10 Determine Relevance Assess ideas, questions, and requirements for applicability to NATO s mission, potential for enabling Transformation, and/or fit into or associated with a developing concept Relevant HQ ACT subdivision and/or ICT provides a high level summary of the concept, initial assessment of its value, and where it fits into the Capability Architecture Above information is then used to determine whether to proceed with CD Relevance is based on established TSB criteria Concept is then entered into the database of developing concepts and annotated as either not relevant yet or relevant If the concept is for an unfilled capability requirement, it will be deemed relevant, but it will still be evaluated in terms of resources and commitments Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb 07 10

24 Coordination CPLAN is also main vehicle for coordination with Nations and NATO organizations Produced annually with focus on the next year s activity Draft CPLAN prepared by JEEA at beginning of year, then used as a basis in Working Group (WG) in spring WG consists of members of NATO Nations participating in: NATO International Military Staff (IMS) Conference of National Armament Directors (CNAD) Research and Technology Organization (RTO) Centers for Excellence (COE) NATO Consultation Command and Control Agency (NC3A) Allied Command Operations (ACO) ACT and their designated subcommands WG considers national commitments and provides comments Concept Development and Experimentation Course Allied Command Transformation 29 Jan 2 Feb See Annex B to ACT Directive 80-7, Managing Transformation, pages B-17 to B19
