10 Determine Relevance Assess ideas, questions, and requirements for applicability to NATO s mission, potential for enabling Transformation, and/or fit into or associated with a developing concept Relevant HQ ACT subdivision and/or ICT provides a high level summary of the concept, initial assessment of its value, and where it fits into the Capability Architecture Above information is then used to determine whether to proceed with CD Relevance is based on established TSB criteria Concept is then entered into the database of developing concepts and annotated as either not relevant yet or relevant If the concept is for an unfilled capability requirement, it will be deemed relevant, but it will still be evaluated in terms of resources and commitments Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 10

11 Initiate Concept Development If the concept is deemed relevant by the TSG, then: It is assigned to a subdivision that assigns it to a Concept Lead Concept Lead is determined by concept s value Database then updated to reflect Concept Lead s name and annotated as relevant + Concept Lead or Relevant but on hold awaiting Concept Lead Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 11

12 Produce Outline Concept Development Plan Outline CD Plan developed by Concept Lead Outline Plan provides: Title of concept Outline description of concept Structure and content descriptions for final deliverables Recipients of the deliverables and what use will be Proposed timelines for concept development Interdependencies with other CAP deliverables or concepts under development Two-part outline plan Approvals needed and proposed tasks to support justification of concept Information needed to refine concept to maturity, including outline of analysis, research, and experimentation activities Review of original value assigned to concept Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 12

14 Detailed Concept Development Plan Concept Lead (now Program Manager) develops Detailed CD Plan, supplementing Outline CD Plan with: Clear statement of deliverable(s) Work Breakdown Structure (WBS) to achieve output Statement of Work for each task in WBS Resources and skills needed to achieve each task in WBS Sequence diagram showing logical dependencies of each activity Timeline for activity durations and milestones Plan on how to communicate concept information to dependent CD teams Program Manager is aided by CD specialists, R&T, OA, and OE 18 Months should be detailed, with less detail as time extends Database updated with reference to CD Plan Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 14

23 Campaign Plan (CPLAN) CPLAN is main management vehicle Coordinated by The Futures & Engagement Branch of JEEA States overall goals and objectives of NATO CPLAN contains the following: Purpose Methodology Transformational Goals Transformational Objective Areas and associated Concepts Process improvement NATO Organizational and national participation Experiments and experimentation calling letter to nations two years out Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 23

24 Coordination CPLAN is also main vehicle for coordination with Nations and NATO organizations Produced annually with focus on the next year s activity Draft CPLAN prepared by JEEA at beginning of year, then used as a basis in Working Group (WG) in spring WG consists of members of NATO Nations participating in: NATO International Military Staff (IMS) Conference of National Armament Directors (CNAD) Research and Technology Organization (RTO) Centers for Excellence (COE) NATO Consultation Command and Control Agency (NC3A) Allied Command Operations (ACO) ACT and their designated subcommands WG considers national commitments and provides comments Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb See Annex B to ACT Directive 80-7, Managing Transformation, pages B-17 to B19

25 Coordination WG and National Advisory Group (NAG) provided feedback by JEEA Drafts are then provided to WG and NAG in November NAG consists of National Ministry of Defense (or equivalent) representatives from all NATO nations Experimentation Program of Work (EPOW) for two years is also being developed simultaneously Proposed experimentation incorporated into CPLAN Draft CPLAN submitted to DSACT for comments NAG makes commitment to CPLAN at NAG meeting in November CPLAN is provided to DSACT for final HQ SACT approval CPLAN submitted for Military Committee (MC) approval in December Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 25

26 Experimentation Program of Work (EPOW) Experimentation goals set by ICTs used as starting point for identifying experimentation proposals and funding Experimentation program considered with all other ACT activities Majority of costs associated with experimentation budgeting managed through the annual EPOW EPOW development starts in October (15 months prior to experimentation) and culminates following October EPOW contains consolidated and detailed program of experimentation for next year with budgeting information Elements of EPOW are included in the CPLAN Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 26
