makes sure that coordinators provides adequate support to the field and that there is effective and regular presence of the Coordinators on the Field, recommandations are made and follow up is done Coordination Capital / Field Level :He/She establishes a formal coordination system with the field (interservice meetings, reports etc) and ensures that this coordination system is implemented on each base. Coordination with HQ team: He/She is the main link between the Headquarters and the mission, consisting in following: internal and external reports to the Headquarters, respecting internal authorization timeframes (sitrep, incident report) and external contractual due dates (project reports)/ He/She ensures information from the Headquarters is circulated on the field and vice versa (monthly and ad-hoc sitrep). Coordination with HQ team He/She participates in the mission week in HQ where he/she makes suggestions for changes in the PUI organisation. 4. ENSURING PROGRAMMES ARE PROPERLY CARRIED OUT AND IN LINE WITH PUI MANDATE Mandate: He/She ensures the respect of medical and technical practices, in conformity with the mandate and operation policy of the association by guaranteeing a permanent connection between the different coordinators/medical and technical employees with their representative at the Headquarters. Program monitoring: He/She ensures that programmes are properly carried out (targets, monitoring of timetables, respect of activity schedules, budgetary monitoring and contractual reports etc), according to best humanitarian principles and standard. Program team monitoring: He/She suppervises the programme team (in close collaboration with Deputy Head of Mission / Emergency Coordinator and Area Coordinators) and supports them for smooth running of the planned activities. He/she alerts the Desk Manager and the Program Officer in cases where there is a delay associated with a programme and suggests changes which could be made (in terms of activities, operation area, budget, schedule by which the programme is carried out etc). He/She suggests new operations and has them authorized by the Desk Manager before submitting them to the backer. The documents associated with these new operations should be complete, should respect the PUI s internal procedure and should follow the format of the Donors and shall be sent to the Headquarters. He/She makes sure that the aforementioned documents subscribe to the PUI s mandate and to their operation policy and are in accordance with the strategy of the mission. When new operations are outlined, he/she ensures that operational means are well defined in order to allow for the programme and its subsequent monitoring to be well carried out. He/She initiates, organizes and ensures that the mission strategy is prepared, in coordinations with expatriate and local teams as well as with the Headquarters. He/She ensures that departmental action plans are effectively carried out and monitored and are on track to achieve the results defined within the framework of the mission program. 5. STRATEGY AND DEVELOPMENT OF THE MISSION Humanitarian situation monitoring and response: He/She keeps his/herself informed of changes in the humanitarian and political context of the country and the region, and proposes, in coordination with local and national stackeholders, assessments interventions in line with PUI mandate to adress those needs. Mandate: He/She ensures that the strategy of the mission and the programmes respect the mandate of the association and is in line with regional strategy. Strategic design: he coordinates the strategic meeting with key national and international staffs Donors fundraising: He/She participates in the development of the mission by securing close contact with bilateral and multilateral funds backers, of whom he/she knows the policy (operation strategy, financing policy and modalities, in compliance with the Associative Project of the PUI). Strategy communication: He/She communicates the Mission Strategy (in external version) to the donors so that that they know the PUI s activities and positioning. Regional strategy: He/She may be called for ad-hoc support in the Asian regional office. 6. SUPERVISING NATIONAL AND INTERNATIONAL PERSONNEL TEAMS ON THE MISSION Organization Chart management: In coordination with the head of Departments, he/she defines the mission s organization chart and submits it for authorization to the Desk Manager. Recruitment process: He/She prepares, and supervise preparation, of the job descriptions of expatriates. He/She may be involved in the recruitment process of the members of his/her team. He/She is informed of every decision to end an employment contract. HR management: He/She defines the objectives of each coordinator and national staff under his supervision at the beginning of the mission and checks them regularly during, and at the end of, the mission. HR Management: He/She ensures that each member of staff (local and international) is evaluated at least once during the mission by his/her superior (by their direct supervisors). HR Management: He/She validates the leaves and defines training plan of international staffs. Induction of newcomers: He/ She briefs, each new member of staff, when they take on the job, on the context, the programmes PUI Head of Mission s Job description Page 4 / 6

5 and the strategies of the mission, as well as safety regulations, and makes sure the newcomers is properly briefed about logistical and administrative procedures, financial management and human resources and the use of communication. HR Management : Training plan: He/She participates in the training of expatriate or local staff (organizational, methodological and potentially technical support and the organization of training etc) and recommends internal or external training procedures. He/She is particularly sensitive to managing the teams stress. He/She monitors and authorizes holidays and also mediates potential conflicts, seeking appropriate support in case of an accident. Internal Regulation: In coordination with HR Department, he/she ensures the PUI s Internal Regulations are in line with national regulation, implemented and respected Focus on 3 priority activities relating to the context of the mission Security & Humanitarian access Management: makes sure that proper mechanisms are in place to monitor humanitarian access, in coordination with humanitarian partners. Leadership on the emergency response development & Leadership on the development of integrated approach in the needs response.
